Book City County Consolidation and Its Alternatives Reshaping the Local Government Landscape

Download or read book City County Consolidation and Its Alternatives Reshaping the Local Government Landscape written by J.B. Carr and published by Routledge. This book was released on 2016-07-08 with total page 347 pages. Available in PDF, EPUB and Kindle. Book excerpt: City-country consolidation builds upon the Progressive tradition of favoring structural reform of local governments. This volume looks at some important issues confronting contemporary efforts to consolidate governments and develops a theoretical approach to understanding both the motivations for pursuing consolidation and the way the rules guiding the process shape the outcome. Individual chapters consider the push for city-county consolidation and the current context in which such decisions are debated, along with several alternatives to city-county consolidation. The transaction costs of city-county consolidation are compared against the costs of municipal annexation, inter-local agreements, and the use of special district governments to achieve the desired consolidation of services. The final chapters compare competing perspectives for and against consolidation and put together some of the pieces of an explanatory theory of local government consolidation.

Available in PDF, EPUB and Kindle. Book excerpt: Far from a monolithic block of diehard slave states, the South in the eight decades before the Civil War was, in William Freehling's words, "a world so lushly various as to be a storyteller's dream." It was a world where Deep South cotton planters clashed with South Carolina rice growers, where the egalitarian spirit sweeping the North seeped down through border states already uncertain about slavery, where even sections of the same state (for instance, coastal and mountain Virginia) divided bitterly on key issues. It was the world of Jefferson Davis, John C. Calhoun, Andrew Jackson, and Thomas Jefferson, and also of Gullah Jack, Nat Turner, and Frederick Douglass. Now, in the first volume of his long awaited, monumental study of the South's road to disunion, historian William Freehling offers a sweeping political and social history of the antebellum South from 1776 to 1854. All the dramatic events leading to secession are here: the Missouri Compromise, the Nullification Controversy, the Gag Rule ("the Pearl Harbor of the slavery controversy"), the Annexation of Texas, the Compromise of 1850, and the Kansas-Nebraska Act. Freehling vividly recounts each crisis, illuminating complex issues and sketching colorful portraits of major figures. Along the way, he reveals the surprising extent to which slavery influenced national politics before 1850, and he provides important reinterpretations of American republicanism, Jeffersonian states' rights, Jacksonian democracy, and the causes of the American Civil War. But for all Freehling's brilliant insight into American antebellum politics, Secessionists at Bay is at bottom the saga of the rich social tapestry of the pre-war South. He takes us to old Charleston, Natchez, and Nashville, to the big house of a typical plantation, and we feel anew the tensions between the slaveowner and his family, the poor whites and the planters, the established South and the newer South, and especially between the slave and his master, "Cuffee" and "Massa." Freehling brings the Old South back to life in all its color, cruelty, and diversity. It is a memorable portrait, certain to be a key analysis of this crucial era in American history.

Book Turning Points Actual and Alternate Histories

Download or read book Turning Points Actual and Alternate Histories written by Rodney P. Carlisle and published by Bloomsbury Publishing USA. This book was released on 2007-02-12 with total page 259 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this unique reference, leading historians describe not only how the expansion of the American nation in the early 19th century was a turning point in U.S. history that led to the Civil War, but also alternative scenarios—what happened and what almost happened. This volume poses "what if" questions about ten crucial "tipping points" in the history of U.S. expansionism between 1800 and the Civil War. It not only describes what happened—in the case of Lewis and Clark, the War of 1812, the Monroe Doctrine, railroads and telegraphs, the Mexican War, the gold rush, the Compromise of 1850—it also offers alternative scenarios, essays on what could have happened. In this exciting and imaginative approach to history, students not only develop analytical skills by tracing the causes and effects of crucial events; they are empowered by the knowledge that at moments when history hangs in the balance, many paths are possible, and that they, as citizens, can tip the scale.
