Leaving them to fight for land in a murky, convoluted system will not address women's rights to it. Giving specific ethical and legal attention to women's rights and needs is the only way to guard against land and other resources begin co-opted by the privileged and those with the requisite social, financial and political capital. Some commentators have argued that Zimbabwean women were better off identifying with Zimbabwean men as as blacks in taking land from the former white farmers than to concentrate on their needs as women during the FTLRP. The primary battle was to take the land from the white farmer, after which a secondary battle by women to take land from men would ensue. Twenty years after the commencement of the FTLRP, the question remains whether the secondary battle by black women to take over land from black men has started and whether there are any chances that such a battle will ever be fought and won.

Book excerpt: Women's land rights feature prominently in contemporary policy debates on agrarian change and gender transformation in Africa, although often accompanied by a certain weary skepticism about what this prominence signifies. On the one hand, policy-makers invoke women as an important category for attention, while on the other hand, analysts and activists regularly denounce the gap between high-level policy commitments and implementation. The basis of this paper is to establish the dynamics of women's land rights, agrarian change and gender transformation in Zimbabwe's fast track land reform programme. Using a qualitative method of inquiry based on interviews, focus group discussions and observations with study participants in Bubi district, an empirical material is constructed and interpreted. Using constructivist grounded theory, dynamics of women's social goals and strategies in production and reproduction are identified, mapped out and analysed. Drawing on gender theory and new institutional theory, which recognise power and discursive signs of institutional change in rules, norms and values, it uncovers layers of social complexity in the dynamics of female and male land rights as well as between male land rights and female labour in the gender regime. In so doing, it shows how power relations emerging from unequal land and labour rights are enacted in cooperation, competition and conflict, between spouses and between co-wives. The findings show how land, besides being a natural resource for food production, is an important social, cultural and intergenerational symbol in Bubi district. This has implications for women and for their position and room of manoeuvre in food production. It also shows how the gender regime is subject to incremental institutional change through gendered agency, mainly from within the regime but accelerated by land scarcity as an external process. To conclude, the gender regime of land and labour rights has implications for how gender is enacted in everyday strategies, constructed in terms of female and male identities and configured in terms of masculinity and femininity. In the end, it is argued, these conditions affect food production and, in its extension, also food security and gender transformation. This study recommends on the importance of disaggregating women and designing policies that recognise class and other differences among them, and cater for women's interests in land.

The thesis acknowledges the critical importance of land reform in Zimbabwe as a country that inherited colonially structured and unequal land ownership patterns. However, there are limits to state-led, masculine and politicized land reform when women, as gendered subjects and as a social category are not been seriously considered in theory and practice of land reform programmes. The research uses the Critical Discourse Analysis approach to investigate the objectives, driving forces and the politics of the FTLRP, to establish to what extent the FTLRP created spaces for women to participate in policy and practice, to analyze the impacts of the FTLRP on the poverty of women and to suggest policy recommendations not only for post land reform reconstitution but agrarian development.Whereas land reform was necessary, the thesis shows that the FTLRP diminished opportunities or spaces for women to be empowered and shrunk the democratic spaces for genuine participation of women in the development process.

Colonial land policies institutionalised racial inequity with regard to land although conditions are not homogeneous there are broad themes that cut across the southern Africa region. Colonialism dispossessed and impoverished the people by taking away the most productive lands. Neoliberal globalization has undermined the people’s well-being through direct influences on agriculture and rural economies in conjunction with policies promoted by national governments and international agencies. Another shared feature is to be found in the high rates of unemployment, poor returns to small-scale agriculture, lack of access to social services such as health and education all of which serve to erode existing livelihood activities and perpetuate relative and absolute poverty in rural areas. This comparative study on Zimbabwe’s agrarian reforms may provide countries such as South Africa and Namibia with valuable lessons, as they attempt their own land reforms. Conflicts between colonialists and the indigenous people in the then Rhodesia centred mainly on the land question. This inequitable distribution of land resulted in Africans waging liberation struggles in order to reclaim their land from the colonialists. In most post-colonial countries, calls have been made for land redistribution as a way of redressing colonial injustices in land tenure systems. The process of reclamation of land and redistributing it to the indigenous people is fraught with problems and has resulted in the present-day land crisis in many parts of Africa and other continents. These are some of the issues this book examines, attempts to understand and explain from a gender perspective. Gender relations are viewed in terms of land use and ownership in pre-colonial, colonial and post-colonial Zimbabwe. These socially constructed roles have been found to be unequal in terms of power and decision making. It is argued that lessening of social inequalities between men and women reduces poverty, raises farm efficiency and improves natural resource management. The book emphasizes that once women are empowered, the quality of life of their households improves.

Book excerpt: Women in formalized (civil) and non-formalised (uncivil) groups have played a vital role in ensuring their improved access and control over land in Zimbabwe. Prior 1998, the involvement of women's organizations and other civic groups in land issues was limited and marginal. During this time the women's movement devoted its time and effort to welfare and development projects in communal areas. Emphasis by the more formal organisations was again on human rights and equality. Those that pursued land reform advocated for market-based and orderly methods of land reform, because the discourse at that time had shifted to radicalism. However, the market-based and orderly methods of land reform were gender blind. The aim at this time was to address racial imbalances, and gender imbalances were not foremost. Poor coordination of women's organizations at this time affected efforts at addressing gender imbalances in land distribution. The ushering in of the Fast Track Land Reform Programme saw improved coordination of women's organizations, that coincided with 'uncivil' women's fight for land and land grabbing through the war veterans led land invasions that preceded the Fast Track period. Little has been done in terms of research to establish the role played by the uncivil women's movement to the current land ownership pattern, but their role need not be underestimated. This paper mainly considers the role played by formalized or civil women's movement to current achievements in women's access and control of land under the Fast Track period. It specifically focuses on the role played by the Women and Land Lobby Group as well as other organizations in documenting the plight of women, lobbying for women's access to land, advocating for legal reform in favour of women among other issues that facilitated improvements in women's access to land under the Fast Track period.

Book excerpt: The Fast Track Land Reform Programme implemented during the 2000s in Zimbabwe represents the only instance of radical redistributive land reforms since the end of the Cold War. It reversed the racially-skewed agrarian structure and discriminatory land tenures inherited from colonial rule. The land reform also radicalised the state towards a nationalist, introverted accumulation strategy, against a broad array of unilateral Western sanctions. Indeed, Zimbabwes land reform, in its social and political dynamics, must be compared to the leading land reforms of the twentieth century, which include those of Mexico, Russia, China, Japan, South Korea, Taiwan, Cuba and Mozambique. The fact that the Zimbabwe case has not been recognised as vanguard nationalism has much to do with the intellectual structural adjustment which has accompanied neoliberalism and a hostile media campaign. This has entailed dubious theories of neopatrimonialism, which reduce African politics and the state to endemic corruption, patronage, and tribalism while overstating the virtues of neoliberal good governance. Under this racist repertoire, it has been impossible to see class politics, mass mobilisation and resistance, let alone believe that something progressive can occur in Africa. This book comes to a conclusion that the Zimbabwe land reform represents a new form of resistance with distinct and innovative characteristics when compared to other cases of radicalisation, reform and resistance. The process of reform and resistance has entailed the deliberate creation of a tri-modal agrarian structure to accommodate and balance the interests of various domestic classes, the progressive restructuring of labour relations and agrarian markets, the continuing pressures for radical reforms (through the indigenisation of mining and other sectors), and the rise of extensive, albeit relatively weak, producer cooperative structures. The book also highlights some of the resonances between the Zimbabwean land struggles and those on the continent, as well as in the South in general, arguing that there are some convergences and divergences worthy of intellectual attention. The book thus calls for greater endogenous empirical research which overcomes the pre-occupation with failed interpretations of the nature of the state and agency in Africa.

The book argues that despite the challenges faced by the newly resettled farmers, the land reform has allowed landless and land-short peasants access to land and other natural resources which were previously enclosed to them under a bi-modal agrarian structure inherited from colonialism.
