Book excerpt: Since 2013, the Chinese government has attempted to make a transition from user-pay PPP to government-pay PPP systems with the aim of facilitating infrastructure investment and government transformation. Whilst the application of government-pay PPP systems can considerably expand the areas where PPPs are suitable, the lengthy procurement time experienced in the implementation of similar systems (e.g., Private Finance Initiative (PFI)) presents a tough challenge to Chinese procuring authorities who are under increasing pressure to get the earmarked PPP projects off the ground swiftly to stem the downward pressure in the economy. The first PFI-ish project in China, the Anqing Urban Road PPP project, has been successfully tendered in May 2015 with an impressive record on procurement time. Through the scrutiny of this project, it is found that speedy procurement is achieved by leaving some of the major risks ill-defined and vaguely allocated in the tender document. However, this apparent high risk exposure did not deter investors. This research maintains that the greater risk tolerance revealed among SOE-led investors should be attributed to the power structure embedded in China's administrative system. Whilst leveraging this mechanism can reduce transaction costs, it could hold back the participation of private investors in future Chinese PPP projects.

PPP is seen by some as a cure for inefficient and over-burdensome modern government. Yet, by observing practices in China, this research aims to answer the simple questions: why has there been a decline in PPPs? How does government decide whether or not to establish partnership with private enterprises? By investigating the case of Primary Land Development (PLD) in China especially in Beijing, this research has attempted to provide explanations mainly in relation to coordination effectiveness involving a resource interdependence theory. Logic of institutionalism is followed. External environment, key institutions and attributes of PLD field are also carefully examined to further explain the change of resources and coordination effectiveness. This research conducts longitudinal comparison of cases within one case city: Beijing. The focal level is Beijing municipal level. Three time horizons are examined, which are 2002-2004, 2005-2008, and 2009-2010. The First-hand data in this study have two main sources: in-depth interviews with key policy participants and archives acquired through fieldwork. Secondary data including statistical yearbooks, laws and policies, news, and research carried out by previous students are also employed by the research. This research examines the changes of external political and economic environment in each time horizon. It compares the coordination effectiveness between PLD policy-makers and PLD implementers and between PLD implementers and other stakeholders in PLD process within each time period. Through examining the three stages of PLD in Beijing, this research develops the following findings. First, fiscal decentralization and cadre management are two important elements shaping the incentives of policy-makers in China. Second, coordination effectiveness in two dimensions influence policy-makers in decisions related to PPP. Third, the degree and the extent of resource interdependence influences whether coordinator can employ the most suitable and effective mechanisms to coordinate. Fourth, changes to the external economic and political environment will change the incentives and policy choices of policy-makers, and also change the resources held by different actors. Fifth, coordination matters. When traditional mechanisms such as hierarchy and the market do not work well in many cases, the ability to employ new coordination mechanisms such as networks is particularly important in achieving the desired goals of coordinators. Finally, in countries like China which is dominated by political logic, the more politically significant a field is, the less likely it is that PPPs will exist. Book excerpt: This title was first published in 2000: This work provides a new insight into china's township and village enterprises (TVEs). It views the governance structure of TVEs as effectively combining the comparative advantage of local government officials in external management and of dual firm managers in internal management to overcome imperfections in both market and government during the transitional period. Through extensive field investigation analysis and case studies, this work shows that the governance structure of TVEs has been evolving during the past fifteen years. To adapt to the changing environment, TVEs have continuously innovated firm contractual form from a government official dominant fixed-wage form to a partnership style profit-sharing form, then to a privatization oriented fixed-rent form. This work develops a complete model to explain how the central government’s partial reform efforts in market liberalization have become the driving force to induce the contractual form innovation, and to explicate how heterogeneity in firms’ technical structures and in local economic settings may affect local government’s decisions regarding contractual form innovation. Using the author’s unique data set, the model simulations predict that the development in the whole market system will result in the diffusion of contractual form innovation and lead to an 'induced privatization’ in this sector. The following empirical studies show this to be a powerful prediction and the progress toward such ’induced privatization' can be expected in China in near future. This research work provides a rich empirical study on China’s institutional transition towards a market system. It explains how a bottom-up endogenous, instead of top-down exogenous, property rights reform can be realized in transitional economies. This work will serve as a valuable reference for researchers and students in economics, economic development and institutional economics - and especially for those interested in research.

Book excerpt: In this paper, we argue that there is much room for China to strengthen its regulatory framework for public-private partnerships (PPPs). We show that infrastructure projects carried out through local government financing vehicles (LGFVs) were largely unregulated PPPs, and significant fiscal risks have already manifested themselves. While PPPs can potentially provide efficiency gains, they can also be used by governments to circumvent budgetary borrowing constraints. Therefore, effective PPP regulation is key to delivering PPPs’ benefits while containing their potential fiscal risks. The authorities have taken concrete steps in order to establish a sound regulatory framework and foster a new generation of PPPs. However, to make the framework effective, we highlight a few issues to be resolved. Based on international best practice, we propose a four-pillar regulatory framework for China, which could be implemented gradually in three stages.

Abstract: To solve the conflict between limited fiscal funds and increasing demands to strengthen infrastructure construction, Public Private Partnership (PPP) was introduced by the Chinese government as an effective approach to make use of private investment to implement infrastructure projects. To provide services or facilities for public use, in PPP, participants pool their skills and resources while at the same time sharing the risks and rewards. The application of PPP could not only ease the government's financial pressure, but also improve the efficiency of infrastructure construction and ensure the service quality of projects. Although PPP produces these benefits, the complexity and long-term features of PPP projects expose participants to more risks than in traditional projects. Therefore, risk management of participants is critical to the success of PPP projects. As an innovative procurement approach involves a variety of stakeholders over a long time span, it is necessary to investigate how to appraise and recognize PPP project success. In addition, although risk management has attracted much attention, few studies examine the detailed link between various dimensions of risk management and PPP project success. This research therefore intends to fill these two gaps. Compared with countries in the West, PPP was introduced into China relatively recently. A comparative study was employed in this research in order to understand the Chinese situation and to make use of the experience of other countries to critique PPP project performance in Mainland China. In this study, a two-pronged research program-comprising quantitative and qualitative approaches-was used to test and validate the tripartite theoretical model which was set up based on Transaction Cost Economics (TCE), Resource-based View (RBV) and Relational Exchange Theory (RET). In the quantitative study, questionnaire surveys were conducted concurrently in Mainland China and other places. Hierarchical Multiple Regression was used to explore the relationships posited in the research framework. To provide supportive and complementary evidence to the quantitative data, a case study of a PPP project in Mainland China was undertaken. Open-ended interviews and the thematic analysis technique were adopted in the case study. Taken together, the findings indicated that although the facets of risk management significantly affect project success, there are subtle different influences on different stakeholders' benefits. For example, the uncertainty of social issues and economic issues will affect public partner's benefits while the uncertainty of political & institutional issues, economic issues and project specific issues are directly influence private partner's benefits. To maximize their own interests, different stakeholders should pay more attention to the influencing factors that are specifically associated with them. Meanwhile, it is demonstrated that individual efforts on risk management also contribute to the benefits of other stakeholders as well as to the whole industry development. In addition, the comparative study suggests that public partners of PPP projects in Mainland China could refer to the risk management experience of public partners from other countries to make an appropriate risk management commitment and better manage risks.
