Book Intergovernmental Fiscal Relations

Download or read book Intergovernmental Fiscal Relations written by Ronald C. Fisher and published by Springer. This book was released on 2012-11-06 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: The main objective of this book is to restate the important theories and evidence from economic analysis concerning intergovernmental fiscal issues. More importantly, the second objective of the book is to identify gaps in knowledge, empirical uncertainties, and missing theoretical structures and then to establish a preliminary agenda for new research on this topic. The book is organized in two sections. The first covers the core body of intergovernmental fiscal relations, including optimal size for jurisdictions and assignment of public sector functions, the formulation and execution of tax policy in an intergovernmental setting, and the appropriate structure and use of intergovernmental transfers. In the second section, the core knowledge is applied to four major policy areas: education, welfare, fiscal interaction in urban areas, and economic development. In thinking about a new research agenda, the authors call for more current and authoritative estimates of fiscal incidence, including interjurisdictional spillovers, for more fundamental research about the federation process and effects of consolidation, for new evidence about the long run, general equilibrium effects of interjurisdictional competition, and for basic research about the choice process and establishment of intergovernmental fiscal institutions and policies by federal and subnational governments.

Book The Journey to Transform Local Government

Download or read book The Journey to Transform Local Government written by Tinasha Chigwata and published by . This book was released on 2019 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Journey to Transform Local Government is about the challenges and opportunities for municipalities in South Africa as they journey towards delivering on the promise of developmental local government. It deals with various issues on the continuum of local government transformation in South Africa, for example, what does Sustainable Development Goal 11 mean for a municipality? Given that good governance is essential for success, are municipalities implementing anti-corruption policies and are the Municipal Public Accounts Committees functioning? How do we staff municipalities with professionals who see local government as their career of choice? And, given that our ageing infrastructure poses risks for the future, what should municipalities do to ensure proper maintenance? How do we manage the overlapping roles of traditional leaders and municipalities? Can traditional land use allocation and building practices co-exist with municipal planning and building regulations? And, when municipalities insist on town planning and building regulations, how does this affect local entrepreneurs? Lastly, how do we measure spatial transformation in practice? The authors grappling with these questions come from universities, government, civil society and the private sector. They fill the pages of this book with some of the latest research on local government, grounded in the reality of today's South Africa."--Back cover.

  • Pages : 518 pages

Download or read book Mfecane Aftermath written by Carolyn Hamilton and published by Indiana University Press. This book was released on 1995 with total page 518 pages. Available in PDF, EPUB and Kindle. Book excerpt: A guide for interpreting the mfecane's role in history Was the mfecane a figment of historians' imagination as Julian Cobbing contends? How large a responsibility do Shaka and the Zulu people bear for the social turbulence in South-central and South-east Africa in the early decades of the 19th century? These are some of the issues explored in this collection, which is designed as a response to the radical critique of Dr. Cobbing and other scholars. The mfecane, suggests Cobbing, must be seen as a myth lying at the root of a set of interlinked assumptions and distortions that have seriously twisted our understanding of the main historical processes of late 18th- and early 19th-century Southern Africa. Contributors to this collection assess the implications of this critique for scholars from a range of disciplines, notably history, anthropology, archaeology, history of art and African languages. But the book is not only about the debate over Cobbing's work; it is also an indicator of the state of current scholarship in Southern Africa in the 18th and 19th centuries and, because it raises questions about the nature of sources and, indeed, about the nature of historical debate itself, it is also about historiography. This book should provide a useful guide for students starting out in this field, as well as a resource for established scholars seeking their way through the textual intricacies of varied editions and secondary texts that become the primary sources for historiographical debate.
