Book excerpt: The aim of this enquiry was to 'analyse the nature of the governance of international schools and the potential of accreditation for securing appropriate governance'. The research questions were: 'What is the nature of the governance of international schools as experienced by heads of international schools?' 'What is the nature of the governance of international schools as experienced by representatives of organizations that accredit international schools, and the owners of international schools?' and 'What is the potential of accreditation for securing appropriate governance of international schools?'. The relevant literature was reviewed. Empirical data were collected by means of a questionnaire-based survey of heads, and interviews with: executives from accreditation organizations, representatives of owned schools and heads. A framework for the analysis of the data was developed, which employed two analytic distinctions: the 'ownership' of schools, and potential of a financial profit impetus. The main findings are as follows. The governance of international schools is not static, and successful governance is dependent upon the type of school and board structure. Boards tend not to receive proper and on-going training and many of the models of governance in use have inherent weaknesses, which require a more robust system of oversight. Governance structures and practice have not been able to keep pace with the increasing complexity of types of international schools. The organisations that accredit international schools, including their governance, have been unable to deal with the monitoring and enforcement standards of governance. Despite an inability of accreditation organisations to monitor and enforce standards of governance, they should take up this responsibility. To achieve this potential, a multi-faceted approach is necessary. Accreditation organizations need to gain further understandings of the governing of 'owned schools'. Common guidelines and standards for governance will be required.

This book aims to address a way forward for the governance capacity of international criminal justice, arguing that international criminal justice provides a central tool for global governance. In exploring the dependency of global governance on crime and control, projections can be made about the changing face of international criminal justice. Fundamental transformation is required to hold unjust global dominion to account. The book's policy perspective challenges international criminal justice to return to the more critical position justice has exercised in the separation of powers constitutional legality. For liberal democratic theory at least, judicial authority and its institutions have ensured constitutional legality by requiring the legislature and the executive to operate accountably against a higher normative order. This is not a predominant function of judges and courts in the international context despite their statutory invocation to this task . Case-studies of global crime and control reveal contexts in which the co-opted governance of institutional ICJ in particular, has a politicized motivation which too often advances the authority and interests of one world order against the sometimes legitimate resistance of criminalized communities. When the analysis moves to the consideration of victim community interests, and from there to the appropriate global constituencies of ICJ, the nature and limitations of ICJ supporting governance in the risk/security model, becomes apparent.

The position of Indonesia and most countries in IMF calculations, facing the same challenges. Each country requires the legal instruments of a good and reliable system of Government to guards against the worst possible economic turmoil. Good governance is an insistence of the constitution in the economic Article 33 paragraph (5), subsequently published Constitution Number: 30 Year of 2014 on Government Administration, contains 17 principles of a good governance. One of the important points of the principle is a government without corruption and manipulation of policy concepts in order to provide access to consolidation in politics and economy. The latest Transparency International report for 2023 shows that Indonesia's corruption perception index was recorded at 34 points on a scale of 0-100 in 2022. This is a 4-point decrease from the previous year. This decline in the CPI also brought down the ranking of Indonesia's CPI globally. It was noted that Indonesia's CPI in 2022 ranked 110th. In the previous year, Indonesia's CPI was ranked 96th globally. Good Governance is all aspects related to the control and supervision of the power of the Government in carrying out its functions through formal and informal institutions. To implement the principles of Good Governance and Clean Government, the Government must implement the principles of accountability and efficient resource management. Good and clean governance will contribute to economic growth and economic growth will have an impact on human development. During the last decades of 20th century, the needs for a good governance has given some impacts and became a recurring theme in literature related to human development. The intervention of government or the quality of government become crucially important in relation to the high achievement of human development. Whereas an effort in improving society's welfare is through economic development. One of dominant aspects in economic development is through legal development. Good law or policy in such country will have some impacts to the existence of good economic growth because supremacy of law is one aspect of a good governance. Law supremacy is an important institution which is related to economic growth because rule of law ensures personal safety, property rights, unbiased contract enforcement, stability of politics, freedom of speech and control of corruption. Book excerpt: Education decentralization facilitates the participation of parents, local communities, and private partners in school management and finance, forming a system of multiple-stakeholder school governance. While their participation is expected to hold a school accountable for educational outcomes, engaging external stakeholders who are not education professionals and who have diverging interests may have adverse effects. Does the participation of external stakeholders in school management and finance improve educational outcomes? Whose participation really counts? What conditions need to be met to realize the purported positive effects of multiple-stakeholder governance? I examine these questions in three studies.The first study explores efficiency-equity tradeoff of engaging non-state stakeholders in public school finance. Financing public schools with private funds is expected to promote efficient use of resources while it raises concern for financial equity. However, private funds raised from different non-state stakeholders may have differential efficiency and equity effects. Using public school data derived from the Learning and Educational Achievements in Punjab Schools (LEAPS) in Pakistan, this study examines how private funds mobilized from parents, local communities, and private donors are associated with the efficiency of generating student achievement and the equity in school finance. The findings inform the importance of understanding effects of private-fund revenue that vary by its source and school type. This helps design cost-sharing policy that improves both school efficiency and financial equity.The second study explores factors that facilitate or constrain the influence of parents and private partners on school decision-making. Parents and private partners are increasingly engaged in school management as a means to improve education quality and outcomes. In multi-stakeholder school governance, external stakeholders are considered to be able to influence school decisions when their interests and concerns become elevated over the priorities and demands of other parties. This raises a question: under what conditions do their influence become salient? I used the stakeholder salience theory as a conceptual framework to identify factors affecting the influence of parents and private partners on school decision-making through a systematic literature review. The findings were applied to participatory school governance in Pakistan to examine how these factors affect the influence of external stakeholders in a particular context. Based on the analysis, I present a new framework that addresses the multi-dimensional and interrelated nature of stakeholder influence in multi-stakeholder school governance.The third study explores the association between parent participation in school management and student achievement in eight countries and economies. Engaging parents in school management is expected to hold the school accountable for educational outcomes. However, the evidence has proven inconclusive and limited in explaining mechanisms of learning gain/loss. Using the public school student data derived from the Program for International Student Assessment (PISA) 2015, this study examines the association between student achievement and participation of a student's own parents in school management, which would affect their learning support at home, and the participation of a parent group, which would influence school decisions and thus affect the learning environment at school. The findings suggest the importance of identifying which mechanism accounts for positive/negative associations in order to design effective participatory school governance models.

It concludes, however, that under such intense pressures, the Government of Nigeria, even if it is simply for its self-preservation, will be forced by the objective conditions to move against the interests of the dominant groups and classes in Nigeria. These are the ones who have, for long, captured and hijacked state power and the resources of the country for their exclusive use. There is this perception that Nigerians dont write and read. This perception is deep-seated, even among intellectuals who see our authors as shallow researchers. But Dr. Dan Mou has debunked that myth and shown that Nigerians can write well-researched and detailed books. It is quite prophetic in its assessment of the Nigerian State (Agbo Agbo, deputy editor, The Nation). Dr. Dan Mou has proven himself a world-class scholar and an intellectual colossus. His reputation as an internationally renowned public policy expert has continued to soar. I congratulate him for these remarkable achievements (Professor Justice Abdul Fatai Kuti, first justice of Abuja High Court and former dean, faculty of law, University of Ado Ekiti, Ekiti State of Nigeria). Dr. Mou is certainly one of the best scholars we have on the African continent. As an educationist myself, before I became a traditional ruler, I agree totally with his analysis and conclusions. I share the optimism Dr. Mou has expressed . . . that once the recommendations therein are adopted and meticulously implemented, with proper monitoring and evaluation of such resultant policies and programmes, Nigeria and indeed Africa would be able to solve most of these challenges (HRH Alh. It was expected that this autonomy would lead to new governance structures and enhance the operational efficiency of institutions. The research studies included in this volume have investigated whether this autonomy has actually led to improved efficiency at the institutional level and overall effectiveness at the system level. Based on studies in Cambodia, China, Indonesia, Japan, and Viet Nam, the research demonstrates that autonomy has made institutions more independent, exercising freedom to prepare plans, appoint staff, mobilise resources, introduce new study programs, establish new structures of governance, and introduce substantial changes in the academic and administrative decision-making process. However, autonomy also introduced an element of financial uncertainty, due to the smaller role of the state in the management of institutions, and resulted in the reduced authority and collective bargaining power of the professoriate in the institutional decision-making process.

Book excerpt: Today's vision of world order is founded upon the concept of strong, well-functioning states, in contrast to the destabilizing potential of failed or fragile states. This worldview has dominated international interventions over the past 30 years as enormous resources have been devoted to developing and extending the governance capacity of weak or failing states, hoping to transform them into reliable nodes in the global order. But with very few exceptions, this project has not delivered on its promise: countries like Somalia, Afghanistan, South Sudan, and the Democratic Republic of the Congo (DRC) remain mired in conflict despite decades of international interventions. States of Disorder addresses the question, 'Why has UN state-building so consistently failed to meet its objectives?'. It proposes an explanation based on the application of complexity theory to UN interventions in South Sudan and DRC, where the UN has been tasked to implement massive stabilization and state-building missions. Far from being ''ungoverned spaces, these settings present complex, dynamical systems of governance with emergent properties that allow them to adapt and resist attempts to change them. UN interventions, based upon assumptions that gradual increases in institutional capacity will lead to improved governance, fail to reflect how change occurs in these systems and may in fact contribute to underlying patterns of exclusion and violence. Based on more than a decade of the author's work in peacekeeping, this book offers a systemic mapping of how governance systems work, and indeed work against, UN interventions. Pursuing a complexity-driven approach instead helps to avoid unintentional consequences, identifies meaningful points of leverage, and opens the possibility of transforming societies from within.
