Book excerpt: This thesis focuses on the impact of graduate education on the promotion performance and retention of General Unrestricted Line Officers. Logistic models are developed to determine the effects of a graduate degree from the Naval Postgraduate School and other sources on the probability of promotion to Lieutenant Commander and Commander, and on retention up to the Lieutenant Command and Commander levels. Results indicate that graduate education has a positive impact on the probability of promotion to Lieutenant Commander, with Naval Postgraduate School showing a stronger effect than other education sources. No significant effect was noted for promotion to Commander. Graduate education was found to have a significantly negative impact on retention prior to the Lieutenant Commander selection point. Results for retention at the Commander selection level were inconclusive. It is recommended that further research be done concerning the impact of graduate education on other officer communities.

Book excerpt: The main purpose of this study is to examine the relationship between graduate education and the job performance of DoD civilian employees. The thesis focuses on selected job performance measures for all civilian DoD personnel employed between 1986 and 1999, except for those in the National Imagery and Mapping Agency and direct and indirect hire civilian employees outside the 50 states and the District of Columbia. The Defense Manpower Data Center (DMDC) provided the personnel data. Performance measures that are analyzed include promotion, promotion speed, performance ratings, earnings and retention. Three different techniques are used to estimate performance models. First, ordinary least squares is used to estimate the salary and performance rating models. Second, binary logit regression is used to estimate promotion, retention, and performance rating models. Third, survival analysis using Cox Regression estimates the speed of promotion and the time to separation. The results indicate that employees with a Master's or Doctorate earned more in average salary but experienced lower salary growth than employees with a Bachelor's degree, Also advanced degree holders are promoted more slowly since they enter at a higher GS grade. Higher educated employees were also more likely to leave federal service, but were more likely to receive top ratings and achieve a supervisor position.

Book excerpt: This thesis analyzes the factors associated with promotion to 0-4, retention to the 0-4 promotion point, and actual performance ratings. One factor, graduate education, is specifically targeted for detailed analysis to determine its direct effects on the measures of on-the-job performance. A defense Manpower Data Center (DMDC) cohort file of USMC officers who were commissioned during fiscal year 1980 is merged with Automated Fitness Report System (AFRS) files and Headquarters Master File (HMF) information to analyze performance differences between officers who have and have not obtained a postgraduate education. Nonparametric, ordinary least squares (OLS), and non- linear maximum likelihood (PROBIT) techniques are used to estimate the selection, retention and promotion models. The results suggest that actual on- the-job performance is an important factor in determining promotion, retention, and who attends graduate education. Graduate education appears to have a positive effect on promotion; however, failure to correct for retention and selection issues biases the estimated effects of graduate education upward. Further study using more sophisticated techniques is recommended to clarify the interrelationships among promotion, retention, performance, and graduate education to gain more information on the magnitude and direction of these potential biases.

Book excerpt: This evaluation of the Army Continuing Education System (ACES) considered the following programs: (a) Tuition Assistance (TA); (b) Functional Academic Skills Training (FAST; (c) Military Occupational Specialty Improvement Training (MOSIT); (d) Noncommissioned Officer (NCO) Leader Skill Enhancement Courses; and (e) the Armed Forces Classification Test (AFCT). The assessment of the effectiveness of these programs is based on their ability to enhance soldier performance and increase the prospects of promotion, as well as to reduce attrition and increase reenlistment. The evaluation data came from a longitudinal administrative database that tracked a three-year accession cohort over a six-year period and an NCO database including self-reported participation in ACES programs, promotion information, and observed performance ratings. The analysis was designed to separate effects of participant characteristics from the effects of the program, and to control for differences in the opportunity and propensity to participate in ACES. Participation in TA and FAST were associated with an increase in the probability of first term reenlistment FAST participation was also associated with lower first-term attrition. Participation in several ACES programs showed positive effects on measures of performance and promotion potential.

What factors or influences direct an individual's choice of degree? Are there critical influences that affect decision-making? Can one predict with some degree of certainty that an individual will select a particular graduate degree? Questions such as these have presented a challenge to members of the Missouri Family and Consumer Sciences Teacher Education Council. The purpose was to examine the different demographic variables related to current Family and Consumer Sciences teachers who have a graduate degree. This study helped identify the reasons why Family and Consumer Sciences teachers select the graduate degree programs they complete, as well as assess the job satisfaction level of these same teachers. Usable date were provided by 59 teachers who held an advanced teaching certificate and/or a graduate degree during the summer of 2003. Five research questions and three null hypotheses were framed to guide the study. Data analysis procedures included the use of analysis of variance and regression. The first part of data collection employed the Minnesota Satisfaction Questionnaire (1967). The MSQ is an inventory that evaluates the degree to which needs and values are satisfied by an individual's job. The second part of the data collection utilized the Graduate Degree Data form which was created by the researcher. Based on the findings of this study, Missouri Family and Consumer Sciences teachers are satisfied with their current job and graduate degree. There was no significant difference in job satisfaction or perceptions about professional development when analyzed by type (teaching and other) of graduate degree received. The more involved teachers were in professional organizations, the more teachers reported they knew about curriculum issues in Family and Consumer Sciences. This in turn will impact the overall quality of education that is provided by the teachers who are active in their professional organizations. Teachers represent the core of the educational system. The retention of quality teachers who can provide current content and competent methods of teaching should be the goal of every educational system. School systems can improve the quality of the education provided by encouraging teachers to become active in their professional organizations and to implement proactive changes in their content area.

The purpose of this study was to examine whether there are any differences in student achievement between students taught by teachers with advanced degrees in a specific content area and those students taught by teachers with only a bachelor's degree or those with a master's degree outside the subject area. The study examined ninth and tenth grade ACT Aspire student achievement data collected from teachers who hold a master's degree in a subject-related content area and teachers who do not hold a master's degree in a subject-related content area. Data from six different local educational agencies (LEA) was analyzed to determine statistical significance between degree attainment and student achievement. The results varied based on content area and teacher degree; however, overall, content area master's degrees do not have a significant positive effect on student achievement.

Book excerpt: This report presents quantitative data from an ongoing longitudinal study, the Cooperative Institutional Research Program, on degree attainment rates at institutions of higher education. The report covers national degree completion data for three time intervals--4, 6, and 9 years--broken down by institutional type, student gender, and student race. Brief introductory sections define the purpose of the study and describe the methodology. Sixteen tables and supporting text present data for: attainment rates by institutional type, gender, and race; attainment rates by high school grades and Scholastic Aptitude Test (SAT) scores; prediction of Bachelor Degree completion using different combinations of input variables; and regression analysis. The study also examines the data as they relate to historically black colleges and universities, finding few strong correlations. The final section of the report looks at some policy implications and suggests ways in which institutions can use the information provided by longitudinal studies to assess institutional performance and accountability. There are three appendixes: the first converts American College Testing (ACT) scores to SAT verbal and math equivalents; and second lists the regression variables by racial subgroups; and the third compares Cooperative Institutional Research Program retention rates with rates reported by the ACT program.
