Book excerpt: Since 2005, the European Union has provided farmers with subsidies that are not linked directly to production of specific crops, through the single payment scheme (SPS), as part of reforms to its common agricultural policy. This book investigates to what extent the SPS has led to the capitalization of support into land values in the EU. Economic theory and empirical findings suggest that the way in which agricultural support is provided to farmers has an influence on land markets. Subsidies tend to become capitalized into land values to some degree, affecting both the sales and rental prices of land. These effects in turn have a bearing on the transfer efficiency of the support and structural change in agriculture. Drawing from a combination of data sources, 11 country and 18 regional studies, this extensive empirical analysis offers preliminary findings of the reaction of EU land markets and asset values to the changes in EU policy.

It is based on a survey of more than 9,000 farmers in 11 countries: Burkina Faso, Cameroon, Egypt, Ethiopia, Ghana, Kenya, Niger, Senegal, South Africa, Zambia, and Zimbabwe. The study uses a Ricardian cross-sectional approach in which net revenue is regressed on climate, water flow, soil, and economic variables. The results show that net revenues fall as precipitation falls or as temperatures warm across all the surveyed farms. In addition to examining all farms together, the study examined dryland and irrigated farms separately. Dryland farms are especially climate sensitive. Irrigated farms have a positive immediate response to warming because they are located in relatively cool parts of Africa. The study also examined some simple climate scenarios to see how Africa would respond to climate change. These uniform scenarios assume that only one aspect of climate changes and the change is uniform across all of Africa. In addition, the study examined three climate change scenarios from Atmospheric Oceanic General Circulation Models. These scenarios predicted changes in climate in each country over time. Not all countries are equally vulnerable to climate change. First, the climate scenarios predict different temperature and precipitation changes in each country. Second, it is also important whether a country is already hot and dry. Third, the extent to which farms are irrigated is also important.

Added to this scenario are the challenges and opportunities of adopting the EU 'acquis communautaire' relating to agriculture. Based on recent World Bank reports prepared in collaboration with the Food and Agriculture Organization of the United Nations and the European Commission Directorate General for Agriculture and Rural Development, 'The Changing Face of Rural Space: Agriculture and Rural Development in the Western Balkans' identifies what is constraining agricultural competitiveness in these countries, examines public expenditures in agriculture, and diagnoses key challenges for agricultural policy makers. The book expands on previous findings to provide a strategic policy framework for transforming and modernizing the agri-food sector and, in the context of region’s ongoing process of integration with the European Union, creating a dynamic rural space in the Western Balkans. The book offers Western Balkan governments and international donors a shared vision of the goals and directions their agriculture and rural development policies and programs might take.

Book excerpt: The aim of this book is to explore the challenges facing rural communities and economies and to demonstrate the potential of spatial microsimulation for policy and analysis in a rural context. This is done by providing a comprehensive overview of a particular spatial microsimulation model called SMILE (Simulation Model of the Irish Local Economy). The model has been developed over a ten year period for applied policy analyis in Ireland which is seen as an ideal study area given its large percentage of population living in rural areas. The book reviews the policy context and the state of the art in spatial microsimulation against which SMILE was developed, describes in detail its model design and calibration, and presents example of outputs showing what new information the model provides using a spatial matching process. The second part of the book explores a series of rural issues or problems, including the impacts of new or changing government or EU policies, and examines the contribution that spatial microsimulation can provide in each area.
