Book excerpt: Increased operational tempo, workforce reductions, and demanding legislation are creating a challenging environment for enlisted personnel serving in the contingency contracting force. Each branch of the U.S. military has responded differently to these challenges. The United States Marine Corps is heavily dependent upon enlisted personnel who are assigned the 3044 Military Occupational Specialty (MOS) to perform contingency contracting. This thesis explores the current environment, within which these contingency contracting Marines operate, and analyzes the affect this environment is having on their career development. The study begins with an examination of the historical development of contingency contracting, and a reviews Government commissions that called for reform, which resulted in the establishment of the Defense Acquisition Workforce Improvement Act (DAWIA). The research then describes the requirements levied against contracting personnel under DAWIA and how they affect the enlisted military personnel. With this framework in place the study then evaluates the resulting approach to utilizing enlisted personnel for contingency contracting within the Military Services (Army, Navy, Air Force, Marines). This evaluation focuses on the organizational structure, education opportunities, training, career development, and employment of enlisted personnel within each of these Military Services and how this understanding can improve the career development of 3044s.

Book excerpt: Contingencies such as regional conflicts, humanitarian and peacekeeping missions, or international or domestic disaster relief missions dictate the immediate deployment of military forces. This rapid deployment of Service members and other military assets requires concurrent deployment of supporting assets such as Contingency Contracting Officers (CCOs). The purpose of this research was to detail and compare the contingency contracting establishments of the Air Force, Army, Navy/Marine Corps, and Defense Contract Management Agency. The thesis compares and contrasts the regulations governing the contingency contracting operations, the organization structure, contingency contracting support plans, and the training requirements and duties of CCOs of the aforementioned components. All components have adequate structures in place for contingency contracting. However, the research provides several conclusions and recommendations on how the Services could conduct contingency contracting operations more efficiently. Recommendations include the establishment of a contingency contracting chief within the Marine Corps, scenario-based field training within Department of Defense and the Services, and tailored pre- deployment training within each Service. As the Services continuously redefine their missions, they must adapt all subordinate units and organizations to ensure personnel have the training and equipment to meet any contingency.

Contingency contracting provides key logistical support for deployed operational forces when normal supply channels cannot. Characterized by a small number of contingency contracting officers, enlisted personnel and high turnover rates, the contingency contracting knowledge base is not being maintained. The purpose of this study is to design a knowledge management system that captures, retains aid shares the knowledge that is essential to the deployed contingency contacting process (DCCP). This study builds upon recent work to integrate knowledge management and system design and utilizes knowledge-based organizational process redesign (KOPeR), a measurement- driven redesign knowledge system, for analytical support. Results from this study suggest that DCCP knowledge management and process performance can be improved substantially.

Book excerpt: The Marine Corps contracting community continually refines its policies and procedures as a response to the changing environment it operates in. The objective of this thesis was to develop a permanent contracting command structure in order to maximize the training, education and potential of the military contracting officers. To accomplish this objective, this thesis identified the historical and statutory basis for government contracting, where billets for qualified Marine Corps military contracting officers exist and where they are currently non-existent yet in demand, and the roles and responsibilities of the Marine Corps military contracting officers. Based upon this archival research and interviews with members of the contracting community, this thesis developed a framework for a new permanent contracting command structure through the use of an integrated systems model. This model assists in creating more military contracting officer billets, standardizes the reporting and operational chains of command, promotes stability, growth and development, aids in boosting retention, and creates a path for career progression. This study is a proactive approach to the changing environment of contracting that will better prepare the contracting community to support the operational forces and lead the Marine Corps through the 21st century.

The analysis includes evaluation of fitness reports, performance at The Basic School (TBS), retention, and promotion to 0-4 and 0-5 ranks. The primary goal is to explain the effect of officer commissioning programs on officers' careers. The personnel database used for the analysis includes more than 28,000 Marines who entered between FY 1980 and 1999. The performance models assume that commissioning programs that provide longer and more intensive pre-commissioning acculturation, or that credit enlisted service experience, will be associated with better performance Performance models are specified and estimated for TBS class rank, retention to 10 years of service, promotion to 0-4 and 0-5, and for a Performance Index (PI) derived from fitness report marks.
