Book excerpt: Performance criteria that afford quantitative evaluation of a variety of current and proposed configurations of the Air Traffic Control Radar Beacon System (ATCRBS) are described in detail. Two analytic system models are developed to allow application of these performance criteria. A simple system model, based on the assumption of a flat earth, enables closed-form analytic expressions for some of the performance criteria to be developed for a wide range of desired areas of coverage. An extremely accurate complex system model provides a tool for simulation of operating characteristics that would be observed in the course of actual flight tests. The complex model includes a new solution for the grazing angle of radiation over a spherical earth that is shown to be more accurate than the commonly-used solution of Fishback. Applications and limitations of both models in the evaluation of four new ATCRBS antennas and of the proposed receiver side-lobe suppression feature are discussed. Both numerical results and a computer-generated representation of an air traffic controller's display are presented. (Author).

Book excerpt: An Operational Evaluation was conducted at the Washington Air Route Traffic Control Center to determine the operational utility of weather contours generated by the Air Route Surveillance Radar (ARSR) Weather Surveillance System, Type FAA-ER-240-003. The system was designed to present iso-amplitude contours of the weather. A solid-line contour of all the weather information detected by the system was presented to three ARTCC displays. It was concluded that the weather contours are operationally unsuitable for use in the Low Altitude Control Area due to the contouring of ground clutter and Anomalous Propagation (AP). However, the weather contours with contoured ground clutter and AP can be tolerated and utilized operationally by the High Altitude Radar Controller. In addition, the contouring of Normal and MTI video could be accomplished by a low cost contouring device. It was recommended that the ARSR Weather Surveillance System not be used and a suitable weather contouring system be developed. It was further recommended that an interim low cost weather contouring device be developed for use by the High Altitude Radar Controller. (Author).

The many performance improvements that result when data from multiple radars of this type are merged have made such netted operations an attractive goal for many years. A major obstacle to achieving this goal has traditionally been the difficulty associated with the registration of multisensor data, the expression of the data in a common coordinate system free from errors due to site uncertainty, antenna orientation, and improper alignment. This report presents the results of a modest effort to develop a self-registration procedure by which multiple radar sensors operating in consort each calculate the errors in their data by comparing it with data from the remainder of the system and then uses the information to upgrade performance. The technique has been tested with experimental data and appears quite capable of improving system performance, measured in terms of residual inter-site bias errors, by almost a factor of one hundred.

Experiments I, II, and III investigated the effects on system performance of different TRAFFIC and DISPLAY variables. This experiment was principally concerned with the evaluation of two types of two-man control procedures, an ORGANIZATION variable, according to criteria of safety and efficiency. Two novice controllers worked alternately with a highly-skilled controller under two conditions of heavy traffic flow. The independent variables, type of system, novice controllers, and rate of traffic entry were manipulated in a 2 x 2 x 2 factorial arrangement which provided for tests of significance between all three independent variables and their interactions. A return-to-base mission of 26 jet aircraft of both bomber and fighter types was simulated. These aircraft entered the traffic area approximately 60 naut. mi. from touchdown at partially randomized positions and times and at altitudes between 25,000 and 40,000 ft. In the more difficult problems, aircraft entered at the average rate of one per minute. In problems at the slower of the two rates, aircraft entered at an average rate of one every 90 sec. All measures of system efficiency except Estimated Excess Delay Build-Up showed no differences between Systems, Controllers, or Rates of Entry. The delay criterion indicated a statistically significant difference between the two novice controllers in terms of time over and above a theoretical minimum landing time. Approximately equal numbers of conflicts (less than 30-sec. GCA gate separation) were found with both systems. Although one is not justified in extrapolating on the basis of the data for the two levels studied, there is a definite suggestion that at rates still higher than the 60 per hour, the Sector system of control may prove to be significantly superior to the In-Line system. At the two rates used here there were no statistically significant differences between the systems. However, at the higher of the two rates the Sector system showed a slight superiority with all measures of system efficiency. Only one of these two procedures (In-Line Control) is used extensively in present-day military air traffic control centers; it appears that the Sector system should be given extensive operational tests as an alternative procedure."--Abstract.
