Book excerpt: Every discussion of the Caribbean states considers their characteristics as sea-locked countries, small economies, highly vulnerable to natural disasters, and a geographic platform that calls for regional cooperation and integration. The Caribbean Sea is the most important vehicle and the most challenging obstacle Caribbean countries have to connect with the world. This report measures and analyzes the Caribbean region's air and maritime connectivity, by taking a sample of 15 countries that represent 64 percent of the Caribbean population and 59 percent of the region's gross domestic product. The report finds that the most salient issue of Caribbean logistics is the huge costs associated with trade, driven by embedded inefficiencies in customs systems and document preparation processes. The report also documents how the Caribbean air transport network is characterized by fierce competition between the islands for tourists from abroad, rather than coordinated efforts to promote Caribbean tourism. This has led to suboptimal routing based on distorting subsidy schemes with often unsustainable volumes and load factors, raising questions about the sustainability of many of the extra-Caribbean routes, and indicating a need for route consolidation. Air connectivity within and among Caribbean states is poor and represents an opportunity to develop alternative and more competitive private sector-led services such as inter-island ferries and low-cost air shuttle services. Maritime connectivity for freight is well structured around two coexisting and functional hub-and-spoke systems (intra-regional with a hub in Trinidad and extra-regional with a hub in the Miami area) that effectively serve all the Caribbean countries. Yet, tariffs are high by worldwide standards and are likely driven by high market concentration in a handful of shipping liners.

Book excerpt: The objective of this study is to analyze transportation costs incurred by Caribbean countries on their major export products to determine whether there is evidence of freight rate discrimination against these countries, or whether their transport costs are significantly different from those of other exporters. A key finding is that a distinction must be made between freight rates for air cargo services as opposed to ocean transport. For exports by ocean carriers the empirical evidence is quite different than that for air shipments. This study also finds that Caribbean exporters are more likely to experience adverse transport costs on food and agricultural raw materials than they are on manufactured goods where a relatively high percentage of shipments are by air. The report also suggests the following lines of analysis: how the Caribbean countries might best exploit the major cost advantage they have for products exported by air, why is ocean transport less cost efficient than air freight for Caribbean countries, and why do large adverse transport cost differentials appear to be concentrated in certain product groups like food and agricultural raw materials?

The data refer to yearly disaggregated (SITC 5 digit level) maritime trade flows on 277 trade routes. With this data set, a transport costs equation is estimated using linear regression analysis in a panel data framework. The first contribution to the literature is to exploit the greater variability present in our data and to control for unobservable heterogeneous effects. The second is to investigate the influence of open registries on the variability of maritime transport costs. Three groups of explanatory variables are considered. Firstly, timevarying variables: use of open registries and trade imbalance. Secondly, variables related to liner shipping network structures: number of liner services, shipping opportunities, deployed ships and deployed TEUs. Finally, product related variables such as volume of shipment, value of product and special characteristics of the cargo (i.e. refrigerated cargo). The results will allow us to quantify the effect of the explanatory variables on international maritime transport costs and to compare the obtained elasticities with previous cross-section analysis.
