Few domestic questions are so controversial as the farm problem, yet the average city man finds it difficult to understand the basic issues involved. In this book Professor Cochrane describes for the layman the nature and causes of the commercial farm problem and the rural poverty problem and provides the basis for making informed judgments about these problems and their possible solutions. He analyzes the economic and political forces which are at work in the farm economy, explains the organization of modern agriculture, showing the unique structure of farming, and draws a vivid picture of the revolutionary developments which have taken place in agriculture. He discusses behavior patterns of farmers and consumers as they relate to the farm economy, and the role of government in the farm industry and in the lives of farmers. Farm prices are constantly fluctuating, and out of this price variability emerge such serious and continuing farm problems as variable incomes, low incomes over extended periods, and uncertainty in production planning. In this study Professor Cochrane seeks to get at the root of the trouble by, first, exploring and exposing what he considers a basic fallacy in our present day thinking and approach to the farm problem. This is the widely held myth of an automatically adjusting agriculture, an agriculture that is always out of balance because of an "emergency." This myth, he points out, beclouds the issues involved in the whole farm problem. The farm price myth splits two ways in the public mind, Mr. Cochrane explains, but these divergent attitudes represent differences only in mechanics, not in principle, and they are equally effective in obscuring the real picture. One segment of the public believes that agriculture, if left alone for a while, would gravitate toward and stabilize at some desirable level and pattern of prices, production, and incomes. The other segment believes that the same result would occur if agriculture were given a temporary, helping hand by the government. Mr. Cochrane shows the fallacies inherent in both of these convictions by presenting an integrated, overall picture of farm price behavior as it really exists. On a basis of this realistic view, he presents the two alternatives or hard policy choices that he believes the American farmer faces today. Willard W. Cochrane is Professor Emeritus of Agricultural and Applied Economics at the University of Minnesota. He is the author of a number of books, including The City Man's Guide to the Farm Problem and Farm Prices: Myth and Reality. He previously served as an economist with the Food and Agriculture Organization of the United Nations and with the U.S. Department of Agriculture. He is the co-author of Economics of American Agriculture and Economics of Consumption.

The authors demonstrate that a simple and practical price forecasting rule, based on expected per unit revenue, is generally adequate to ensure efficient market behavior.Time-series data from various countries are used to test the hypothesis that market supply is influenced by the correlation of price and yield as well as by lagged market prices . The importance of market inefficiencies in risky situations is shown to, depend on the variability of yields, the nature of farmers'price forecasting behavior, the degree of private risk aversion,and the elasticity of demand. The authors suggest and evaluate three basic policy approaches governments may take when confronted with very inefficient markets--establishing production quotas, improving market information services, and implementing price stabilization schemes. They conclude by discussing implications of the study for the specification of agricultural supply models and for the economic appraisal of risky investment projects.

Book excerpt: This research studies the cyclical behavior of agricultural farmland prices in the United States with a special emphasis on how agricultural policies contribute to farmland price movement. The first stage of the study is to have a conceptual understanding of how agricultural policies affect the behavior of farmland prices. A theory is developed to accomplish this goal. It assumes that a farmer maximizes the expected utility generated from production profit subject to an uncertain wealth accumulation process and government policy constraints. The farmer's choice variables are how much input to use and how much land to hold. Based on this framework, the farmland price is endogenously determined from the farmer's optimizing behavior. It shows that in states where the farmer's expected rate of appreciation of land price is higher than the rate of return in off-farm investment, government transfer payment programs can actually increase the variability of the farmland price. On the contrary, in states where the farmer's expected rate of appreciation of land price is lower than the rate of return in off-farm investment, government transfer payments do stabilize the fluctuation of the prices. The second stage of the research is to empirically analyze the cyclical behavior of farmland price. Annual land price data were collected from the USDA for the years 1910-1989. The data on total state agricultural cash receipts and government program transfer payments are from Agricultural Statistics. The ratio of government transfer payments to total state agricultural cash receipts is formed to measure the relative importance of agricultural programs in each state. Nonparametric procedures are used to analyze the volatility, persistence, and comovement of agricultural land prices in 48 states. The result indicates that the behavior of farmland prices differs in two groups of states. In group one, which includes almost all of the North Central and Plains states, the empirical results show that the volatility has increased after farm policies were introduced. The movement of the farmland prices turn from stationary to being nonstationaly. However, in group two, including almost all of the New England and Mid- Atlantic states, the volatility and persistence of the farmland prices are not statistically significant. In fact, in some of the latter groups, the volatility and persistence actually declined after farm policies have been introduced. Finally, the empirical findings also show that although the general macroeconomic conditions are important in the forming of farmland prices in each state, specific economic and geographic factors also play an important role in the cyclical behavior of farmland prices.

Book excerpt: Ghana has a long history of intervening in food markets to balance consumers’ expectations of low and stable food prices, farmers’ demands for high farmgate prices, and traders’ demand for predictability in seasonal price patterns. However, government interventions may also alter the behavior of markets and alter incentives or risks for all market actors. The Planting for Food and Jobs (PFJ) initiative, launched in 2017, signaled a renewed commitment from government to agriculture and is Ghana’s flagship strategy for boosting smallholder production, strengthening market linkages, and developing value chains. Given this significant policy shift, we examine agricultural commodity price patterns before and after 2017 to identify potential structural shifts in price behavior in maize, tomato, and onion markets, three key sectors targeted by PFJ. Results show maize and tomato prices drop below their long-term trend under PFJ, but not onion prices. Tomato and onion prices exhibit smaller seasonal price variations. These results are indicative of a structural shift in food markets, although further analysis is required to conclusively attribute these changes to PFJ.
