Book excerpt: The purpose of this thesis is to analyze factors that influence decisions to enlist in the U.S. Army. This thesis uses 1997 New Recruit Survey data from the Army Recruiting Command and examines new recruits who contracted between October 1, 1996 and September 30, 1997, but had not yet entered basic training. This study employs cross-tabulations and a Multi-Nomial Logit model, using PROC CATMOD, to analyze the data. The results show that recruits who differ in gender, ethnicity, past status, educational expectations, years of service: and contact initiation are influenced to enlist by different factors. Educational incentives, especially the Army's College Fund, and self- development, including "to do something I can be proud of," are given as the most important reasons to enlist. Recruiters and friends are the most influential sources of information about the Army, and TV advertisements are the most influential sources in the mass media. Key barriers to enlistment are the perceptions that service in the military is a serious obstacle to educational progress, followed by military life, and conflicting interests. Immediate family members, especially parents, are key influencers in the enlistment decision. The results suggest that the Army should strive to improve its image and service environment, as well as continue to sustain enlistment incentives and resources at an adequate level.

Book excerpt: The purpose of this thesis is to analyze factors that influence first-term reenlistment decisions in the US Army. The data used for this thesis were taken from the US Army Small Tracking File (STF) database and merged with Defense Manpower Data Center (DMDC) US Army enlisted cohort files. The Army currently categorizes personnel into 10 broad characteristic groups based on gender, education, Armed Forces Qualification Test (AFQT) score category, and enlistment term. The scope of this thesis is limited to soldiers in the first characteristic group, commonly known as "C-Group 1." This characteristic group consists of men who enlist for a 3-year or 4-year term of enlistment, score at least at the 50th percentile on the AFQT, and possess at least a high school diploma. This group accounts for approximately one-third of all enlistees. This thesis specifically examined the demographic background and military experience characteristics of soldiers, eligible for reenlistment, from the 1990, 1991, and 1992 cohorts. Descriptive statistics, cross-tabulation analysis and logistic regression were employed to analyze the data.

Book excerpt: The purpose of this thesis is to analyze factors that influence first-term reenlistment decisions in the United States Army. The main focus of the thesis is the analysis of information collected from soldier's official records that bear on the reenlistment decision. Data from the US Army Small Tracking File (STF) and records from the Defense Manpower Data Center (DMDC) cohort files were employed. The Army currently categorizes enlistees into ten characteristic groups (C-groups) based on gender, education, Armed Forces Qualification Test (AFQT) scores, and initial enlistment term. This thesis examined data across all C-groups and for enlistees from three cohorts: 1990, 1991 and 1992. The data was evaluated using descriptive statistics, cross- tabulation analysis, and logistics regression. The estimated model compares the results across C-groups using C-group 1 as the base group. Results indicate that certain factors affect the various C-groups differently. Not all factors were significant for all C- groups, but race, age, and youth organization participation were key influences across most C-groups. The family status and enlistment term variables were significant, however, they affected men and women differently. This theses should be helpful to Army personnel responsible for establishing reenlistment policy.

Hispanics are a growing segment of the youth population yet have been underrepresented historically among military accessions. The widely cited reason is their below-average rate of graduation from high school and the services2 preference for diploma graduate recruits. But other less-studied factors may contribute. These other possible factors may include lack of language proficiency as reflected in their applicant aptitude test scores, fertility choices, health factors such as obesity, and involvement in risky activities such as the use of illegal drugs. These factors could adversely affect the ability of some Hispanic youth to meet service enlistment standards. The RAND Corporation project 3Hispanic Youth in the United States and the Factors Affecting Their Enlistment4 is conducting an analysis of the factors that lead to the underrepresentation of Hispanic youth in the military. This documented briefing summarizes interim results from the research effort2s first year. First, it highlights the various enlistments standards recruits must meet in each branch of service. Then using available data on American young adults, it summarizes the degree to which Hispanic youth qualify for service relative to youth who are members of other racial and ethnic groups. This documented briefing is intended for individuals interested in military recruiting and in the population representation of personnel in the armed forces.

Book excerpt: The Office of the Deputy Chief of Staff for Personnel assigned the Army Research Institute (ARI) to identify and to evaluate factors that influence military enlistment propensity, the enlistment decision, and military career progression. As a part of that effort, researchers at the University of Michigan' s Institute for Social Research contracted to analyze relevant data collected as part of the Monitoring the Future (MTF) survey from high school seniors and young adults. The MTF data set is unique among social science data collections because of its large national random samples and its cohort sequential design. Each year since 1975, random samples of approximately 17,000 high school seniors per year have provided responses to a 45-minute paper and pencil self-administered questionnaire. Approximately 2,400 young persons from each senior class are selected for follow-up data collections. Each young person in the follow-up is mailed a questionnaire every two years until reaching age 35. This cohort sequential design allowed MTF researchers to examine a variety of issues directly related to the charge given to ARI by the Office of the Deputy Chief of Staff for Personnel.

Book excerpt: The U.S. Department of Defense (DoD) faces short-term and long-term challenges in selecting and recruiting an enlisted force to meet personnel requirements associated with diverse and changing missions. The DoD has established standards for aptitudes/abilities, medical conditions, and physical fitness to be used in selecting recruits who are most likely to succeed in their jobs and complete the first term of service (generally 36 months). In 1999, the Committee on the Youth Population and Military Recruitment was established by the National Research Council (NRC) in response to a request from the DoD. One focus of the committee's work was to examine trends in the youth population relative to the needs of the military and the standards used to screen applicants to meet these needs. When the committee began its work in 1999, the Army, the Navy, and the Air Force had recently experienced recruiting shortfalls. By the early 2000s, all the Services were meeting their goals; however, in the first half of calendar year 2005, both the Army and the Marine Corps experienced recruiting difficulties and, in some months, shortfalls. When recruiting goals are not being met, scientific guidance is needed to inform policy decisions regarding the advisability of lowering standards and the impact of any change on training time and cost, job performance, attrition, and the health of the force. Assessing Fitness for Military Enlistment examines the current physical, medical, and mental health standards for military enlistment in light of (1) trends in the physical condition of the youth population; (2) medical advances for treating certain conditions, as well as knowledge of the typical course of chronic conditions as young people reach adulthood; (3) the role of basic training in physical conditioning; (4) the physical demands and working conditions of various jobs in today's military services; and (5) the measures that are used by the Services to characterize an individual's physical condition. The focus is on the enlistment of 18- to 24-year-olds and their first term of service.
