Traffic signal control systems may not always be sufficient in preventing collisions at intersections between emergency and other vehicles. The Firefighter Fatality Retrospective Study of 2002 illustrates that the second leading cause of fatal injury for firefighters is vehicle collisions. Furthermore, the involvement of an emergency vehicle in a crash can negatively affect the overall efficiency of emergency response services. Thus, there is a need to facilitate the implementation of higher-payoff strategies to improve the safety of emergency vehicle passage through signalized intersections. This research aims to provide a basis for the transportation professionals to identify problem areas and take measures that will potentially enhance intersection safety for emergency vehicles. It includes the presentation and comparison of the EV crash situation in Northern Virginia. The results indicate that 49% of all EV accidents along U.S. Highways in Northern Virginia occurred at signalized intersections. This percentage is 75% along U.S. Highways in Fairfax County, the largest county in Northern Virginia, and it is 79% along U.S. 1 in Fairfax County.

Book excerpt: The purpose of this study was to examine the contributing factors and characteristics associated with fatality and injuries sustained by drivers of emergency vehicles (EVs) involved in traffic crashes in the state of Ohio. Emergence vehicle drivers considered in this study include drivers of firefighter truck, drivers of ambulances (emergency medical services), and law enforcement officers. Some few research efforts recently conducted using Ohio0́9s crash data have shown that emergency vehicles are significant factors in increasing crash and injury severity levels. The current study investigated the injury risk factors of crashes involving EVs by using Ohio crash data for 2011-2015. A binary logistic regression model was developed to identify statistically significant factors related to fatalities and injuries of EV drivers. The logistic regression model identified fourteen factors. Significant factors identified include type of crash, collision type, speed related, traffic control type, alcohol related, type of emergency vehicle, emergency related trip, female driver, light condition, teen-related, not using seatbelt, curved and grade segment. Educational and enforcement strategies can be used to reduce EV related crashes and injuries.

Book excerpt: A run-off-road (ROR) crash or a roadway departure crash is a non-intersection crash which occurs after a vehicle crosses an edge line or a center line (i.e., leaves its designated traveled way and in the process the vehicle collides with a non-traversable obstacle or another vehicle travelling in the opposite direction or hits a pedestrian, or the vehicle overturns. The main objective of this thesis study was to determine the factors that contribute significantly to the levels of injury severity when ROR crashes occur. This study used a 5-year crash data for years 2008 - 2012 obtained from the Ohio Department of Public Safety. The decision tree model in conjunction with generalized ordered logit model was used to investigate characteristics of injury and fatality of run-off-road crashes in Ohio. The decision tree modeling was used for exploratory data analysis identified eight factors that explain a large amount of the variation in the response variable, injury severity. These important predictors for injury severity include road condition, run-off-road (ROR) crash types, posted speed limit, vehicle type, gender, alcohol-related, road contour, and drug-related. Also, complex interactions between parameters were identified. The results from the generalized ordered logit regression show that the following are significant factors in increasing the likelihood of ROR injury severity levels: alcohol and drugs use, curves and grades, female victims, overturn/rollover crashes, ROR crashes on dry roadway surfaces. Additionally, buses, truck, and emergency vehicles, and ROR crashes on roadways with posted speed limits of 40 mph or higher increase the probability of injury severity.

Book excerpt: The Fatality Analysis Reporting System (FARS) is maintained by National Highway Traffic Safety Administration. The FARS is currently the only database that contains detailed information on the fatal crashes involving law enforcement officers. The characteristics of law enforcement officers' fatalities in motor vehicle traffic crashes were investigated using the FARS data from 1980 to 2008. The characteristics were analyzed at the crash level for 772 crashes that involved at least one law enforcement officer's fatality, at the vehicle level for 776 police vehicles with law enforcement officers' fatalities, and at the person level for 823 law enforcement officers killed in motor vehicle crashes. The characteristics of fatalities in passenger vehicle crashes were compared between the law enforcement officer (LEO) and non-LEO groups using the FARS data from 2000 to 2008. The LEO and non-LEO groups show substantially different characteristics at crash time, first harmful event, roadway function class (rural/urban), emergency use, fire occurrence, rollover, most harmful event, impact point, vehicle maneuver, crash avoidance maneuver, age, sex, person type, seating position, restraint use, and air bag availability and deployment.
