However, risk assessment is at a crossroads. Despite advances in the field, risk assessment faces a number of significant challenges including lengthy delays in making complex decisions; lack of data leading to significant uncertainty in risk assessments; and many chemicals in the marketplace that have not been evaluated and emerging agents requiring assessment. Science and Decisions makes practical scientific and technical recommendations to address these challenges. This book is a complement to the widely used 1983 National Academies book, Risk Assessment in the Federal Government (also known as the Red Book). The earlier book established a framework for the concepts and conduct of risk assessment that has been adopted by numerous expert committees, regulatory agencies, and public health institutions. The new book embeds these concepts within a broader framework for risk-based decision-making. Together, these are essential references for those working in the regulatory and public health fields.

The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. Book excerpt: Some of the most brutal and long-lasting civil wars of our time involve the rapid formation and disintegration of alliances among warring groups, as well as fractionalization within them. It would be natural to suppose that warring groups form alliances based on shared identity considerations - such as Christian groups allying with Christian groups - but this is not what we see. Two groups that identify themselves as bitter foes one day, on the basis of some identity narrative, might be allies the next day and vice versa. Nor is any group, however homogeneous, safe from internal fractionalization. Rather, looking closely at the civil wars in Afghanistan and Bosnia and testing against the broader universe of fifty-three cases of multiparty civil wars, Fotini Christia finds that the relative power distribution between and within various warring groups is the primary driving force behind alliance formation, alliance changes, group splits and internal group takeovers.
