Book excerpt: In the vastness of Tokyo these are tiny social units, and by the standards that most Americans would apply, they are perhaps far too small, geographically and demographically, to be considered "neighborhoods." Still, to residents of Tokyo and particularly to the residents of any given subsection of the city, they are socially significant and geographically distinguishable divisions of the urban landscape. In neighborhoods such as these, overlapping and intertwining associations and institutions provide an elaborate and enduring framework for local social life, within which residents are linked to one another not only through their participation in local organizations, but also through webs of informal social, economic, and political ties. This book is an ethnographic analysis of the social fabric and internal dynamics of one such neighborhood: Miyamoto-cho, a pseudonym for a residential and commercial district in Tokyo where the author carried out fieldwork from June 1979 to May 1981, and during several summers since. It is a study of the social construction and maintenance of a neighborhood in a society where such communities are said to be outmoded, even antithetical to the major trends of modernization and social change that have transformed Japan in the last hundred years. It is a study not of tradition as an aspect of historical continuity, but of traditionalism: the manipulation, invention, and recombination of cultural patterns, symbols, and motifs so as to legitimate contemporary social realities by imbuing them with a patina of venerable historicity. It is a study of often subtle and muted struggles between insiders and outsiders over those most ephemeral of the community's resources, its identity and sense of autonomy, enacted in the seemingly insubstantial idioms of cultural tradition.

Neither Japan's phenomenal track record in the world marketplace nor its remarkable success in managing its domestic affairs can be understood without insight into how its government bureaucracy works—how its elite administrators are recruited, socialized, and promoted; how they interact among themselves and with other principal players in Japan, notably politicians; how they are rewarded; and what happens to them when they retire at a relatively young age. Yet, despite its pivotal importance, there is no comprehensive and up-to-date study of Japan's administrative elite in the English language. This book seeks to fill that gap. Koh examines patterns of continuity and change, identifies similarities and differences between Japan and four other industrialized democracies (the United States, Britain, France, and Germany), and assesses the implications of the Japanese model of public management. Though many features of Japanese bureaucracy are found in the Western democracies, the degree to which they manifest themselves in Japan appears to be unsurpassed. Koh shows that the Japanese model of public management contains both strengths and weaknesses. For example, the price Japan pays for the high caliber of its administrative elite is the stifling rigidity of a multiple track system, a system with second-class citizens and demoralized "non-career" civil servants who actually bear a lion's share of administrative burden. Book excerpt: The regime under which humankind has governed its uses of the ocean is in the process of change—shifting away from the traditional freedom of the seas toward a “mixed†system in which most of the valuable near-shore resources come under coastal jurisdiction. The transition to a new regime has been difficult for many states, most notably Japan, whose rights to use the entire ocean were well protected by the traditional regime. Japan’s response to the need to develop a modern ocean policy— to adapt to the emerging ocean management regime—is the subject of this multiauthor volume. U.S. and Japanese scholars look at what Japan is doing, how, and with what results. They first assess general trends in ocean management, then examine the role of Japan in the international political economy of the oceans, and finally look at Japan’s ocean policy in various sectors: shipbuilding, fisheries, mineral resources, offshore petroleum, and nuclear power generation. Given Japan’s importance in ocean affairs, the authors point out that the lessons that can be learned from its experience are of prime international importance.
