The Prime Minister and Conservative Government had turned an economic crisis into a political crisis, then a constitutional crisis. And if that wasnt enough of a weeks work, the Prime Minister managed to also turn it into a crisis of national unity. And some say Canadian politics and politicians are boring!!!!! Accusations of traitor, coup dtat, illegitimate, undemocratic; loss of confidence, loss of trust, socialist, separatist, and deals with the devil, reverberated across the floor of the House of Commons. Each of the crisis that engulfed the Hill over those eight days had political consequences for those involved and for the parliamentary system. Stephen Harper may have survived to fight another day but in doing so he may have committed his most serious strategic error and will pay a heavy price for it over the next months and years. It is my contention that he is as much a strategic stumbler as a master strategist, and, that his long term goal to make the Conservative party Canadas natural governing party and to move Canadian society to the right has been derailed.

Book excerpt: Papua New Guinea is poised for change, as the country’s mineral riches are providing a major opportunity for economic development through the exploitation of natural resources. The government’s five-year strategic plan focuses on key development enablers such as free education, improvements to health services, the strengthening of law and order, rural development projects and infrastructure construction. Inward investment has increasingly been driven by the extractive sector, including oil and gas, whose share of the country’s total investment stock rose from 71% to 87% between 2004 and 2012. Statistics from the Investment Promotion Authority reveal that the largest share of new foreign direct investment in 2013, some 24.6%, targeted the construction sector, outpacing that in financial services, manufacturing and mining, which accounted for 19.8%, 18.1% and 10.9%, respectively. While minerals and hydrocarbons dominate exports, around 85% of the country’s population is employed in the agriculture sector. The start of liquefied natural gas exports in 2014 is expected to return the current account to a surplus in 2015, forecast as high as 12.1% of GDP before returning to 9.1% the following year. While the outlook for state revenues remains strong in the medium term, ensuring the sustainability of further spending increases will be key to preserving macroeconomic stability.

Drawing on the author’s political ethnographic fieldwork conducted in Jakarta, Central Sulawesi, and Oslo, where the author examined Norway’s interests and role in implementing REDD+, this book discusses the long evolution of the idea that foreign state and private financing can be used to protect tropical forests and the carbon stored within them, resulting in both local economic development and global climate benefits. It shows how neoliberal environmental approaches to climate change, of which REDD+ is a leading example, increase the severity of political contestations that must be overcome to reach global climate mitigation goals, and how recent incarnations of REDD+ have tended to forget earlier scholarly advice to couple anti-deforestation approaches with policies that reduce industrial carbon emissions. In Indonesia, tectonic political and economic forces are shown to have negatively impacted REDD+ implementation. Using a political ecology approach, the book links the literature on REDD+ with that covering Indonesia’s recent democratic regression, highlighting how the country’s environmental performance is inextricably linked to the timbre of its political governance. Given the severity of the political contestations that must be overcome to reach its stated goals, REDD+ cannot replace global policies that drastically reduce industrial carbon emissions. This book will be of great interest to students and scholars of political ecology, deforestation, climate change, environmental politics, natural resource management, and environmental conservation.
