Book excerpt: George Macartney, Ear Macartney (b.1737, d.1806) was one of the foremost British diplomats and proconsuls of his day. His distinguished career took him to Russia, the West Indies, India, China, Italy and South Africa -- and even back to his native Ireland. During the present century, his papers have been dispersed in as many directions: some to the scenes of his diplomatic and proconsular activity, and still more to the United States. Fortunately, almost all his papers of relevance to Ireland -- both to the one Irish office which he held and to his Co. Antrim estate -- have remained in his native Ulster, and are now most of them in the Public Record Office of Northern Ireland. The Irish office which he held, the chief secretaryship, was almost invariably reserved for Englishmen (although it was to be held at the end of the eighteenth century by a still more celebrated Ulsterman, Lord Castlereagh). However, Macartney's appointment did not prove 'dangerous' (from the British point of view): indeed, his most striking characteristic as chief secretary was his lack of interest in Irish affairs. During his period of Irish office (1768-1772), he never ceased to have an eye to the main chance on the mainland, and he actually spent more time in England than in Ireland. This being so, the office of chief secretary did not develop in his hands in the way in which the viceroyalty was doing in the hands of his principal, Lord Townshend: perhaps, as Bartlett suggests, there was not room for an active chief secretary as well as an active lord lieutenant -- or at any rate an active lord lieutenant of Townshend's temperament. As chief secretary, therefore, Macartney's career is not of much importance: what is of importance are the papers which he left behind. Simply because he was away from Ireland for much of the time, it was necessary for him to be kept informed by those on the spot and more actively engaged in Irish affairs, notably by Townshend himself. However little Macartney personally contributed to events, and however much they need to be reinterpreted (as Dr Bartlett had done, here and elsewhere), the fact remains that the administration in which he happened to serve and which is documented in this calendar, was the key administration of the period 1690-1798.
