The subsequent independence of Montenegro and Kosovo brought the total number to seven. Balkan scholar and diplomat to the region Mieczyslaw P. Boduszynski examines four of those states—Croatia, Slovenia, Macedonia, and the Federal Republic of Yugoslavia—and traces their divergent paths toward democracy and Euro-Atlantic integration over the past two decades. Boduszynski argues that regime change in the Yugoslav successor states was powerfully shaped by both internal and external forces: the economic conditions on the eve of independence and transition and the incentives offered by the European Union and other Western actors to encourage economic and political liberalization. He shows how these factors contributed to differing formulations of democracy in each state. The author engages with the vexing problems of creating and sustaining democracy when circumstances are not entirely supportive of the effort. He employs innovative concepts to measure the quality of and prospects for democracy in the Balkan region, arguing that procedural indicators of democratization do not adequately describe the stability of liberalism in post-communist states. This unique perspective on developments in the region provides relevant lessons for regime change in the larger post-communist world. Scholars, practitioners, and policymakers will find the book to be a compelling contribution to the study of comparative politics, democratization, and European integration.

After falling out with the Eastern bloc, Tito turned to the United States for support and inspiration. For Titoist Yugoslavia this tactic turned out to be beneficial, stabilising the regime internally and providing an image of openness in foreign policy. Lees explores the persistent tension between ethnicity and national security by focusing on the Yugoslav-American community during World War II. Identified by the Roosevelt administration as the most representative example of the ethnic conflict they sought to address, the Yugoslav-American community suffered from a severe political split, as right-wing monarchists loyal to Mihajlovi ́c and the Chetniks battled left-wing supporters of Tito's partisans. Lees examines the views of two groups of administration policy makers: one that perceived America's European ethnic groups as rife with divided loyalties, and hence a danger to national security; and a second that viewed such communities as valuable sources for political intelligence that would help the war effort in Europe. Book excerpt: Yugoslav-American Economic Relations Since World War II provides a comprehensive study of the economic relations between the United States and Yugoslavia over the past four decades. The authors recount how Yugoslavia and the United States, despite great differences in size, wealth, and ideology, overcame early misunderstandings and confrontations to create a generally positive economic relationship based on mutual respect. The Yugoslav experience demonstrated, the authors maintain, that existence outside the bloc was possible, profitable, and nonthreatening to the Soviet Union. The authors describe American official and private support for Yugoslavia's decades-long efforts at economic reform that included the first foreign investment legislation in 1967 and the first introduction of convertible currency in 1990 for any communist country. Also examined are the origins of Yugoslavia's international debt crisis of the early 1980s and the American role in the highly complex multibillion-dollar international effort that helped Yugoslavia surmount that crisis. In the past, U.S. support for the Yugoslav economy was proffered in part, the authors claim, to counter perceived threats from the Soviet Union and its allies. This may have enabled Yugoslavia to avoid some of the hard but necessary economic policy choices; hence, future U.S. support, the book concludes, will likely be tied more closely to the economic and political soundness of Yugoslavia's own actions.
