Book excerpt: Background The day was April 19, 1990. The setting was Room SD-106 in the Dirksen Senate Office Building, the huge hearing room of the Senate Armed Services Committee. Senators Nunn, Levin, Dixon, Wirth, Shelby, Warner, Thurmond, McCain and Gorton were all present to receive testimony and a report from Under Secretary of Defense for Policy, Mr. Paul Wolfowitz, on the future of the U.S. military presence in Asia. The report presented by Mr. Wolfowitz, entitled " A Strategic Framework For the Asian Pacific Rim: Looking Toward the 21st Century", was vintage National War College core curriculum material. The report surveyed the historical strategic environment, analyzed the U.S. regional role and objectives, and offered a strategy for managing U.S. military resources in Asia in the 1990s and beyond. Despite revolutionary changes in both the global and regional security environment, Mr. Wolfowitz and his DOD associates proposed no fundamental changes in U.S. military strategy in Asia. The longstanding military strategy that incorporates forward-deployed forces and bilateral security arrangements will remain the two pillars of America's security strategy for Asia. This "steady as she goes" approach, to quote Capt. Marry Afford, translates into a substantially unchanged U.S. security strategy for Asia. The only changes in the extant strategy proposed by Mr. Wolfowitz -- gradual force drawdowns and streamlining of bases -- simply tinkers with the existing framework.

Regions and nations that had been at the periphery of concern have taken on new importance because of their relationship to terrorists and the states that sponsor them. Nowhere is this more true than in Central Asia. Until recently, the United States paid very little attention to Central Asia. Now the combination of energy reserves and the region's location has increased its strategic significance a great deal. In this study, Dr. Elizabeth Wishnick, currently a Fulbright Visiting Scholar at Lingnan University, Hong Kong, assesses U.S. security interests and military activities in Central Asia. She notes that strengthening the Central Asian states against terrorism and assisting their transition to stable and prosperous nations are difficult and fraught with danger. In particular, there is the risk that the U.S. military presence in the region and security assistance to repressive regimes might taint America. If not astutely managed, this strategy could have the opposite of the intended results and generate increased instability, spark anti-Americanism, and antagonize Russia and China. To avoid this, Dr. Wishnick advocates a multilateral strategy that integrates the military, political, and economic elements of national power and prods the Central Asian regimes toward reform. Although the United States has maintained a steadfast alliance with the Republic of Korea since the signing of the Korean Armistice Agreement in 1953, the decision by the United States to actively engage North Korea in direct dialogue has created the potential for increasing divergence of interest within the alliance. The United States is concerned with the nuclear proliferation issue while the Republic of Korea is concerned with being recognized as a principal party to any peace settlement. The American military's interest in maintaining the Armistice and the evolution of the Korean peace process constrain the policy options for US involvement. Despite several initiatives, there remain fundamental differences between North and South Korea that prevent an effective peace regime on the peninsula. What role should the US play in the peace process? What are the US security interests in Northeast Asia that need to be maintained in a post-Armistice period? How does US involvement in implementing the Agreed Framework with North Korea and the Four Party Peace Talks impact the viability of the U.S.-ROK security alliance? The paper will attempt to develop a strategy for ensuring American interests are maintained through the transition to peace and recommend ways to enhance the role of the security alliance in the context of preserving American regional interests in the post-Armistice era.

President Barack Obama's November 2011 announcement of the rebalancing of the United States to the Asia-Pacific made clear his intention that America would sustain its leading role in the region. However, what is less clear is how America's allies and partners in the region see their own security interests changing and, given this, how they see the United States fitting into this new security framework. It is vital that both the demand for security (from Asia) and its supply (by the United States) are better understood in order to achieve a new status quo that meets the needs of all the players. This report considers six US allies or partners in Asia (Australia, India, Indonesia, Japan, Singapore and South Korea) and asks how they perceive their security interests and emerging threats, and, consequently, how they are addressing them through domestic capabilities and regional or plurilateral groups, and what role this suggests for the United States.

This thesis contends that a multipolar, balance of power system is emerging in Northeast Asia, and that the appropriate U.S. response is to adopt a grand strategy of selective engagement. The first half of this thesis focuses on U.S. security interests, the Northeast Asian threat environment, and the shortcomings of post-Cold War U.S. policies. The second half describes the diplomatic, military and economic attributes of a selective engagement grand strategy. Recognizing that the age of geopolitics has not yet ended in Northeast Asia, U.S. diplomacy would endeavor to maintain equilibrium and prevent the rise of a regional hegemony by casting the United States in the role of balancer, grand facilitator, and honest broker. Militarily, a selective engagement approach would capitalize on the strengths of a maritime grand strategy to provide more flexibility at a lower cost. Finally, a grand strategy of selective engagement would acknowledge the centrality of economics to national security by linking economic policies directly to political and military strategy. (RWJ).

In maritime patterns this change in US interests is described by the term "Pacific century," which is said to be going to replace the Atlantic one. With the fall of the Soviet Union, US strategy towards the Asia-Pacific has been undergoing a significant transition. As Warren Christopher, Secretary of State under the first Clinton presidency, said in Hanoi in 1995: "In the old days we wanted to make Asia safe for democracy, these days we want to make it safe for American exports.." This quote fits perfectly in the 1990ies neoliberal zeitgeist of the successful presidential campaign "The economy, stupid" of Bill Clinton, who wanted to reinvent US predominance based on an economist point of view, rather than continuing with expensive military power politics. But it would fall too short if one wants to understand the post-Cold War US' engagement in the Asia-Pacific only by explaining the economic and trade policies of the United States. Both security and economy are at the core of US foreign policy strategy, since these two objectives being more and more intertwined in terms of globalization, digitization and other megatrends. Classical and "old-fashioned" hard power approaches are therefore questioned, as they sometimes fail to explain the rise of messy multilateralism and a total heterogeneous security landscape in this region of interest. But to what extent the US strategy in the Asia-Pacific really is a sign of a more cooperative approach based on Neoliberal-Institutionalist3 thought rather than referring

The region has seen exponential growth in its population and has prospered economically in the last few decades. The U.S. has developed key partnerships and alliances in the region and has an obligation to assist its partners in ensuring that any threats to the social and environmental stability are managed in accordance with the rules of law. The U.S. relies on the region for trade of goods and has partnered with allies and other entities to maintain the regional stability. Asia-Pacific nations have faced many challenges that have resulted from such changes. Increased resource demands, violent extremism, and territorial disputes are examples of issues that are present in the region. China also poses unique challenges with its hegemonic actions and expansion of its sphere of influence in the region. The U.S. has taken steps to assess the state of the region, however, more strategies are needed to guide military leaders and policy makers. A stable security environment is the objective and partnering with international entities to collaborate and form cooperative strategic alliances can align the security objectives of the U.S. with its Asia-Pacific partners.
