Far from being an exercise marginal to the institution and its scope of operations, governing sexuality was, in fact, integral to the military experience during a time of two global conflicts and numerous other army deployments. In this revealing study, Byers shows that none of the issues related to current debates about gender, sex, and the military—the inclusion of LGBTQ soldiers, sexual harassment and violence, the integration of women—is new at all. Framing the American story within an international context, he looks at case studies from the continental United States, Hawaii, the Philippines, France, and Germany. Drawing on internal army policy documents, soldiers' personal papers, and disciplinary records used in criminal investigations, The Sexual Economy of War illuminates how the US Army used official policy, legal enforcement, indoctrination, and military culture to govern wayward sexual behaviors. This presence required the pursuit of two stated missions: to secure German borders, and to establish an occupation government within the assigned U.S. zone and sector of Berlin. Both missions required logistics support, a critical aspect often understated in existing scholarship. The security mission, covered by the combat troops, declined between 1945 and 1948, but grew again with the Berlin Blockade/Airlift in 1948, and then again with the Korean crisis in 1950. The logistics mission grew exponentially to support this security mission, as the U.S. Army was the only U.S. Government agency possessing the ability and resources to initially support the occupation mission in Germany. The build-up of ‘Little Americas’ during the occupation years stood forward-deployed U.S. military forces in Europe in good stead over the ensuing decades.

Between 1945 and 1949, 20 million political questionnaires, or Fragebögen, were distributed by American, British, French, and Soviet armies to anxious Germans who had to prove their non-Nazi status to gain employment. Drafted by university professors and social scientists, these surveys defined much of the denazification experience and were immensely consequential to the material and emotional recovery of Germans. In Everyday Denazification in Postwar Germany, Mikkel Dack draws the curtain to reveal what denazification looked like on the ground and in practice and how the highly criticized vetting program impacted the lives of individual Germans and their families as they recovered from the war. The army designed, implemented, and administered the occupations of the defeated Axis powers Germany and Japan, as well as many other nations. Generals such as Lucius Clay in Germany, Douglas MacArthur in Japan, Mark Clark in Austria, and John Hodge in Korea presided over these territories as proconsuls. At the beginning of the Cold War, more than 300 million people lived under some form of U.S. military authority. The army's influence on nation-building at the time was profound, but most scholarship on foreign policy during this period concentrates on diplomacy at the highest levels of civilian government rather than the armed forces' governance at the local level.
