It also brought into question the rationale for America s continued deep involvement in European security affairs. With the gradual realization that the Russian menace is essentially dead, at least for the next 10 to 15 years and perhaps longer, and with NATO s missions having evolved well beyond the original purpose of territorial defense, debate on both sides of the Atlantic has begun to intensify concerning the vital issue of where NATO should be headed and America s relation to the Alliance. To bring an array of informed voices to the debate, four institutions--the Office of the Assistant Vice Chief of Staff of the U.S. Army, the Strategic Studies Institute of the U.S. Army War College, the Irving B. Harris Graduate School of Public Policy Studies of the University of Chicago, and the Program on International Security Policy at the University of Chicago--joined hands to sponsor a symposium titled The Future of U.S. Military Presence in Europe, held at the University of Chicago on August 4, 1999. The present book is an outgrowth of this symposium. It is not designed to set forth a literal record of words and events in the mold of the traditional symposium proceedings, but rather is organized as an anthology of individual chapters complemented by selected questions, answers, and comments by symposium participants and attendees.

Despite a shared vision, transformation has been primarily a US-led process centered on the exploitation of new information technologies in combination with new concepts for "networked organizations" and "effects-based operations." Simply put, European states have been unable to match the level of US investment in new military technologies, leading to the identification of a growing "transformation gap" between the US and the European allies. This book assesses the extent and trajectory of military transformation across a range of European NATO member states, setting their transformation progress against that of the US, and examining the complex mix of factors driving military transformation in each country. It reveals not only the nature and extent of the transatlantic gap, but also identifies an enormous variation in the extent and pace of transformation among the European allies, suggesting both technological and operational gaps within Europe.

Officers of the regular army and instructors at the military academy and their political superiors all believed strongly in the possibility of acquiring a perfect knowledge of war through the proper curriculum. A Scientific Way of War analyzes how the doctrine of military science evolved from teaching specific Napoleonic applications to embracing subjects that were useful for war in North America. Drawing from a wide array of materials, Ian C. Hope refutes earlier charges of a lack of professionalization in the antebellum American army and an overreliance on the teachings of Swiss military theorist Antoine de Jomini. Instead, Hope shows that inculcation in West Point’s American military curriculum eventually came to provide the army with an officer corps that shared a common doctrine and common skill in military problem solving. Book excerpt: In 2010, NATO decided to expand its ballistic missile defense program, in part because of the American offer to include its European Phased Adaptive Approach (EPAA) as the centerpiece of an expanded effort. For the Allies' part, few have actually contributed tangible ballistic missile defense assets, in terms of missile interceptors, radars or other sensors, or ballistic missile defense-related platforms. This is likely to have significant implications for the U.S. Army, which has an important but largely underappreciated role in NATO missile defense today. In particular, the Army is likely to face increased manpower demands, materiel requirements, and training needs in order to meet the demand signal created by the NATO ballistic missile defense program. Additionally, Army units involved directly in or in support of ballistic missile defense are likely to face a higher OPTEMPO than currently projected. Ultimately, this will exacerbate the perceived imbalance in transatlantic burden-sharing, particularly if the EPAA provides little, if any, benefit to the defense of U.S. territory, given Washington's decision to cancel Phase 4 of that framework.

The work uses as evidence a wide array of documents including biographical records of 2046 West Point graduates. It tracks the evolution of military science from Enlightenment Europe to the United States during the American Revolution and its relative obscurity until after the War of 1812. It then explains why a deliberate decision was made to transplant a French Napoleonic version of military science to serve as the curriculum of the military academy and to support the formulation of a national defence policy that called for militarized coastal frontiers and an "expansible army." The work then follows how and why military science was modified during the period 1820-1860 in response to changes to the threats to the United States, changes related to state and federal plans for "internal improvements," Indian wars, westward expansion, war with Mexico, and advances in military technology. Specifically it tracks how the doctrine of military science evolved from the teaching of specific Napoleonic applications to embrace subjects needed for war in North America. Inculcation in this American military science eventually came to provide the army with an officer corps that shared a common all-arms doctrine and common skill in using mathematics for military problem-solving. The majority of long-service graduates went on to spend years of their career fulfilling general staff, engineering, or academy instructor duties. The proliferation of military science through their work, and through published texts available to state volunteers, ensured that on the eve of the Civil War there existed a distinctly American, and scientific, way of war. This work challenges two late 20th century liberal arts revisionist schools, championed by Samuel Huntington and Russell Weigley, that have unfairly reduced military science to near oblivion.
