Book excerpt: Ideal for students and practitioners working in spatial planning, the Europeanization of planning agendas and regional policy in general Spatial Planning Systems and Practices in Europe develops a systematic methodological framework to analyze changes in planning systems throughout Europe. The main aim of the book is to delineate the coexistence of continuity and change and of convergence and divergence with regard to planning practices across Europe. Based on the work of experts on spatial planning from twelve European countries the authors underline the specific and context-dependent variety and disparateness of planning transformation, focusing on the main objectives of the changes, the driving forces behind them and the main phases and turning points, the main agenda setting actors, and the different planning modes and tools reflected in the different "policy and planning styles". Along with a methodological framework the book includes twelve country case studies and the comparative conclusions covering a variety of planning systems of EU member states. According to the four "ideal types" of planning systems identified in the EU Compendium, at least two countries have been selected from each of the four different planning traditions: regional-economic (France, Germany), Urbanism (Greece, Italy), comprehensive/integrated (Denmark ,Finland, Netherlands, Germany), "land use planning" (UK, Czech Republic, Belgium/Flanders), along with two additional case studies focusing on the recent developments in eastern European countries by looking at Poland and in southern Europe looking at Turkey.

Parmi les facteurs multiples qu'elle exprime, sont décisifs le rythme de la croissance économique, la révolution technique dans l'industrie et dans les transports, l'accroissement de la dimension des firmes. La nouvelle répartition des industries a d'abord été sensible au niveau de la région et dans un cadre national. Elle y a pris, par exemple, la forme spectaculaire de la concurrence entre l'industrialisation littorale et la désindustrialisation des vieilles régions industrielles. Si cette mutation a été particulièrement visible pour l'industrie lourde, les industries de transformation ont acquis une telle souplesse dans leurs conditions de localisation qu'est apparu un nouveau type d'espace économique, « l'aire d'indifférence de localisation ». Avec la « division internationale du travail », cette mutation déborde aujourd'hui le cadre des Etats. Il ne s'agit plus seulement d'une nouvelle répartition des industries dans un cadre régional ou national, mais d'une redistribution mondiale des activités industrielles. Elle suscite, dans les vieux Etats industriels, une grande inquiétude et pose une question décisive, celle du redéploiement industriel. Simultanément, une telle mutation engendre de nouveaux types d'organisation de l'espace généralisés par les politiques d'aménagement du territoire. Ces nouveaux sites et ces nouvelles structures sont indépendants de la trame industrielle héritée du dix-neuvième et de la première moitié du vingtième siècle : ainsi apparaissent des déséquilibres fondamentaux de croissance intrarégionaux et interrégionaux qui sont l'un des problèmes critiques de l'Europe du Nord-Ouest et que la politique des localisations industrielles n'a pas aujourd'hui maîtrisés. L'ouvrage cherche d'abord à dégager les fondements théoriques de ce qu'on appelle aménagement du territoire. Mais l'essentiel est consacré aux politiques françaises en la matière : localisation des activités, action sur le réseau de villes, reconversion des régions industrielles en déclin, politiques de protection des espaces, d'aménagement de la montagne et du littoral, etc. Ces actions sont examinées en parallèle avec celles entreprises dans deux pays voisins : la Grande-Bretagne et les Pays-Bas. Mais peut-on parler d'une politique ou même de politiques d'aménagement du territoire ? Ne s'agit-il pas plutôt, dans le cas français, d'entreprises désordonnées, rarement suivies dans la durée, changeant avec les modes ? Ne passe-t-on pas ainsi à côté des véritables défis de l'aménagement du territoire : l'Europe, la mondialisation, les risques d'épuisement de certaines ressources naturelles, le cas des pays en développement, la place de l'automobile ?

Based on case studies from Brazil, Vietnam, Indonesia and India, this volume examines SME clusters and argues that unless they counteract common problems such as very low wages, poor working conditions, poor quality products and lack or environmental regulation, they will be pushed out of the market and so become unsustainable. This book suggests that the SME clusters currently being stretched should react by 'socially upgrading' in order to improve their innovation capacity, as well as social, environmental and labour standards. It puts forward conceptual frameworks which explain the way firms can upgrade: through markets, interaction among cluster members, through Corporate Social Responsibility and other such public policy, and through the better enforcement of regulation.
