Book excerpt: The essays in this volume deal with the social and intellectual history of the Western Spanish and Portuguese Jews who established new communities in Northwestern Europe during the seventeenth century. The founders of these communities were mainly former Marranos, descendants of those Jews who had converted to Christianity in the closing years of the Middle Ages. After being separated from the Jewish world for many generations, they returned to Judaism and became an integral part of the Sephardi nation. Amsterdam became the metropolis of this new Jewish diaspora, which was characterised by both its involvement in colonial trade and its intellectual ferment. The reencounter of these Jews with Judaism was a complex affair, and for many of these former New Christians rabbinic Judaism aroused harsh criticism. In order to set the boundaries of their new identity, the leadership of the Sephardi communities of Amsterdam, Hamburg and London adopted a variety of strategies designed to rein in these wayward spirits. This process of socialisation into the Jewish world created a new type of Judaism, and those whose Jewish life was framed by this new amalgam can be considered the precursors of modernity in European Jewish society.

Book excerpt: In Alternative Pathways in Science and Industry, David Hess examines how social movements and other forms of activism affect innovation in science, technology, and industry. Synthesizing and extending work in social studies of science and technology, social movements, and globalization, Hess explores the interaction of grassroots environmental action and mainstream industry and offers a conceptual framework for understanding it. Hess proposes a theory of scientific and technological change that considers the roles that both industry and grassroots consumers play in setting the research agenda in science and technology, and he identifies "alternative pathways" by which social movements can influence scientific and technological innovation. He analyzes four of these pathways: industrial opposition movements, organized against targeted technologies (as in the campaign against nuclear energy); technology- and product-oriented movements, which press for alternatives (as does the organic food movement); localism, which promotes local ownership (as in "buy-local" campaigns); and access pathways, which support a more equitable distribution of resources. Within each pathway, Hess examines reforms in five different areas: agriculture, energy, waste and manufacturing, infrastructure, and finance. The book's theoretical argument and empirical evidence demonstrate the complex pattern of incorporation (of grassroots innovations) and transformation (of alternative ownership structures and the alternative products themselves) that has characterized the relationship of industry and activism. Hess's analysis of alternative pathways to change suggests ways economic organizations could shift to a more just and sustainable course in the twenty-first century.

However, to support this growth, India needs to modernize its electricity sector and increase its generating capacity in the coming years. This calls for substantial investment in the sector over the next few decades. The investments must be economically, socially, and culturally consistent with the needs of India. Such investments in the energy sector being long term in nature, appropriate choices must also be made from the perspective of technology and environment This publication focuses on various 'alternatives in development' to ensure future sustainability of India's electricity industry and generate policy options for both developing the power sector and mobilizing foreign resources. It also looks at the critical issue of how India can develop required institutional framework that can promote the modernization of the electricity sector by encouraging endogenous and exogenous sources of funding into specific areas, issues related to technology transfer and sustainable development, the role of donor agencies and climate change funds, etc. A three-pronged research strategy was adopted to untangle the issues facing the electricity sector in India. First, the research team carried out a literature survey covering scientific literature, reports, and policy documents. Second, it studied country-specific cases to understand the lessons learnt from specific outcomes of the work done by other countries. And third, the team interviewed various stakeholders from the private sector, government, multilateral institutions, non-governmental organizations, and academic community. The information thus gathered was finally synthesized and a SWOT (strengths, weaknesses, opportunities, and threats) analysis was carried out. This publication, titled Alternate development paths: scope for mobilizing international resources for funding the power sector in India, will be useful to policy-makers, financial analysts, academics, decision-makers in international development agencies, and those interested in India's power sector.

Even in the most favorable of circumstances, the scale and complexity of the tasks to be undertaken are enormous, requiring levels of coordination and collaboration that may be without precedent for those involved. Entirely new skills may need to be acquired by tens of thousands of people. Compounding these logistical challenges is the pervasive reality that circumstances often are not favorable to large-scale reform. Whether a country is rich or poor, the choice is not whether, but how, to reform the public sector--how optimal design characteristics, robust political support, and enhanced organizational capability to implement and adapt will be forged over time. This edited volume helps address the “how†? question. It brings together reform experiences in public financial management and the public sector more broadly from eight country cases in East Asia: Cambodia, Indonesia, Lao People's Democratic Republic, Malaysia, Myanmar, Papua New Guinea, Thailand, and Vietnam. These countries are at different stages of reform; most of the reform efforts would qualify as successes, while some had mixed outcomes, and others could be considered failures. The focus of each chapter is less on formally demonstrating success (or not) of specific reform, but on documenting how reformers maneuvered within different country contexts to achieve specific outcomes. Despite the great difficulty in reforming the public sector, decision-makers can draw renewed energy and inspiration, learning from those countries, sectors, and subnational spaces where substantive (not merely cosmetic) change has been achieved, and they can identify what pitfalls to avoid.

But by 1800, the region had fallen dramatically behind—in living standards, technology, and economic institutions. In short, the Middle East had failed to modernize economically as the West surged ahead. What caused this long divergence? And why does the Middle East remain drastically underdeveloped compared to the West? In The Long Divergence, one of the world's leading experts on Islamic economic institutions and the economy of the Middle East provides a new answer to these long-debated questions. Timur Kuran argues that what slowed the economic development of the Middle East was not colonialism or geography, still less Muslim attitudes or some incompatibility between Islam and capitalism. Rather, starting around the tenth century, Islamic legal institutions, which had benefitted the Middle Eastern economy in the early centuries of Islam, began to act as a drag on development by slowing or blocking the emergence of central features of modern economic life—including private capital accumulation, corporations, large-scale production, and impersonal exchange. By the nineteenth century, modern economic institutions began to be transplanted to the Middle East, but its economy has not caught up. And there is no quick fix today. Low trust, rampant corruption, and weak civil societies—all characteristic of the region's economies today and all legacies of its economic history—will take generations to overcome. While the term has been slowly diffused into social-scientific vocabulary, to date, there is no book in circulation that specifically discusses this concept. Historically theorists have intertwined the concepts of the ‘global’ and the ‘glocal’ or have subsumed the ‘glocal’ under other concepts – such as cosmopolitanization. Moreover, theorists have failed to give ‘local’ due attention in their theorizing. The book argues that the terms ‘global’, the ‘local’ and the ‘glocal’ are in need of unambiguous and theoretically and methodologically sound definitions. This is a prerequisite for their effective operationalization and application into social research. Glocalization is structured in two parts: Part I introduces the term, seeking to provide a history and critical assessment of theorists' past use of glocalization and offering an alternative perspective and a clear, effective and applicable definition of the term, explaining the limitations of the term globalization and the value of defining glocalization.
