Book excerpt: This brief focuses on prison education and the role of community colleges in fostering access to postsecondary education for individuals who are incarcerated. The history of American prison education is a study in the central tension between punishment and rehabilitation. Various local and state prisons have provided education programs through other avenues of federal support. Much of the education of inmates beyond the high school diploma or General Equivalency Diploma (GED) level is geared to provide skills that can serve as a foundation to reintegrate individuals, post-incarceration, and to help them acquire the requisite skills--life, academic, and vocational--necessary for a successful transition from prison. Many of the postsecondary prison programs are delivered by community colleges. Community colleges are also a viable option for educational prison programming due to their open door policies and locale. Community colleges are often located in rural areas where prisons are also built. The close proximity between state and federal prisons and community colleges translates into ease of access for the educators delivering instruction. In closing, it is hoped this brief serves to provoke thought on the complex landscape of incarceration and the potential of community college research and practice to advance educational policy and social justice for a discounted population of learners.

Participating in research projects entails many benefits for students, including the onboarding of new teaching methods and strategies, becoming a reflective practitioner, engaging in a different model of professional learning, learning how to behave like a researcher, improving writing skills, and pursuing further degrees. Collaboration between faculty members and students (often teacher or pre-service teacher researchers) is critical (Brew, 2013; Johnson, 2000; Ries, 2018).Strickland (1988) posits that teacher researchers need to be engaged in every step of the research process and allowed to take ownership of the work. It should be thought of as helping to create lifelong researchers, for "if students are properly trained, prepared, and supervised, the student-faculty collaboration can be a memorable and successful experience. It may even inspire the career goal of a future professor or two" (Fenn, 2010, p. 259). The call for proposals asked for empirical, conceptual and theoretical contributions to the area of research conducted by students. Personal Perspectives and Research Focus of students include the following categories: Culture, International Students, Men of Color, Teaching, Doctoral Students, Latino/a Culture, STEM, LBGTQ, Policy and Administration, Student Faculty, and Curriculum.The intended audience for this yearbook includes educators, decision-makers, policymakers, and leaders within faculty and student development programs as well as international student departments. A call for proposals was issued to a variety of universities and professional organizations. Two hundred and sixty-four articles from a total of 217 authors representing 72 universities were submitted. Those blinded articles were distributed to a panel of reviewers. Each article was seen by two reviewers and the editors of the yearbook. The editorial team selected 21 articles for inclusion in this yearbook.

In all but two states, incarcerated felons cannot vote, and in three states felon disenfranchisement is for life. More than 5 million adult Americans cannot vote because of a felony-class criminal conviction, meaning that more than 2 percent of otherwise eligible voters are stripped of their political rights. Nationally, fully a third of the disenfranchised are African American, effectively disenfranchising 8 percent of all African Americans in the United States. In Alabama, Kentucky, and Florida, one in every five adult African Americans cannot vote. Punishment and Inclusion gives a theoretical and historical account of this pernicious practice of felon disenfranchisement, drawing widely on early modern political philosophy, continental and postcolonial political thought, critical race theory, feminist philosophy, disability theory, critical legal studies, and archival research into state constitutional conventions. It demonstrates that the history of felon disenfranchisement, rooted in postslavery restrictions on suffrage and the contemporaneous emergence of the modern “American” penal system, reveals the deep connections between two political institutions often thought to be separate, showing the work of membership done by the criminal punishment system and the work of punishment done by the electoral franchise. Felon disenfranchisement is a symptom of the tension that persists in democratic politics between membership and punishment. This book shows how this tension is managed via the persistence of white supremacy in contemporary regimes of punishment and governance.

This book uniquely describes the system of policies and practices that racialize criminalization by routing youth of color out of school and towards prison via the school-to-prison pipeline while simultaneously medicalizing white youth for comparable behaviors. This work is the first to consider and link all of the research and data from a sociological perspective, using this information to locate racism in our educational systems; describe the rise of the so-called prison industrial complex; spotlight the concomitant expansion of the "medical-industrial complex" as an alternative for controlling the white and well-off, both adult and juveniles; and explore the significance of media in furthering the white racial frame that typically views people of color as "criminals" as an automatic response. The author also examines the racial dynamics of the school to prison pipeline as documented by rates of suspension, expulsion, and referrals to legal systems and sheds light on the comparative dynamics of the related educational social control of white and middle-class youth in the larger context of society as a whole.
