Book excerpt: Excerpt from Recollections of Seventy Years and Historical Gleanings of Allegheny, Pennsylvania Some years previous to his death, Judge Parke commenced writing the history of Pittsburg and Allegheny; learning that his friend, the late Dr. Jonas R. McClintock, was engaged on a similar work for the first-named city, he generously desisted from that part of his self-imposed task, and confined his labors to a preparation of the early history of Allegheny. Except a couple of trips to California, his entire life was lived in these cities; and it extended almost from the commencement of settlement here, for three-quarters of a century. The many papers he read before the Historical Society of Western Pennsylvania, evinced his ability to perform this work; and it is greatly regretted that he was not permitted to complete it. The papers here offered to the public were found among his manuscripts; and his earnest and frequently repeated desire to give the people of this city and vicinity a history of their city, has induced his family to undertake the publication. It is the request of his widow, that they be printed precisely as he left them; and with the exception of a few slight alterations, absolutely necessary, her request has been complied with. Meyer - From the age of eighteen, Louis H. Meyer, manager of the John W. Cowper Company, has been connected with the contracting of large buildings, heavy masonry and railroads, and has gone through the same course of development that building operations have during that same period, 1892-1920. In his own growth he has kept pace with the steel building and its marvelous development, with the introduction of reinforced concrete construction, and on through the list of modern building development. The lad of eighteen is now 'the veteran builder of forty-six, and there is no phase of heavy building con struction in which he is not considered an authority. During his business lifetime Mr. Meyer has run the whole gamut from apprentice boy to partner, and one great secret of his success has been not more his ability than his thorough sympathy with those under him, a sympathy born of contact with the very conditions they have to meet, for he has been through every phase. Mr. Meyer is a son of Henry G. Meyer, who came from Germany to the United States in 1864, and settled in Indiana, a farmer and builder. Henry G. Meyer married Anna E. Beck, of Arcadia, Ind., and they were the parents of several sons and daughters. Many of the family reside in Indiana. Louis H. Meyer was born in Kokomo, Ind., Aug. 20, 1874, and there attended public schools. He finished his studies in Commercial College at Lafayette; Ind. Book excerpt: Excerpt from The Judiciary of Allegheny County, Vol. 7 The English system of Jurisprudence prevailed in Pennsylvania during the Proprietary Government. It was slightly modified by the Constitution of 1776, and radically changed by the Constitution of 1790. To understand our early courts, we must have some knowledge of the Provincial system. The Act of 22 May, 1722, which continued in force, with slight amendments and some interruptions, until after the Revolution, established and regulated the courts. Each county had a court of "General Quarter Sessions of the Peace and Gaol Delivery," for criminal offences, and a court of "Common Pleas," for the trial of civil causes, each court required to hold four terms in the year. The Governor was authorized to appoint and commission "a competent number of Justices of the Peace" for each county; and they, or any three of them, could hold the Court of Quarter Sessions. He was also authorized to appoint and commission a competent number of persons to hold the Common Pleas. At first, the same persons were appointed and commissioned for both courts. But the Act of 9 Sept. 1759, prohibited the Justices of the Quarter Sessions from holding commissions as Judges of the Common Pleas. That Act required "five persons of the best discretion, capacity, judgment, and integrity" to be commissioned for the Common Pleas, any three of whom could hold the court. These justices and judges were appointed for life or during good behavior. The Constitution of 1776 limited them to a term of seven years, but the Constitution of 1790 restored the old rule of appointment for life or good behavior. The Orphans' Court was established by Act of 29 March, 1713, to be held by the Justices of the Quarter Sessions.
