It contributes to the basis for further discussions among the 13 signatory agencies, on how to further improve the alignment and collaboration across multilateral agencies, as will the forthcoming Independent Evaluation findings due in late 2024. This fifth progress report amplifies countries’ voices, including their views of development partner alignment and collaborations at country level. The report notes countries’ clear call for greater alignment among development partners around national plans, including through the SDG3 GAP monitoring framework, the 2023 UHC Political Declaration and the 2023 Lusaka Agenda. The report maintains a transparent spirit in reflecting on lessons learned since SDG3 GAP’s inception and actions taken so far to implement recommendations in last year’s report. It emphasizes the SDG3 GAP’s commitment to a way of working, its successes, and the immense potential of collaborations among countries and development partners (both within and outside of the SDG3 GAP) when the right leadership is in place in both countries and development agencies.

Book excerpt: Complying with global standards and technical norms can be costly, making them potential impediments to trade, but it can also expand export opportunities. Two policies available to governments are alignment of domestic technical regulations with international standards and entry into mutual recognition agreements (MRAs). We study the effects of such decisions on the volume of exports to developed markets by firms in developing countries, using data from a World Bank firm-level survey of awareness of global product norms. Both standards alignment and MRAs are associated with more exports to developed countries, but only MRAs significantly promote exports. This finding is consistent with theoretical predictions that MRAs should reduce the fixed costs of exporting more than standards alignment, permitting more firms to enter export markets in higher volumes. Governments in developing countries hoping to encourage exports may wish to favour the negotiation of mutual recognition of testing and certification procedures with major trading partners as a more affirmative avenue to expanding international sales.

Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

Book excerpt: This book provides a review of the effectiveness of Opportunity to Learn (OTL) operationalized as the association between OTL and student achievement. In addition, it presents an elaborate conceptual map in which OTL is regarded as part of a larger concept of curriculum alignment. Major components of this framework are national goals and standards, school curricula, formative tests, textbooks, actual delivery of content as part of teaching, and summative tests and examinations.Alignment between educational goals, intended and implemented curricula, and educational outcomes is considered an important prerequisite for effective education. The expectation is that better alignment leads to better student performance. The concept of OTL is commonly used to compare content covered, as part of the implemented curriculum, with student achievement. As such it is to be seen as a facet of the broader concept of “alignment”. As it comes to enhancing OTL in educational policy and practice, proactive curriculum development is compared to a more retroactive orientation. Legitimate forms of test and examination preparation belong to this retroactive orientation, and are seen as favorable conditions for optimizing OTL. This book reviews the research evidence on the effects of OTL on student achievement by means of detailed descriptions of key-empirical studies, a review of meta-analyses, a “vote count” syntheses of 51 empirical studies, conducted between 1995 and 2015, and a secondary analysis based on TIMSS 2011, and PISA 2012 data. It concludes that the effect size of OTL, at about .30, is modest, but comparable in size to other effectiveness-enhancing conditions in schooling. The final chapter of the book provides suggestions for educational policy and practice to further optimize OTL. /div

From the Belgrade Conference in 1961 until 1989, all major Third World and non-bloc nations met to demonstrate to the Eastern and Western Blocs that they were independent, active and respected participants in world affairs. Cavoški shows how these summits were also closely related to events occurring in the relationship between the two blocs, providing opportunities for non-bloc actors to influence the global balance of power. By moving the focus of 20th-century international history away from the bloc nations, and instead giving developing nations in Africa and Asia due attention, this book provides a fresh perspective on Cold War history and fills a significant gap in the literature.
