Book excerpt: The 2012 UNEP Foresight Process on Emerging Global Environmental Issues primarily identified emerging environmental issues and possible solutions on a global scale and perspective. In 2013, UNEP carried out a similar exercise to identify priority emerging environmental issues that are of concern to the Small Island Developing States (SIDS). The social and economic emerging issues were also identified using the same set of criteria. At the core of the process was a SIDS Foresight Panel consisting of 11 SIDS experts (for the UNEP Panel) and 12 experts (for the UN DESA Panel) from the three SIDS regions, representing the global SIDS community and a wide range of disciplines. The process was designed to open the discussion on emerging environmental issues to a broad range of views both from the Foresight Panel and a wider community of relevant experts from across the globe. Through the Foresight Process, separate lists of 20 environmental and 15 socioeconomic emerging issues were identified and discussed in this report.

Available in PDF, EPUB and Kindle. Book excerpt: Small Island Developing states (SIDs) present challenges for analysts and policy-makers attempting to strengthen island-nation infrastructure. This study applies lessons to one SID to illustrate how benchmarking can improve the performance of water utilities. The archipelago-nation of Cape Verde is characterized by severe water scarcity and relatively low per capita income (the GDP is the 93th of the world and the 11th of Africa). These national characteristics have been considered the main constraints for the water supply development. Analysts find a close relationship between the socioeconomic conditions of a country and the precarious level of water and wastewater services, including their coverage. Nevertheless, after the creation, in 2003, of a multi-sector regulator, the Economic Regulation Agency (ARE), citizens had high the expectations for improved sector performance. To achieve significant network expansion and cost containment will require the regulator and operators to draw lessons from countries who have successfully addressed water issues despite comparable socioeconomic/hydrologic features. This study provides the rationale for a regulatory model for ARE that is based on benchmarking analysis (for quantifying performance) and yardstick competition (for incentivizing utility managers). The study recommends a design for a performance evaluation system and discusses the major issues associated implementing such a system.

Book excerpt: This book summarizes approaches that integrate the environmental, economic, and physical domains with the values, and needs of the population are necessary to develop sustainable strategies that will enhance the resilience of small islands, within the context of inter-island differences in geology, ecology, societal attitudes, governance, and human and economic resources. The impacts of coastal damage and flooding are predicted to worsen during this century due to rising sea levels and increases in the frequency and intensity of storms. The usual approach to coastal protection in Small Island Developing States (SIDS) in the Caribbean is to view both the hazards and the solutions from the "Ocean Side" perspective and to react with "hard" engineering solutions. These structural engineering approaches prevent damage and disruptions to services associated with predictable events but leave communities vulnerable to future events that do not follow historical trends. Furthermore, engineered structures do not adequately address the systemic nature of climate change nor account for compounding threats (e.g., coincidence of hurricane season and global pandemics). To move from this traditional strategy for managing risks from coastal hazards, we need to consider a portfolio of solutions that enhance island protection and community resilience. Nature-Based Solutions (NBS) are gaining attention as practical and cost-effective approaches for mitigating climate-based stressors. However, deployment of NBS strategies requires spatial coordination within the context of "ridge to reef" or integrated water resource management (IWRM) approaches that include the creation of conditions for social acceptance, equity, effective governance, and financial incentives.

Book excerpt: Small Island Developing States (SIDS), or Large Ocean States as some prefer to be known, are at a critical juncture: they are reliant on reforms in global institutions that need to happen quickly. SIDS have immense potential to innovate and adapt to global conditions, but they are highly vulnerable to climate change impacts and other external shocks and face significant structural challenges in managing these risks. Younger generations of SIDS citizens face the triple jeopardy of crippling debt, a degraded natural environment and frequent, devastating disasters. SIDS have a high need for climate finance – particularly for adaptation and resilience – but they often have the weakest capacity to access it and are far from obtaining the volumes they need. UN Member States have acknowledged that the SIDS are a special case for sustainable development, but this needs to translate into greater support and coordination of climate and development cooperation. Reforms are needed across development assistance, debt and climate finance, using common definitions and criteria for eligibility and towards the common goals of honouring commitments made under the Paris Agreement and SAMOA Pathway and to improving aid effectiveness.
