Book excerpt: By combining SCUBA fieldwork in southern Monterey Bay kelp forests with statistical modeling, this thesis addresses how to successfully implement, monitor, and assess the efficacy of ecosystem-based management* approaches, specifically applied to the California nearshore and U.S. West Coast fisheries. It explores the interaction between marine populations, with an emphasis on fish and fisheries management, and their broader environmental context -- including the social-ecological and management context -- with an aim to develop new tools for scientific understanding and improved management of these populations. Results include the characterization of how fish respond to coastal hydrodynamics on a local scale (e.g., ocean swell, water temperature, and dissolved oxygen) with insight into how to use this knowledge to inform future sampling in California's marine reserves, including adaptive sampling designs that incorporate effects of local hydrodynamic regimes. I then integrate local-scale SCUBA data on fish populations, collected on the scale of a single marine reserve, into fisheries models. In collaboration with NOAA Fisheries scientists, I propose a new analytical method that provides reference points to inform management. We call this method "reserve-based SPR." It is a practical, easy-to-implement, information-limited method (i.e., "data-poor method"). This work brings together conservation-based tools, specifically marine reserves, with fisheries management approaches. Data-poor methods like reserve-based SPR, although subject to many caveats, can often provide scientific guidance to reduce biological and management risks. To organize data-poor fisheries methods into one coherent landscape with case-study examples for managers to use as guidelines, I offer a new framework. This data-poor framework is designed to help managers and stakeholders consider and choose appropriate analytical methods for their specific context. No data-poor method is perfect but many produce "good enough" sustainable yield estimates or ecosystem indicators with bias that is risk-averse and precautionary for population sustainability. Collectively, this thesis is united in its theme of understanding uncertainty and complex, adaptive systems for applied science and management purposes. *NOAA Fisheries (2006) definition of "ecosystem-based management": An approach that takes major ecosystem components and services -- both structural and functional -- into account in managing fisheries. It values habitat, embraces a multispecies perspective, and is committed to understanding ecosystem processes. Its goal is to rebuild and sustain populations, species, biological communities, and marine ecosystems at high levels of productivity and biological diversity so as not to jeopardize a wide range of goods and services from marine ecosystems while providing food, revenue, and recreation for humans.

Book excerpt: Contemporary fisheries management involves setting quantitative objectives, and establishing decision rules that determine management actions in response to monitoring data. Within that system, feedback harvest strategies are developed via simulation, where various decision rule features are tested against realistic fishery conditions, and are ranked by their relative performance measured against the quantitative fishery objectives. While the adoption of formal harvest strategies has been increasing globally for some time, most contemporary harvest strategies, and their associated stock assessments, continue to be single-species oriented despite a high prevalence of technical interactions in fisheries. Over three research chapters, I use a simulation approach to investigate whether multi-species harvest strategies, based on hierarchical stock assessment models and multi-species reference points that incorporate technical interactions among species, are better suited to the management of data-limited, multi-species fisheries than traditional single-species approaches. First, I use simulation-evaluation to show that the estimation performance of hierarchical multi-stock surplus production models is more robust to declining data quality than a single-stock version of the same model, creating potential for improved information feedbacks in data-limited contexts. Next, I show that TACs set based on hierarchical model estimates of biomass and productivity are better able to maximise yield under all data quantity scenarios, thanks to negatively correlated biases in key management parameters and target harvest rates that acknowledge technical interactions. Finally, I use closed loop simulation to compare the economic and conservation risks of single-species maximum sustainable yield (MSY), multi-species MSY, or maximum economic yield (MEY) harvest strategies. Taken together, the results of my thesis support expanded usage of hierarchical models in fisheries stock assessment and management, which may lead to wider adoption of formal harvest strategies. Further, I show that yields, food security, and/or economic rent can be increased (not always at the same time) by including technical interactions in reference point calculations.

Book excerpt: The authors estimate that between 17.9 and 39.5 million tons (average 27.0 million) of fish are discarded each year in commercial fisheries. These estimates are based on a review of over 800 papers. The highest quantities of discards are from the Northwest Pacific while tropical shrimp trawl fisheries generate a higher proportion of discards than any other fishery type, accounting for one third of the global total. Of four major gear groups, shrimp trawls stand alone at the top of the list; bottom trawls, long-lines and pot fisheries come next. The third group consists of Japanese high-seas drift net fisheries, Danish seines and purse seines for capelin. Relatively low levels result from pelagic trawls, small pelagic purse seines and some of high seas drift nets. The authors point to inadequate data to determine the biological, ecological, economic and cultural impacts of discards although economic losses run to billions of dollars. However, it appears most likely that socio-cultural attitudes towards marine resources will guide international discard policies. Techniques to reduce bycatch levels including traditional net selectivity, fishing gear development and time/area restrictions, are discussed. Effort reduction, incentive programmes and individual transferable quotas (that make the vessel responsible for bycatch reduction) are seen as promising avenues for the future. However, quick solutions to the problem are unlikely and much more information is required. The publication includes a diskette with the complete Bycatch Database, which was compiled for the study, and a summary of it.

The topics discussed range widely, from data and information systems to ocean pollution, product legality, user rights and climate change adaptation. Part 3 now forms the final part of the publication, covering projections and emerging issues such as new technologies and aquaculture biosecurity. It concludes by outlining steps towards a new vision for capture fisheries. The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to-date information to a wide audience – policymakers, managers, scientists, stakeholders and indeed everyone interested in the fisheries and aquaculture sector.
