Papers were solicited describing original research in all aspects of algorithm engineering, including: – Development of software repositories and platforms which allow the use of and experimentation with e?cient discrete algorithms. – Novel uses of discrete algorithms in other disciplines and the evaluation of algorithms for realistic environments. – Methodological issues including standards in the context of empirical - search on algorithms and data structures. – Methodological issues regarding the process of converting user requirements into e?cient algorithmic solutions and implementations. The program committee accepted 16 from a total of 30 submissions. The program committee meeting was conducted electronically. The criteria for sel- tion were originality, quality, and relevance to the subject area of the workshop. Considerable e?ort was devoted to the evaluation of the submissions and to p- viding the authors with feedback. Each submission was reviewed by at least four program committee members (assisted by subreferees). The primary credit, ofcourse, goes to theauthors andto the invitedspeakers. By theirpapers and their inspired talks they established the quality of the conference. Secondly, thanks should go to the referees and to the program committee members who did a thorough and conscientious job. It was not easy to select the papers to be presented. Last, but not least, my special thanks to the organizing committee for making this conference happen.

This new chapter was developed since the question “Is it possible for risks to be completely eliminated, and if not why?” has become a major point of c- cern. Therefore, especially in this chapter, the focus of the book has - tended from a simple mathematical or engineering point of view to include much broader concepts. Here, not only aspects of system theory have to be considered, but also some general philosophical questions start to inf- ence the considerations of the topic of risk. The main goal of this edition, however, is not only the extension and revision of the book, but also the translation into the English language to allow more readers access to the ideas of the book. The author deeply hopes that the success the book made in the German edition continues and that readers experience a major gain from reading the book.
