The principal hypothesis tested is that the incidence of violence is negatively related to the price of alcohol. This hypothesis is derived from two well established relationships: the positive relationship between alcohol and violence and the negative relationship between the use of alcohol and its price. The data employed in the study are the 1989, 1990, and 1991 Core Alcohol and Drug Surveys of College Students. They contain almost 120,000 college students from approximately 200 colleges and universities throughout the United States and have measures of alcohol use and the adverse consequences of its use. These adverse consequences include the following indicators of violence: getting in trouble with the police, residence hall, or other college authorities; damaging property or pulling a fire alarm; getting into an argument or a fight; and taking advantage of another person sexually or having been taken advantage of sexually. The principal finding is that the incidence of each of these four acts of violence is inversely related to the price of beer in the state in which the student attends college.

Available in PDF, EPUB and Kindle. Book excerpt: This paper explores the role of social norms in influencing the incidence of sexual assault, and the contribution of alcohol to such events. We build a decision theoretic model where agents may use alcohol as a "disinhibitor" to undermine social norms discouraging consensual sexual encounters outside marriage. This makes non-consensual encounters more likely. Stronger norms against consensual sex might therefore increase the incidence of non-consensual sex. We test the theory on data from US college campuses, using the presence of Planned Parenthood clinics in the county as an indicator of norms more accepting of consensual sex. Controlling for other factors, colleges in counties with fewer clinics have more incidents of rape and sexual assault in which alcohol is implicated. Colleges affiliated to the National Collegiate Athletic Association also have more such incidents, suggesting that sporting institutions also act as facilitators of a culture of sexual aggression. We provide suggestive evidence from attitudinal surveys and from campus religious affiliation that disapproval of consensual sex may indeed be involved. We explore rival explanations such as reporting and selection biases.

Book excerpt: "High-Risk Drinking in College: What We Know and What We Need To Learn: Final Report of the Panel on Contexts and Consequences" (2002), a report from the National Institute on Alcohol Abuse and Alcoholism's (NIAAA) Task Force on College Drinking, points out that "federal, state, and local laws help define college administrators' responsibilities for taking action when students misuse alcohol." Among other requirements, the federal "Drug-Free Schools and Communities Act" and its 1989 amendments require institutions receiving any federal funds to define a policy that prohibits the unlawful possession, use, and distribution of alcohol and other drugs (AOD); adopt disciplinary sanctions for students and employees who violate the school's policy on alcohol and drugs; and ensure that the disciplinary sanctions are consistently enforced. The NIAAA Task Force on College Drinking's Panel on Contexts and Consequences recommends that colleges and universities "[r]eview policy and its implementation continually and update and/or expand it as needed" and "[r]eview the scope of disciplinary sanctions associated with policy violations for appropriateness and for consistency of enforcement." According to Penn State "Live," since fall 2010 the university has implemented a number of initiatives to address high-risk drinking using a multipronged approach that includes environmental change, enforcement, alternative activities, intervention, counseling, and outreach. Penn State has adopted stricter consequences to illegal drinking behaviors, such as increased attention to enforcement and serious consequences to students who violate the community's laws and the university's student conduct policies.
