Book excerpt: Alaska Native corporations (ANC) were created to settle land claims with Alaska Natives and foster economic development. In 1986, legislation passed that allowed ANCs to participate in the Small Business Administration's (SBA) 8(a) program. Since then, Congress has extended special procurement advantages to 8(a) ANC firms, such as the ability to win sole-source contracts for any dollar amount. This report identifies (1) trends in the government's 8(a) contracting with ANC firms, (2) the reasons agencies have awarded 8(a) sole-source contracts to ANC firms and the facts and circumstances behind some of these contracts, and (3) how ANCs are using the 8(a) program. GAO also evaluated SBA's oversight of 8(a) ANC firms.

Download or read book The Fate of Nature written by Charles Wohlforth and published by Macmillan. This book was released on 2010-06-08 with total page 899 pages. Available in PDF, EPUB and Kindle. Book excerpt: "What capacity for good lies in the hidden depths of people?" Starting with this question, award-winning author Charles Wohlforth sets forth on a wide-ranging exploration of our relationship with the world. In The Fate of Nature, he draws on science, spirituality, history, economics, and personal stories to reveal answers about the future of that relationship. There is no better place to witness the highs and lows of our treatment of the natural world than the vast wilds, rocky coasts, and shifting settlements of Alaska. Since the first encounter between Captain Cook's crew and the Alaskan Natives in 1778, there have been countless struggles between people who have had different plans for the region. Some have hoped to preserve Alaska as they found it, while others aimed to create something new in its place. Incidents such as the Exxon Valdez oil spill may seem like cause for despair. In the face of such profound tragedies, Charles Wohlforth has found heartening developments in the science of human altruism. This new understanding of what causes humans to cooperate and act conscientiously may be the first step toward taking the actions necessary to preserve an environment that has already been altered drastically in our lifetime. A clear-eyed, original work of research, reportage, and philosophical reflections, The Fate of Nature gives us a chance to change the way we think about our place in society and the world at large.

This book was released on 2011-08 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: Indian tribes are among the most economically distressed groups in the U.S. In 2008, the poverty rate among American Indian and Alaska Natives was almost twice as high as the population as a whole -- 27% compared with 15%. Residents of tribal lands often lack basic infrastructure, such as water and sewer systems, and sufficient technology infrastructure. Without such infrastructure, tribal communities often find it difficult to compete successfully in the economic mainstream. This testimony statement summarizes observations on: (1) five broad categories of unique issues that may create uncertainty and therefore affect economic activity in Indian country; and (2) tribes¿ use of special gaming and small business contracting provisions. Download or read book Rebuilding the K inga written by Jade Kake and published by Bridget Williams Books. This book was released on 2019-10-24 with total page 85 pages. Available in PDF, EPUB and Kindle. Book excerpt: An understanding of the ways of our tūpuna, coupled with the best of new thinking from New Zealand and abroad, has significant potential for sustainable housing models. Colonial settlement and the discriminatory policies of successive governments have challenged Māori connections to whenua and kāinga. Today, home ownership rates for Māori are well below the national average and Māori are over-represented in the statistics of substandard housing. Rebuilding the Kāinga charts the recent resurgence of contemporary papakāinga on whenua Māori. Reframing Māori housing as a Treaty issue, Kake envisions a future where Māori are supported to build businesses and affordable homes on whānau, hapū or Treaty settlement lands. The implications of this approach, Kake writes, are transformative.
