Three key strategic objectives have been identified for accomplishing this: attacking al-Qaeda's terror network, undermining radicalization and recruitment, and hardening homeland defense. The present monograph proposes a distinct "jihad-realist" approach for undermining radicalization and recruitment to al-Qaeda. First, a brief discussion of six means for ending terrorist organizations is provided. Second, the premises of a jihad-realist approach are described. Third, a jihad-realist Shari'a case against al-Qaeda's terrorism is presented. In conclusion, key assertions are summarized, and several specific policy recommendations offered for national security personnel charged with formulating and executing counterterrorist messaging strategy.

Asymmetric warfare is defined as the blurring of the lines between politics, economics, combatants, civilians, and their context in the prosecution of war on an ever changing battlefield. Inclusive in this dynamic is cyber, communications, terrorism, the use of civilians as human shields and as both offensive and defensive weapons. Fourth generation warfare, as asymmetrical warfare has come to be known, is not new. It has existed in every war since the dawn of man. What is different is the total application of asymmetric components on a battlefield as a means to fight. The population-centric model, as espoused by the United States Army and Marine Corps, has now made it into the lexicon of air operations in Iraq, a segment of war prosecution it was never designed for. As a result, the Air Force has been subjected to mission paralysis and ultimately, mission failure. David Galula gave future military commanders guidance, not hard and fast rules. Rules of engagement have come to favor the enemy, and if the reality of war does not return to those in command, the United States may never win another war.

Book excerpt: The defense debate tends to treat Afghanistan as either a revolution or a fluke: either the "Afghan Model" of special operations forces (SOF) plus precision munitions plus an indigenous ally is a widely applicable template for American defense planning, or it is a nonreplicable product of local idiosyncrasies. In fact, it is neither. The Afghan campaign of last fall and winter was actually much closer to a typical 20th century mid-intensity conflict, albeit one with unusually heavy fire support for one side. And this view has very different implications than either proponents or skeptics of the Afghan Model now claim. Afghan Model skeptics often point to Afghanistan's unusual culture of defection or the Taliban's poor skill or motivation as grounds for doubting the war's relevance to the future. Afghanistan's culture is certainly unusual, and there were many defections. The great bulk, however, occurred after the military tide had turned not before-hand. They were effects, not causes. The Afghan Taliban were surely unskilled and ill-motivated. The non-Afghan al Qaeda, however, have proven resolute and capable fighters. Their host's collapse was not attributable to any al Qaeda shortage of commitment or training. Afghan Model proponents, by contrast, credit precision weapons with annihilating enemies at a distance before they could close with our commandos or indigenous allies. Hence the model's broad utility: with SOF-directed bombs doing the real killing, even ragtag local militias will suffice as allies. All they need do is screen U.S. commandos from the occasional hostile survivor and occupy the abandoned ground thereafter. Yet the actual fighting in Afghanistan involved substantial close combat. Al Qaeda counterattackers closed, unseen, to pointblank range of friendly forces in battles at Highway 4 and Sayed Slim Kalay.

To address this need, this study explores the concept of the long war and identifies potential ways in which it might unfold as well as the implications for the Army and the U.S. military more generally. This report uses the generation of either "trajectories" or alternative paths in which the long war might unfold to explore the implications for the U.S. military. The discussion focuses on the potential threats the U.S. faces in each trajectory and considers the confluence of three major problems raised by the war: those related to the ideologies espoused by key adversaries in the conflict, those related to the use of terrorism, and those related to governance (i.e., its absence or presence, its quality, and the predisposition of specific governing bodies to the United States and its interests). Yet, after nearly six years of concentrated effort by the United States, the dominant power in the international system, Al Qaeda survives and is still acknowledged as a potent threat. This begs the question not just of why, but also of what the United States can do to redress the situation. Confronting Al-Qaeda asserts that Al-Qaeda is primarily a political threat, not a military one. This is because terrorists subvert legitimate political processes to achieve political ends. Al-Qaeda challenges not only specific U.S. policy decisions, but also the very nature of the U.S. political system and the U.S.-lead international order created after World War II. Therefore the character of the U.S. political response to the threat from Al-Qaeda is critical. Al-Qaeda’s capacity for violence is the direct source of its power. This must be reduced, and coercive means, such as the military, intelligence, and law enforcement, are necessary, for they alone directly degrade Al-Qaeda’s potential. A singularly coercive approach, however, is insufficient. As the leader of the international system, the United States is in a position to politically undercut Al-Qaeda. The United States can do so by adhering to globally revered traditional US political values and foreign policy.

Political and military realities urgently forced these perceptual and social identity shifts initially, but the process of cooperation and engagement accelerated these shifts through increasingly mutually beneficial cooperation and interaction during the battle with al Qaeda in Iraq.
