Book excerpt: Technically, the Air National Guard (ANG) and the Air Force Reserve (AFR) were born soon after the Air Force itself with the passage of the National Security Act of 1947. In truth, the roots of both Air Reserve components (ARCs) go back nearly to the Wright Brothers. Both organizations have matured over time. Today, ANG consists of 106,600 personnel with 1,350 aircraft while AFR has 75,600 personnel and 400 aircraft. All ARC units and personnel must meet active component standards. This simple but immutable requirement means both the Guard and Reserve are combat-ready and available to deploy worldwide within 72 hours. It is no coincidence that Guard and Reserve crews have so often flown away with top honors at annual Gunsmoke, William Tell, and Bomb and Navigation competitions. Despite past achievement and the essential place of ARCs in today's military, there are major challenges ahead.

Just as warfare is often "diplomacy carried out by other means," coercion--the threat of combat or the threat of an escalation in the intensity of combat--is a more subtle method of dispute that shades the spectrum between diplomacy and warfare. Understanding of coercive military strategy is a prerequisite to the successful making of either policy or war. In "Coercive Military Strategy, " Stephen J. Cimbala shows that coercive military strategy is a necessary part of any diplomatic-strategic recipe for success. Few wars are total wars, fought to annihilation, and military power is inherently political, employed for political purpose, in order to advance the public agenda of a state, so in any war there comes a time when a diplomatic resolution may be possible. To that end, coercive strategy should be flexible, for there are as many variations to it as there are variations in wars and warfare. Cimbala observes several cases of applying coercive strategy in the twentieth century: the U.S. strategy of limited war during the Cold War; the Cuban Missile Crisis, in which both the United States and the Soviet Union applied coercive strategy; Desert Storm, in which the Coalition Forces could practice coercion without restraint; and the Vietnam War, in which U.S. coercive strategy was ultimately a failure. Additionally, Cimbala examines coercion and the theory of collective security, which implies a willingness on the part of individual states, such as the NATO nations, to combine against any aspiring aggressor. With his examples, and the arguments they illustrate, Cimbala shows that although coercive strategy is a remedy for neither the ailments of U.S. national security nor world conflict, it will become more important in peace, crisis, and even war in the next century, when winning with the minimum of force or without force will become more important than winning by means of maximum firepower.

The Air Force fielded a powerful conventional arm well rehearsed in the tactics required to operate over a central European battlefield. Then, in a matter of days, the 1990 invasion of Kuwait altered key assumptions that had been developed over the previous decade and a half. The USAF faced a different foe employing a different military doctrine in an unexpected environment. Instead of disrupting a fast paced land offensive, the combat wings of the United States Central Command Air Forces (CENTAF) were ordered to attack a large, well fortified, and dispersed Iraqi ground force. The heart of that ground force was the Republican Guard Forces Command (RGFC). CENTAF's mission dictated the need to develop an unfamiliar repertoire of tactics and procedures to meet theater objectives. How effectively did CENTAF adjust air operations against the Republican Guard to the changing realities of combat? We must get this right, as it is critical to maximizing airpower's potential. Getting it right, however, requires moving beyond sound bites and bumper stickers.

In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding.
