Book excerpt: Airport Surface Detection Equipment (ASDE) radar provides controllers with a means to observe surface traffic movement. In extremely low visibility controllers can't see all of a field. ASDE can then increase safety and help expedite traffic flow. The kinds of accidents which ASDE can help prevent have not occurred. For important types of runway combinations, its contribution to expediting flow appears to be very small, except where intersecting runways are used. As minimums are lowered and low visibility flow rates increase, ASDE's contribution to safety and expediting flow will also increase. Major recommendations are: brightdaylight ASDE displays should not be developed and installed unless ASDE will remain in tower cabs for a long time; plans to survey (dispose of) some ASDE's suggests this is unlikely. Bright ASR displays should be provided for tower cabs before bright ASDE displays. Consideration should be given to turning off some ASDE's and maintaining them in a moth-ball status. (Author).

Book excerpt: The ASDE-3 (Airport Surface Detection Equipment) Radar design has many features to enhance operational usefulness. The purpose of all these features is to provide a better airport surface surveillance display for the control power tower cab. One of these features is the use of frequency agility, the transmission at a different frequency within a frequency band during each radar transmit time. The function of this feature is to improve the detection performance of the ASDE radar and thereby improve the quality of the information presented on the operational display. The use of frequency agility reduces image breakup of aircraft on the display and, in rainy weather, allows the display of ground traffic during much heavier precipitation than achievable with fixed frequency operation. This report discusses the role of the ASDE in airport surface traffic control, and the theory of frequency agility benefits, and gives the empirical results obtained during field experiments using the ASDE-3 engineering model test bed.

ASDE's operational effectiveness must be considered primarily during periods of instrument flight rule (IFR) low visibility and during the busy hours after sunset when the visibility conditions are visual flight rule (VFR). Controllers rarely refer to ASDE during the daylight hours when the entire airport is visible, and most indicate this would be the case regardless of the type and quality of the equipment. However, during periods of reduced visibility ASDE can assist the controllers by providing increased safety in the movement of aircraft while also expediting departures. Arrival rate is also aided under the same circumstances by providing positive assurance of nonoccupancy of runways by ground vehicles as well as aircraft. This analysis is the basis for the ASDE criteria that are published in Airway Planning Standard Number One. Based on a benefit versus cost analysis, the following establishment criteria have been developed: The airport has a Category III runway; or The airport has 180,000 or more annual itinerant operations, of which 100,000 or more are annual certificated route air carrier operations. Book excerpt: A flight demonstration was conducted to address airport surface movement area capacity and safety issues by providing pilots with enhanced situational awareness information. The demonstration presented an integration of several technologies to government and industry representatives. These technologies consisted of an electronic moving map display in the cockpit, a Differential Global Positioning system (DGPS) receiver, a high speed very high frequency (VH) data link, an Airport Surface Detection Equipment (ASDE-3) radar, and the Airport Movement Area Safety System (AMASS). Aircraft identification was presented to an air traffic controller on an AMASS display. The onboard electronic map included the display of taxi routes, hold instructions, and clearances, which were sent to the aircraft via data link by the controller. The map also displayed the positions of other traffic and warning information, which were sent to the aircraft automatically from the ASDE-3/AMASS system. This paper describes the flight demonstration in detail, along with test results.

These tests were conducted to determine the extent to which the ASDE-3 met requirements as presented by the Air Traffic Service and what the controllers' opinions were of the radar. Tests conducted were: airport surface coverage, capability, target detection as a function of speed between aircraft and aircraft to obstruction resolution, target size and shape determination, standing target heading, and runway clearance.
