Book excerpt: The ongoing deregulation and liberalization of worldwide air transport markets confronts airport planners with an increasingly problematic context. On the one hand, the capital intensive, large-scale and complex airport investments need a detailed, long/medium-term planning of airport infrastructure. Such planning requires at least predictable traffic volumes (and traffic composition) within the planning horizon. On the other hand, airline route networks are increasingly dynamic structures that frequently show discontinuous changes. As a consequence, the much more volatile airport traffic restricts the value of detailed traffic forecasts. Volatility of airport traffic and its composition requires flexibility of airport strategies and planning processes. The book explores this dilemma through a detailed study of airline network development, airport connectivity and airport planning in the deregulated EU air transport market. The questions the book seeks to answer are: · how have airlines responded to the regime changes in EU aviation with respect to the configuration of their route networks? · what has been the impact of the reconfiguration of airline network configurations for the connectivity of EU airports? · how can airport planners and airport authorities deal with the increasingly uncertain airline network behaviour in Europe?

Book excerpt: The purpose of this paper is to question the need for a special regulatory framework for European airports in the light of recent developments in the relationship between airlines and airports; to argue that the airport business should now be treated like most other industries and be subject only to normal competition law. Three factors underlie the changed relationship. These are: the creation of a single European aviation market; the development of airline business models operating on a pan-European basis; and the increasing use of the internet which has reduced the costs of entry for airlines into local (geographic) markets. In combination these factors have had a profound effect on the dynamics of the airline industry. These dynamics have increased the business risk faced by airports and highlighting the increased buyer power of the airlines. The result has been a shift to bespoke long term contacts between airports and airlines. The paper argues that the bespoke contracts are also incentive compatible from the passenger's point of view and, in combination with the incentive that airports have to secure high-margin commercial sales to passengers, produce an outcome that is favourable to the passenger; direct airport competition merely guilds the lily. Any residual concerns regarding market dominance and possible abuse have then to be set against the significant disadvantages and costs of sector-specific economic regulation; increasingly the remaining competition issues are of a type better handled through the application of normal competition law.

Most of the research laid its focus on specific industry levels such as the individual airline, the aviation industry in general or macroeconomic aspects. In this context, these studies tried to anticipate market reactions triggered by the EU-ETS by analyzing specific issues such as the financial impact on airlines, changes in competitive behavior or implications for the overall industry development. As a consequence, the existing studies took only a limited market view and made assumptions about expected developments in specific fields of the aviation industry. However, at the time of writing this thesis, conclusions about the scope of impact could hardly be drawn from existing impact assessments because of the wide range of issues that exceeded the scope of most impact studies. Hence, a broader research approach is needed which takes different analytical perspectives to describe the scope of impact of the EU-ETS and depict potential effects for the aviation industry.
