Book excerpt: The Department of Defense, USAF, and Air Mobility Command (AMC) rely on the Civil Reserve Air Fleet (CRAF) to provide supplemental airlift in times of national emergency. AMC oversees the CRAF program which contains three segments: international, national, and aeromedical evacuation. The CRAF aeromedical Evacuation (AE) program involves commercial B-767 aircraft, Aeromedical Evacuation Shipsets (AESS), a Casualty Transfer System, and a large number of support personnel and equipment. Wartime planning in the early 198Os revealed a significant shortage of military airlift to accomplish the aeromedical evacuation mission. Consequently the CRAF AE program was initiated. Planning for Major Regional Conflict scenarios has currently set a requirement for 25 and 44 B-767 aircraft for CRAF Stages II and III, respectively. Unfortunately AMC has not been able to acquire full commitment to the CRAF AE program. In addition, the CRAF AE program has been beleaguered by a number of problems which have continually kept capability of the overall system low. This graduate research paper provides a comprehensive review of the AE shortfall issue from beginning to the present with recommendations and conclusions for the near future.

Book excerpt: The United States Air Force (USAF) aeromedical evacuation system, under the command and control of Air Mobility Command (AMC), has a large inventory of medical equipment items that are procured for use on military aircraft. The items must have the capability to be adequately secured within the aircraft, in most cases in the immediate vicinity of the patient. Aeromedical research technicians from the Armstrong Laboratory, Aeromedical Research Function have designed several devices that may be effectively used for securing many of the various medical equipment items likely to be brought aboard the aircraft. It was concluded that there is a slight potential for hazard presented by the protruding thumbscrews on the original Horton Bracket, and it is relatively heavy. The Waters Bracket will probably require relatively high fabrication cost due to design complexity, and also cannot be used on C-130 aircraft. However, provided the devices are fabricated and used as specified in this report, all 5 devices are safe and an effective means for securing selected aeromedical evacuation medical equipment items.

Book excerpt: The Civil Reserve Air Fleet (CRAF) is a contractual arrangement between Air Mobility Command (AMC) and U.S. air carriers. The agreement states that the airlines will commit a specified number of planes to AMC in return for a portion of peacetime government business. The Aeromedical Evacuation (AE) segment of CRAF is the only segment that requires modification to committed aircraft and, therefore, more risk to the airlines. Up until fiscal year 2000, AMC had never filled its requirements for AE. AMC would like to have more airlines join the AE segment, with each airline providing a few aircraft. This thesis considers the history of the program, lessons learned from previous operations, current strategies, and some alternatives to investigate in order to improve the CRAF AE program and participation by the airlines.

Air mobility is a network of systems that combines airlift, airdrop, aeromedical evacuation (AE), air refueling (AR), and air mobility support assets, processes, and procedures into an integrated whole to support the transport of personnel and materiel. The Secretary of Defense (SecDef) directs the assignment of air mobility forces to the Commander, United States Transportation Command (CDRUSTRANSCOM) and other combatant commanders (CCDRs). To deter threats against, or to assist in the defense or pursuit of United States (US) national interests, the Department of Defense maintains forces, organizations, and processes necessary to conduct air mobility operations. The National Air Mobility System (NAMS) is a broad and comprehensive system that provides the President, SecDef, and CCDRs with rapid global mobility. The mobility air forces (MAF) are those forces assigned to combatant commands that provide rapid global mobility and conduct air mobility operations. The MAF's four core functions are airlift, AR, air mobility support, and AE. NAMS consists of forces that perform intertheater, intratheater, and organic mobility operations. US Transportation Command (USTRANSCOM) and the geographic combatant commands (GCCs) possess air mobility assets that are capable of performing both intertheater and intratheater operations. A unique aspect of these operations is their reliance on Global Air Mobility Support System (GAMSS) and the worldwide command and control (C2) capabilities of the Air Mobility Command 618th Tanker Airlift Control Center (618th TACC). The GAMSS is comprised of a limited number of permanent en route support locations plus mobile forces that deploy under the global reach laydown strategy. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective. Joint doctrine established in this publication applies to the joint staff, commanders of combatant commands, subunified commands, joint task forces, subordinate components of these commands, and the Services. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise.

Book excerpt: This excellent report examines the trend of mobility forces dominating air operations in the post-Cold War Era, and finds that as the United States moved from a strategy of containment toward engagement throughout the world, a corresponding shift occurred-away from contingencies demanding heavy concentrations of fighter and bomber planes and toward myriad, complex operations demanding mobility aircraft. This study also shows that as the number and importance of mobility-centric operations increased, the number of generals with mobility expertise also increased, especially at the most senior levels of the Air Force. The change in the composition of senior Air Force leaders is significant because it indicates that the Air Force is adapting to alterations in the geopolitical environment. It is important that we recognize and examine this change not only because it occurs infrequently within large bureaucratic organizations but also because it may signal a significant shift in the future direction of the Air Force. Colonel Lenderman explores the increase in the number and influence of mobility generals in the late twentieth century and looks toward the future, presenting possible reasons why these generals will continue to rise or why their opportunities may be limited. She concludes by discussing the significance of this study as it pertains to the Air Force's development and the nation's security. Chapter 1 of this paper explores the increase in the number and influence of mobility generals in the late twentieth century by presenting a theoretical foundation for their rise, based on Alfred Thayer Mahan's concept of sea power. Chapter 2 examines geopolitical changes in the post-Cold War era, which led to an increase in mobility operations. Chapter 3 reviews the unique mission expertise and worldview that air-mobility experts provide the nation. It also discusses organizational and cultural changes as well as Air Mobility Command's (AMC) leadership-development program, which prepares mobility leaders to assume increased responsibility. Chapter 4 looks toward the future, presenting possible reasons why mobility generals will continue to rise in prominence or why their opportunities may be limited. Chapter 5 concludes by discussing the study's significance as it pertains to the Air Force's development and the nation's security.
