Available in PDF, EPUB and Kindle. Book excerpt: Annotation. "Tactical bombing", Gen. Jimmy Doolittle reportedly observed, "is breaking the milk bottle. Strategic bombing is killing the cow". Most nations have historically chosen between building tactical and strategic air forces; rarely has a state given equal weight to both. The advantages of tactical air power are obvious today as small wars and petty tyrants bedevil us, but in a Cold War world split between continental superpowers, strategic bombing took precedence, with calamitous consequences. In the 1960s, the U.S. Air Force lacked the equipment and properly trained pilots to assure air superiority because the Tactical Air Command (TAC) had become little more than a handmaiden to the Strategic Air Command (SAC). TAC focused primarily on the interdiction of enemy bombers and virtually ignored its other responsibilities. Its aircraft were designed to shoot at large, lumbering bombers and not to engage in dog fights with highly maneuverable MiGs. Hannah shows how a tactical air force that won a victory in World War II deteriorated into a second-rate force flying aging aircraft during the early years of the Cold War, recovered briefly over Korea, then slid into obsolescence during the 1950s. His explanation of why America's fighter aircraft did not work in Vietnam is instructive and unsettling. Hannah explains how TAC struggled through the war in Vietnam to emerge in the 1970s as the best tactical air force in the world. He side-steps politics and inter-service rivalries to focus on the nuts and bolts of tactical air power. The result is a factual, informative account of how an air force first loses its way then finds its mission again.

It is the last time U.S. ground forces were killed as a result of enemy air attack when a North Korean P02 biplane strafed an Army tent on an island off the Korean peninsula. In the last 63 years, American air dominance has relentlessly safeguarded the lives of our Air Forces, provided freedom of maneuver and freedom from attack. The last time the U.S. Air Force lost an aircraft in aerial combat was in 1972 when "DESOTO 03," an F-4E supporting Operation Linebacker II, was shot down by a North Vietnamese MiG-21. The advanced aircraft now under development by Russia and China signal their objective to end the 44-year advantage of the U.S. New surface-to-air missile systems now incorporate technologies allowing engagement at further ranges and in greater numbers. The sensitivity and accuracy of these new systems has also increased concerns regarding the unrivaled ability of U.S. aircraft to access targets from anywhere, at any time. Challenges to America's air dominance do not all originate from foreign shores. Some challenges are internal to the Air Force and the Department of Defense. One of the biggest challenges our Nation needs to overcome is the small size of today's Air Force. In 1991, during Operation Desert Storm, the Air Force had 134 fighter squadrons. Today, it is down to only 55 fighter squadrons. While the Department of Defense is no longer required to be able to defeat regional adversaries in large-scale campaigns on two fronts, it is losing the ability to do so on just one.

Book excerpt: "Over the past thirty years, reduced investments in fighter aircraft and increasingly capable adversaries have eroded the US Air Force's ability to secure air superiority for the Joint Force. Over the next two decades, the US Air Force must determine an optimum plan to ensure it can achieve air superiority against increasingly threatening adversaries, especially China. Previous solutions suggest the US Air Force should reduce capacity and invest in fourthgeneration, fifth-generation, and next-generation fighters. Others argued the Air Force should only invest in exquisite fifth-generation and next-generation fighters to achieve air superiority. With these strategies, the Air Force risks developing an air superiority fleet that is too small, sophisticated, and costly. This study used a mixed-method research methodology to analyze data from multiple primary and secondary sources to define and understand the problem, then develop a recommendation that emphasizes four criteria: capability, capacity, acquisitions, and costs. This analysis found the US Air Force must balance capability and capacity with acquisition and costs to develop and rapidly field airpower capabilities in sufficient numbers to achieve air superiority in contested and less contested threat environments. This study recommends that the US Air Force purchase at least 234 F-15EXs, procure at least 187 Next Generation Air Dominance (NGAD) systems, retire the F-22 once NGAD achieves full operational capability, and assign two F-35 squadrons' primary mission as air dominance."--Abstract.

Book excerpt: What the concepts of air superiority and supremacy lack is the consideration of the effectiveness of airpower to achieve objectives after an air force attains either. An enemy which has been defeated in the air may still prevent air dominance through a variety of means ranging from ground-to-air attacks to attacks on friendly airbases. The domestic procurement budget may also prevent air dominance due to a lack of understanding, hence funding, for any of the links of the air dominance chain. This research project develops an appreciation for air dominance by defining the issues and relevance, deriving tentative conclusions from a historical analysis, testing those conclusions in Operation Desert Storm while deriving additional tentative conclusions, analyzing the "thinking enemy" and their efforts to exploit gaps in air dominance, examining what budget shortfalls may be contributing to these gaps, and finally, discussing challenges and recommendations designed to determine the extent to which future air dominance requirements are being adequately addressed. In the end, the research paper will show the potentially grave error of under-funding a SEAD replacement and air base defense, and the danger of proposed future cuts to the F-22. Methodology includes an analysis of books, magazines, unclassified security assessments and threat estimates, and recently declassified publications from the Air Force Historical Research Agency.

US operations in this environment may prove costly and threaten heavy aircraft losses. Worse, decisive air operations, the hallmark of US military strategy for nearly 60 years, may not be possible in hyper-defended airspace. As one commentator put it, "the US is confronted with a strategic choice: to risk loss of military access to areas vital to its national security or to explore options for preserving access." Unlike the 1970's stealth revolution, there is no "silver bullet" technological solution to the 2035 air dominance problem. The United States is unlikely to achieve unimpeded access using radio frequency, infrared, and electro-optical cloaking technologies alone. Therefore, the United States needs to reevaluate its overall air dominance strategy to ensure it can gain initial access in this new, hyper-defended airspace to enable follow-on, high tempo US operations. Prevailing in this future environment requires holistic approaches using concepts of operations that integrate varied capabilities, capacities, and tactics to create a US advantage. The challenge (and the risk) lies in choosing among several available alternatives at a time when budgets are tight, the threat is still developing, and consensus is lacking on the best way to proceed. To make these choices, senior policy makers need a framework and approach to evaluate the developing environment and assist in making investment choices. This paper's purpose is to develop such a framework through a five-part analysis. The first part provides a review of US technical challenges from potential enemy states. Future strategic, operational, and tactical challenges set the stage in this segment of the analysis. The second section examines competing air defense network models, breaking down how the United States might engage an opposing network to gain access. The next part defines a three-tiered approach (operations view, systems view, and acquisition view) to analyze alternative strategies against future adversary networks. Using this approach, the fourth section then examines three concepts of operations the United States may employ to gain access into hyper-defended enemy states. With these four steps completed, the final analysis outlines investment options and recommendations for technical opportunities to properly posture air dominance assets for 2035 decisive combat operations. The analysis begins by exploring the future strategic challenges the United States faces in 2035.
