Book excerpt: The impetus of this paper stems from my course of study at the Command and General Staff College and is due primarily by the faculty of the Command and General Staff College and the Air Defense Artillery Observer Controller Team from the Battle Command Training Program at Fort Leavenworth, Kansas. While at the College, I gained a greater appreciation of the targeting process and the apparent lack of targeting within Air Defense Doctrine. In many discussions of the topic, I concluded that Air Defense Artillery could benefit from the inclusion of the targeting methodology into Air and Missile Defense doctrine particularly at the tactical level. The question became how to prove it. The School of Advanced Military Studies provided the opportunity to delve into the topic. My hope is the Air and Missile Defense community will consider the formal adoption of the targeting methodology. I further hope that this study will be the start of a change in Air and Missile Defense doctrine that will ultimately cause a deepening of integration and synchronization of Air and Missile Defense throughout the joint and Army fire support system. Book excerpt: This paper is an outgrowth of comments I heard and attitudes I experienced at the JFCOM Joint Space Concept Development and Experimentation Workshop in Norfolk at the end of March 2004. I presented a briefing on near-space at the conference along with colleagues from JFCOM, the Army Space and Missile Defense Battlelab, the Naval Research Laboratory, and the Navy Warfare Development Command. It discussed how many functions that are currently done with satellites could be performed for tactical and operational commanders using near-space assets much more cheaply and with much greater operational utility. The briefing was very well received with nothing but positive comments all around. However, once we broke into focus groups trying to develop exercise inputs for such subjects as operationally responsive space, the near-space concept was almost forgotten. It didn't fit into the normal mindset of what space meant, so it was difficult to convince other group members that it should be discussed in the same breath as, say, a TacSat-type program. After much thought, it was my perception that the problem was one of mindset as to what the word "space" meant to the warfighter. After reading space doctrine (Army, Navy, Air Force, and Joint), I discovered that the mindset I sensed at the workshop had actually been codified to define space as a place where we operate satellites. That mindset is counterproductive.

A crucial part of achieving that mission involves obtaining and maintaining superiority in the air domain. That domain, defined for the first time in this publication, is the area, beginning at the Earth's surface, where the atmosphere has a major effect on the movement, maneuver, and employment of joint forces. Within that domain, forces exercise degrees of control or levels of influence, characterized as parity, superiority, or supremacy. The US has enjoyed at least air superiority in all conflicts since the Korean War. The US will probably retain that superiority in today's ongoing conflicts, but the prospect of near-peer competitors in the not-too-distant future raise the possibility of air parity - a condition in the air battle in which one force does not have air superiority over others - or even conceding superiority to the adversary if Air Force forces are not properly employed. Our possession of air superiority helps enable joint forces to dominate adversary operations in all domains and to achieve a wide range of cross-domain effects. Unless we can freely maneuver in the air while denying the enemy the ability to do the same, we do not have superiority. Therefore, this publication addresses how the commander of Air Force forces can best employ his assets within a joint force to achieve control in the air domain to enable the overall joint force effort. Counterair is more than just force protection or air and missile defense. It also includes offensive actions against an enemy's capabilities, allowing us to seize the initiative and force the adversary into a defensive posture. Furthermore, counterair is executed by more than just air assets. Counterair is a joint, multinational, and interagency team effort, comprising a combination of command and control systems, intelligence, surveillance, and reconnaissance systems, aircraft and missile systems in air-to-air and air-to-ground roles, and surface-to-air defense weapons. The effect of air superiority is not normally an end unto itself. Air superiority provides enormous military advantages, allowing the joint force greater freedom of action to carry out its assigned missions (freedom to attack) while minimizing its vulnerability to enemy detection and attack (freedom from attack). The success of any major air, land, or maritime operation may depend on the degree of air superiority achieved. This Air Force doctrine document provides guidance for designing, planning, integrating, coordinating, executing, and assessing counterair operations. It provides operational doctrine to gain and maintain control of the air. As such, it focuses on how air forces can be organized and employed to successfully conduct counterair operations.

This report presents a review of stealth technology development; a discussion of possible future missions and threats; an analysis of the technical feasibility for achieving various levels of stealth and different speeds by 2018 and of relevant near-term R&D needs and priorities; and observations about the utility of speed and stealth trade-offs against evolving threats.

U.S. forces have recently fought in the Balkans, the Persian Gulf, and the Horn of Africa to compel recalcitrant regimes and warlords to stop repression, abandon weapons programs, permit humanitarian relief, and otherwise modify their actions. Yet despite its overwhelming military might, the United States often fails to coerce successfully. This report examines the phenomenon of coercion and how air power can contribute to its success. Three factors increase the likelihood of successful coercion: (1) the coercer's ability to raise the costs it imposes while denying the adversary the chance to respond (escalation dominance); (2) an ability to block an adversary's military strategy for victory; and (3) an ability to magnify third-party threats, such as internal instability or the danger posed by another enemy. Domestic political concerns (such as casualty sensitivity) and coalition dynamics often constrain coercive operations and impair the achievement of these conditions. Air power can deliver potent and credible threats that foster the above factors while neutralizing adversary countercoercive moves. When the favorable factors are absent, however, air power--or any other military instrument--will probably fail to coerce. Policymakers' use of coercive air power under inauspicious conditions diminishes the chances of using it elsewhere when the prospects of success would be greater.
