Book excerpt: This Paper analyzes the effectiveness of drug abuse treatment and evaluates its role as a strategy to prevent the spread of the human immunodeficiency virus (HIV). Because most intravenous (IV) drug users are not in treatment, the study also examines other approaches to HIV prevention among this highrisk group. OTA found that methadone maintenance can reduce illicit opiate use and high-risk behavior associated with HIV transmission. Its potential, however, is probably not being realized because inadequate doses of metha- done are sometimes administered. Administering methadone and HIV counseling to IV drug abusers on waiting lists merits strong consideration. Other treatment modalities have been associated with decreased drug use, but because of methodological limitations, their relative contribution is not clear cut.
