In recent decades both mental health and human rights have emerged as areas of practice, inquiry, national policy-making and shared international concern. Human-rights monitoring and reporting are core features of public administration in most countries, and human rights law has burgeoned. Mental health also enjoys a new dignity in scholarship, international discussions and programs, mass-media coverage and political debate. Today's experts insist that it impacts on every aspect of health and human well-being, and so becomes essential to achieving human rights. It is remarkable however that the struggle for human rights over the past two centuries largely bypassed the plight of those with mental disabilities. Mental health is frequently absent from routine health and social policy-making and research, and from many global health initiatives, for example, the Millenium Development Goals. Yet the impact of mental disorder is profound, not least when combined with poverty, mass trauma and social disruption, as in many poorer countries. Stigma is widespread and mental disorders frequently go unnoticed and untreated. Even in settings where mental health has attracted attention and services have undergone reform, resources are typically scarce, inequitably distributed, and inefficiently deployed. Social inclusion of those with psychosocial disabilities languishes as a distant ideal. In practice, therefore, the international community still tends to prioritise human rights while largely ignoring mental health, which remains in the shadow of physical-health programs. Yet not only do persons with mental disorders suffer deprivations of human rights but violations of human rights are now recognized as a major cause of mental disorder - a pattern that indicates how inextricably linked are the two domains. This volume offers the first attempt at a comprehensive survey of the key aspects of this interrelationship. It examines the crucial relationships and histories of mental health and human rights, and their interconnections with law, culture, ethnicity, class, economics, neuro-biology, and stigma. It investigates the responsibilities of states in securing the rights of those with mental disabilities, the predicaments of vulnerable groups, and the challenge of promoting and protecting mental health. In this wide-ranging analysis, many themes recur - for example, the enormous mental health burdens caused by war and social conflicts; the need to include mental-health interventions in humanitarian programs in a manner that does not undermine traditional healing and recovery processes of indigenous peoples; and the imperative to reduce gender-based violence and inequities. It particularly focuses on the first-person narratives of mental-health consumers, their families and carers, the collective voices that invite a major shift in vision and praxis. The book will be valuable for mental-health and helping professionals, lawyers, philosophers, human-rights workers and their organisations, the UN and other international agencies, social scientists, representatives of government, teachers, religious professionals, researchers, and policy-makers.

Formal education does little to prevent people joining extremist groups. Neither does it equip young people to analyze fundamentalism. We have seen attacks by suicide bombers who had their schooling in state systems, including in England. It is clear that more is needed than merely literacy. Global communications technologies mean that the way young people organize for either peace or terrorism lies mostly outside the school. But this does not mean that schools are without power. Lynn Davies proposes a very different educational strategy to the conventional tolerant multiculturalism that pertains in the west. The task--a challenging one--is to politicize young people without cementing uncritical acceptance of single truths. The chapters cover: the nature of extremism and myth-making; identity and belonging; religious belief and faith schools; justice and revenge; free speech; humor and satire; and critical thinking and critical (dis)respect In proposing an education which allows for alternatives and ambiguity, the book argues for the centrality of political education, media education and active citizenship education, as well as critical and comparative religious education, all firmly based on a universal value position around human rights. A strong civil society is one that is not afraid to critique but which has people with the skills and dispositions to engage in this without violence.

A complex and robust ideology of law and justice is evident not only in the dynamics of imperial administration, but a host of cultural arenas. Citizenship named the privilege of falling under Roman jurisdiction, legal expertise was cultural capital. A faith in the emperor’s intimate concern for justice was a key component of the voluntary connection binding Romans and provincials to the state. Even as law was a central mechanism for control and the administration of state violence, it also exerted a magnetic effect on the peoples under its control. Adopting a range of approaches, the essays explore the impact of Roman law, both in the tribunal and in the culture. Unique to this anthology is attention to legal professionals and cultural intermediaries operating at the empire’s periphery. The studies here allow one to see how law operated among a range of populations and provincials—from Gauls and Brittons to Egyptians and Jews—exploring the ways local peoples creatively navigated, and constructed, their legal realities between Roman and local mores. Book excerpt: Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.
