Malgré les développements importants qu’elle a connus, l’aide humanitaire est cependant aujourd’hui en procès. Elle a suscité maintes polémiques notamment celle qui porte sur son régime juridique, celle qui concerne sa signification politique... Au total, si l’aide humanitaire internationale a pu apparaître comme un terrain de consensus, elle n’en demeure pas moins un objet de controverses. * Fruit d’un travail collectif élaboré dans un cadre original, ce livre s’inscrit dans un continuum de plus de quatre années qui a permis au Centre d’Études et de Recherches Internationales et Communautaires (CERIC) d’Aix-en-Provence de réunir dans des contextes divers, colloques, séminaires, enseignements spécialisés de troisième cycle, les différentes catégories d’acteurs et certains grands témoins de l’aide humanitaire internationale. Ces personnalités ont bien voulu, dans ces différents cadres, enrichir les analyses des universitaires en apportant leurs expériences, réflexions et conclusions. This work examines four post-Cold War interventions launched on behalf of people on the move: international action in Iraq, Bosnia, Somalia and Rwanda. Because these crises accompanied the emergence of the concept of Internationally Displaced Persons (IDPs) in international relations, they have shaped the understandings of forced displacement issues, such as ethnic cleansing, need and humanitarian action. The author looks at attitudes towards IDPs, concluding that UN-backed interventions regarding displaced civilians were primarily about deterring, sometimes preventing, them from escaping places of conflict. Protection in this context became a device by which international protagonists sought to contain people on the move within the confines of their collapsed states. As a result, levels of safety effectively granted by the international community depended less on the vulnerability of populations than on Western fears of mass border crossings.

The breadth of transnational civil society activities explored is unprecedented in its diversity, from business associations to humanitarian organizations, peace groups to socialist movements, feminist organizations to pan-nationalist groups. The geographical scope covered is also extensive, and the analysis is richly supported with reference to a diverse array of previously unexplored sources. Eleanor Davey reveals how radical left third-worldism was displaced by the 'sans-frontiériste' movement as the dominant way of approaching suffering in what was then called the third world. Third-worldism regarded these regions as the motor for international revolution, but revolutionary zeal disintegrated as a number of its regimes took on violent and dictatorial forms. Instead, the radical humanitarianism of the 'sans-frontiériste' movement pioneered by Médecins Sans Frontières emerged as an alternative model for international aid. Covering a period of major international upheavals and domestic change in France, Davey demonstrates the importance of memories of the Second World War in political activism and humanitarian action, and underlines the powerful legacies of Cold War politics for international affairs since the fall of the Iron Curtain.
