Book excerpt: This paper examines economic, political, social and cultural obstacles to meeting the needs of low-income people for water supply and waste disposal and it proposes steps to reduce these obstacles. Households are often poorly informed about available options and are unable to allocate resources efficiently among their members. The paper suggests ways in which communications, peer and family support for innovators and incentives can be strengthened. Communities organize and manage resources in order to carry out activities that cannot be profitably undertaken by households, encourage constructive change and sanction undesirable behavior. The paper proposes methods for facilitating the formation and operation of community organizations to carry out these functions. Formal bureaucracies provide professionalized technical and administrative services, and supply policy guidance, goods and financial resources to operating agencies and communities. Largely because of their inherent conservatism, formal bureaucracies often fail to satisfy these needs, especially for innovative activities. Governments must revise legal codes to permit adoption of affordable technologies, and must assist community organizations in dealing with legal, financial, technical and administrative problems.

Rice is the crop most affected by arsenic owing to its cultivation in major arsenic contaminated areas, biogeochemical factors in the soil during rice growth, and specific features of rice that enable it take up more arsenic than other crop plants. This book addresses the problem of arsenic by pursuing a holistic approach. It presents the status quo in different parts of the world (North and South America, Europe, Asia, etc.) and provides essential information on food-related arsenic exposure risks for humans, and possible preventive and curative measures for tackling arsenic poisoning. It covers the arsenic contamination status of rice, rice-based products, other vegetables, fishes, mushrooms, and other foods, with a special focus on rice-arsenic interactions. The mechanisms of arsenic uptake, translocation and distribution in plants and grains are also explained. The ultimate purpose of the paper is to provide a general approach to developing and implementing wastewater management interventions. Its scope is determined by two main considerations: (i) the need to incorporate the general principles that determine water resources management policies into the design and selection of wastewater management and pollution control interventions; and (ii) the need to address water quality problems at the appropriate geographical scale.
