Book excerpt: This is a pioneering study about the relationship between fresh water, peace, and security in Asia from the Middle East to Siberia but with a special focus on South and Southeast Asia. Asia is home to many of the world's great rivers and lakes, but its huge population and booming economies make it the most water-scarce continent on a per capita basis. Over extensive irrigation, pollution, and global warming add to the demographic and economic pressures on Asia's fresh water supplies. The location of the sources for much of South and Southeast Asia's fresh water is in the Chinese controlled Tibetan Plateau, and China's increasing exploitation of these water sources have created growing geopolitical tensions that could boil over into conflict. India is reliant on fresh water from Tibet, which gives the Chinese uncomfortable leverage over India and further exacerbates their unsettled border disputes. Vietnam, Bangladesh, Pakistan, and other countries of the region also find themselves in similarly vulnerable positions where water is scarce and the sources are increasingly being exploited and polluted upstream by the continent's most powerful country. Brahma Chellaney proposes strategies to avoid conflict and more equitably share and preserve Asia's water resources.

In general, pressures from both environment and human activities can increase the likelihood of water scarcity. Such pressures include increased socio-economic development and population growth, change in people's diets, competition for available water among different user sectors and growing climate variability. Climate change is likely to exacerbate the existing demand and supply stresses, particularly when more frequent and extreme droughts and floods, as well as rising sea level are becoming more evident. In temperate, sub-temperate regions, less rainfall and longer dry seasons are expected. In tropical areas, rainfall is predicted to be similar or greater in terms of annual average volumes, more intense and severe storms and seasonal droughts (IPCC, 2007). These pressures will test the effectiveness of water resource management systems in providing a consistent and secure water supply for all users, with minimum externalities. This study will assess advances in management practices, institutional and technological innovations for managing water scarcity sustainably under a changing climate. This study of 'sustaining East Asia's water resources through Green Water Defense (GWD) is a sub-study of the 'towards GWD in East Asia' study and is complemented by another sub-study 'green water defense for flood risk management in East Asia' that focuses on flood management in delta regions.

At the same time, globalization is another momentous challenge for the region. Southeast Asian megacities are some of the most dynamic and diverse regions, which are playing a key role in achieving global sustainability. Twelve out of nineteen megacities of the world are located in the region, where highly developed areas coexist with poorly developing areas where large economic growth is expected. The poor quality of the living standards of the latter creates many environmental problems that are major threats to the inhabitants of the region. The Southeast Asian environment has been degraded by the release of industrial and domestic wastes, agricultural and aquacultural chemicals, and pollutants from automobiles. It suffers from water-related disasters, Tsunami, floods, typhoons, etc. In order to deal with these issues an integrated approach from the inhibitants, governments and researchers is essential. The environmental threats arising from the increasing population, overuse of natural resources, industrialization, urbanization, and natural disasters present ever increasing challenges to pursuing sustainable development of the region. Many developed countries such as Japan have experiences of dealing with severe environmental pollution and this publication is the result of building an academic network among researchers of related fields from different regions to exchange information. This book will be an invaluable source of information for all those concerned with achieving global sustainability within the water environment in developing regions, including researchers, policy makers, NGOs and NPOs.

The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in–depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. Offering fresh theoretical interpretations to the subjects of power and counter-hegemony in the Aral Sea basin, this book puts forward the original circle of hydro-hegemony, an analytical framework in which the various forms of power are connective in the function of hegemony. It will be of interest to scholars in the field of water and environmental politics and Central Asian Studies.
