It also examines the practices that have led to both successful and unsuccessful outcomes. The publication provides a comprehensive review of the potential of these tools to enhance value addition, deliver jobs, increase exports and provide markets for new and existing producers in the targeted territories. It notes, however, that implementation of these tools poses a number of challenges. For example, planners and practitioners sometimes use them interchangeably, thus ignoring the specificities of the investments, policies and processes required, and their expected outcomes. The sourcebook concludes that these tools have potential for catalytic impact, but planners need to make sound choices that respect demonstrated principles and follow good practices for effective design and implementation.

The Chinese government and academic community are also keen to share experiences and lessons with Africa. China made agriculture one of its development assistance priorities at the Third FOCAC Summit in Beijing in 2006. This systematic comparative study of agricultural development in China and Africa provides a unique basis for African countries and international organizations seeking to understand agricultural development in China, and for China to understand agricultural development on the African continent. The book highlights experiences and lessons from China and, in particular, analyzes why Africa has not yet been able to emulate China's agricultural development trajectory. It compares the similarities and discrepancies in conditions, processes, and outcomes between China and Africa from the perspectives of investment, science and technology, policies and international development aid. Based on this it explores which experiences and lessons from China's agriculture development can be shared with African countries in order to contribute to the sustainable improvement and transformation of African agriculture. It does not claim that China has all of the answers, but while recognizing the diversity within both China and Africa, concludes that much can be gained from such a comparison.

Book excerpt: This paper describes the major features of China's agricultural pricing system as they have evolved since l949, but focuses on adjustments in the 1976-82 period. The institutional setting for price policy is described, price-cost relationships are examined and price ratios from key inputs and outputs are defined. A major portion of the paper is devoted to agricultural marketing policy and consumer subsidies. The size of important subsidies is estimated and their distributional and allocative implications are explored. The paper suggests that state interventions in the agricultural pricing system provide disproportionately high benefits to relatively advantaged urban consumers and may restrict adjustment to more economically efficient production patterns in agriculture.

The main objectives were to focus on analytical policy issues that accelerate the process of privatization and market deregulation of publicly owned and operated enterprises and to provide necessary operational guidelines for policy reforms. This publication is structured around four main topics: (1) the role of agribusiness in economic development; (2) possible approaches and guidelines for privatization and deregulation of agribusiness; (3)the necessary enabling policy environment for privatization and deregulation; and (4) selected case studies. Instead, a mismatch between expectations and what could realistically be delivered set the stage for much of the disappointment, skepticism, and fatigue regarding trade policy in the region, particularly in the early 2000s. By setting the bar unrealistically high, governments and analysts made trade policies an easy target for special interests that were hurt by liberalization and for those ideologically opposed to free trade. The most immediate victims were the more tangible growth and welfare gains, whose relevance was lost amid the noise of grandiose visions.
