While most local food systems share common characteristics, the chapters in this book explore the unique challenges and opportunities of local food systems located within mature and/or declining industrial regions. Local food systems have the potential to provide residents with a supply of safe and nutritious food; such systems also have the potential to create much-needed employment opportunities. However, challenges are numerous and include developing local markets of a sufficient scale, adequately matching supply and demand, and meeting the environmental challenges of finding safe growing locations. Interrogating the scale, scope, and economic context of local food systems in aging industrialized cities, this book provides a foundation for the development of new sub-fields in economic, urban, and agricultural geographies that focus on local food systems. The book represents a first attempt to provide a systematic picture of the opportunities and challenges facing the development of local food systems in old industrial regions.

The text reviews the history of African agricultural and food security policy in the post-colonial period, across a range of geographical contexts, in order to contextualise the productionist approach embedded in the much heralded New Green Revolution for Africa. This strategy, supported by a range of international agencies, promotes the use of hybrid seeds, fertilisers, and pesticides to boost crop production. This approach is underpinned by a new and unprecedented level of public–private partnerships as donors actively work to promote the private sector and build links between African farmers, input suppliers, agro-dealers, agro-processors, and retailers. On the consumer end, increased supermarket penetration into poorer neighbourhoods is proffered as a solution to urban food insecurity. The chapters in this volume complicate understandings of this new approach and raise serious questions about its effectiveness as a strategy for increasing food production and alleviating poverty across the continent. The principal objective of the book is to explore how agricultural production through the actions primarily of farmers, including peasant farmers, adapt to these changing circumstances, what the limitations of adaptation are, how the process of adaptation varies between different territories (e.g. developed countries versus developing countries), and what are or can be the most effective roles for actors other than the farmers, including different levels of government and non-governmental organizations (NGOs) such as professional associations of farmers and community organizations. The principal argument is threefold: 1) while there are significant differences between territories and countries in terms of the capacity of farmers (and the other actors) to engage in capacity building to be able to adapt effectively to climate change and variability, 2) the critical roles are those played out by the farmers themselves, but that 3) other actors can play an important role in accompanying farmers in their adaptation process, providing relevant and strategic information, counseling them and facilitating networking and meetings when appropriate. This effectively means that without engaging in the local adaptation processes governments can really only play effective roles by working with other actors at the local and regional levels. When it occurs, it can be very effective, but when it does not, farmers are left to their own devices (and even then, many are able to use their own creativity and local knowledge to survive and continue to develop). Essentially therefore, the secondary argument that is followed throughout the book is that adaptation is essentially a social process that requires an understanding of social processes and dynamics in each farming community and territory. It involves an understanding, for instance, of information diffusion processes in the different farming communities and territories, which provides a set of tools to promote and facilitate the adoption process in the context of adaptation to climate change and variability.

Results of this study show that this import dependence is likely to increase further by 2050. Some sub-regions hardly reach sustainable levels; the Maghreb, Near and Middle-East could import 60 to 70% of their food needs. These results are indicative whatever the considered scenario, but especially if climate change impacts become more severe.

Book excerpt: This book focuses on a representative example and one of the world’s largest steppe conversions, and provides a detailed overview of the results of the BMBF-funded research project KULUNDA. As part of the Siberian virgin land policy, the Kulunda steppe was transformed into agricultural land from 1954 to 1965. In the course of the project, a multidisciplinary research team conducted a natural, social-economic and agro-scientific cause-and-effect analysis of (agro-)ecosystem destabilisation, as well as various field trials covering tillage and crop rotation options in their socio-economic context. The ecologically and economically sound findings offer strategies for combining climate smart land utilization, ecosystem restoration and sustainable regional development, and can readily be applied to other virgin land conversion efforts. In addition, the findings on the Eurasian steppes will expand the current conversion literature, which mainly consists of the ‘Dust Bowl’ literature of the North American plains. Given its scope, the book will appeal to scientists, professionals, and students in the environmental, geo- and climate sciences.
