Requirements under the proposed rule include pest surveys and cultural practices in the production areas designed to reduce pest risk. In addition, special packing, inspection, and shipping procedures would be required. Under the proposed rule, avocados entering the United States would be limited to the late autumn and winter months and would be restricted to northeastern states where climatic conditions would prevent pest survival if there is introduction. Mexico is currently permitted to export fresh avocados only to the state of Alaska. Five public hearings on the proposed rule are currently planned during the period August 17-31. Significant declines in sales to Japan and the EC were off set primarily by sharply higher sales to drought-plagued sub-saharan Af rica and Mexico. So far this fiscal year, feed grain exports are down 2 percent on a 7-percent fall in volume. Soybean and product exports slipped 15 percent in May to $290 million. Strong soybean meal sales were more than offset by a heavy reduction in soybean shipments. However, to date, soybean and product exports are 33 percent ahead of the same 8 month period last year at billion. Despite declining by more than a half in May, sales to the EC so far this year are 50 percent ahead of last year. A strong May boosted ship ments to the former Soviet Union over $500 million year-to-date, nearly double sales last year. Department of Commerce and the Government of the Peoples's Republic of China agreed, effective August 2, to restrict the volume of Chinese honey exports to the United States. The agreement replaces punitive u.s. Anti-dumping duties on honey from China with quantitative and price limits on Chinese honey shipments to the United States. Under the 5-year agreement, China will be allowed to export about tons of honey yearly to the United States. Chinese honey must be sold at or above a reference price equivalent to 92 percent of the average quarterly per unit value of imports from all other countries. U.s. Imports of Chinese honey increased steadily from tons in 1989 to a record tons in 1993. Imports in 1994 totaled tons. In response to a petition from the Armorican Beekeeping Federation, the us. Department of Commerce instituted an anti-dumping investigation on imports of honey from China on March 20, 1995. Us. Orange juice exports are running at a record pace. Record u.s. Orange juice production will offset lower Brazilian output in keeping worldwide supplies in selected countries in close to the previous year's record level of million tons. Orange juice exports from selected countries in are forecast at million tons, 8 percent below the previous year's shipments. Brazil, the world's largest exporter, is expected to account for most of the decrease, primarily due to reduced import demand from the United States. Us. Orange juice exports in are forecast at a record tons (65 degrees brix concentration), 13 percent above last season's shipments. U.s. Orange juice exports, particularly to the European Union, have benefited from increased demand for higher quality, not from concentrate juice, the devaluation of the dollar against some EU currencies, and strong marketing efforts from us. Companies. The first meeting of officials from the US Canada, Mexico, and Chile to initiate discussions regarding Chile's accession to the nafta took place in Mexico City July 25 July 31. Market access and agriculture were discussed the last day. The discussions were generally limited to a review of the nafta provisions, although some negotiating positions were staked out. Canada noted immediately that it wanted an exception from tariff reductions for its supply managed sectors; that is, dairy and poultry. No date has been set for the next session. Exports of consumer oriented products rose in August with sales totaling billion, 12 percent above the same month last year. Exports rose in 10 of 15 product groups. Gains in meats, tree nuts and wine and beer more than offset declines in fresh fruits and vegetables, snack foods and breakfast cereals. August's performance leaves consumer food exports at billion for the first 11 months of fiscal 1995, up 15 percent from the same period last year and a new record high. New record highs have already been established in seven product groups. U.s. Forest product exports totaled $565 million in August, down 6 percent from the same month last year. Declines were broad - based. Log exports fell $28 million, and accounted for three-fourths of the overall decline in sales. Fiscal year-to-date exports have reached billion, and are 6 percent ahead of last year. At $284 million in August, u.s edible fish and seafood exports were down 18 percent from the same month last year. Declines were broad-based with four of the five product groups registering losses. Exports of whole and eviscerated salmon fell $59 million, and accounted for 96 percent of the overall decline in sales. Despite a weaker showing in August, u.s. Fish and seafood exports finished the first 11 months of fiscal 1995 at billion, up 8 percent over the same period last year. A new record high has already been established for fish roe and urchin.
