Over the past 150 years, and especially over the second th half of the 20 Century, public investments in agricultural R&D in the United States grew faster than the value of agricultural production. Public spending on agricultural science grew similarly in other more-developed countries, and c- lectively these efforts, along with private spending, spurred agricultural prod- tivity growth in rich and poor nations alike. The value of this investment is seldom fully appreciated. The resulting p- ductivity improvements have released labor and other resources for alternative uses—in 1900, 29. 2 million Americans (39 percent of the population) were - rectly engaged in farming compared with just 2. 9 million (1. 1 percent) today— while making food and fiber more abundant and cheaper. The benefits are not confined to Americans. U. S. agricultural science has contributed with others to growth in agricultural productivity in many other countries as well as the Un- ed States. The world’s population more than doubled from around 3 billion in 1961 to 6. 54 billion in 2006 (U. S. Census Bureau 2009). Over the same period, production of important grain crops (including maize, wheat and rice) almost trebled, such that global per capita grain production was 18 percent higher in 2006.

Only a small number of groups have worked actively in this specialized area. In some cases, they have used different procedures for gathering data on public and private sector investments in agricultural research. This report reviews the current situation and trends regarding investments in agricultural R&D in the world and presents some clear results that emerge from recent studies.

Book excerpt: Since CGIAR centers have been in existence for a number of years, this paper addresses the impact of these centers on national research and extension programs and crop productivity. The study estimates that the CGIAR Centers have had a positive impact on investment in national research programs in each of the crops for which CGIAR crop programs exist except cassava. Estimates for livestock and horticultural crop research programs show a significant positive CGIAR impact as well. National extension spending is also stimulated by CGIAR programs. These estimates are based on an econometric specification that takes into account the impact of several economic development aid initiatives in addition to the activities of the CGIAR impacts. The study estimates that CGIAR Center programs have had significant impacts on crop productivity for maize, millets, sorghum, rice, wheat, beans, cassava and potatoes in all the regions studied. National research programs have had a positive impact on crop productivity in most of these crops as well. In addition, national extension programs have been productive in some crops. These estimates are based on crop production data in 25 countries.

Book excerpt: Managing the ability of agriculture to meet rising global demand and to respond to the changes and opportunities will require good policy, sustained investments, and innovation - not business as usual. Investments in public Research and Development, extension, education, and their links with one another have elicited high returns and pro-poor growth, but these investments alone will not elicit innovation at the pace or on the scale required by the intensifying and proliferating challenges confronting agriculture. Experience indicates that aside from a strong capacity in Research and Development, the ability to innovate is often related to collective action, coordination, the exchange of knowledge among diverse actors, the incentives and resources available to form partnerships and develop businesses, and conditions that make it possible for farmers or entrepreneurs to use the innovations. While consensus is developing about what is meant by 'innovation' and 'innovation system', no detailed blueprint exists for making agricultural innovation happen at a given time, in a given place, for a given result. The AIS approach that looks at these multiple conditions and relationships that promote innovation in agriculture, has however moved from a concept to a sub-discipline with principles of analysis and action. AIS investments must be specific to the context, responding to the stage of development in a particular country and agricultural sector, especially the AIS. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth. It emphasizes the lessons learned, benefits and impacts, implementation issues, and prospects for replicating or expanding successful practices. The information in this sourcebook derives from approaches that have been tested at different scales in different contexts. It reflects the experiences and evolving understanding of numerous individuals and organizations concerned with agricultural innovation, including the World Bank. This information is targeted to the key operational staff in international and regional development agencies and national governments who design and implement lending projects and to the practitioners who design thematic programs and technical assistance packages. The history of modern agriculture which has made possible the greatest leap in well-being that the human family has yet experienced, has seen the integration of research-based knowledge with traditional wisdom to bring about great improvements in agricultural varieties, farming techniques and management practices. The consequence of that “marriage” has been undreamed of increases of food productivity which served as the center of concentric circles of progress. For those who want their minds to soar, there is poetry as well. This is truly a book for our times by an author whose knowledge and interests are not bound by time.
