In The Fault Lines of Farm Policy Jonathan Coppess analyzes the legislative and political history of the farm bill, including the evolution of congressional politics for farm policy. Disputes among the South, the Great Plains, and the Midwest form the primordial fault line that has defined the debate throughout farm policy’s history. Because these regions formed the original farm coalition and have played the predominant roles throughout, this study concentrates on the three major commodities produced in these regions: cotton, wheat, and corn. Coppess examines policy development by the political and congressional interests representing these commodities, including basic drivers such as coalition building, external and internal pressures on the coalition and its fault lines, and the impact of commodity prices. This exploration of the political fault lines provides perspectives for future policy discussions and more effective policy outcomes.

Often their most promising subjects lived at the end of the worst roads, many of which lacked bridges, drainage ditches, or gravel. Outfitted with three government-issue cameras, flashbulbs, tripods, and film-processing chemicals, their job was to help "explain America to Americans" by seeking out and photographing the one-third of the nation FDR described as "ill-housed, ill-clad, and ill-nourished." Featured in this book are more than one hundred photographs from the collection of a quarter of a million taken by FSA photographers between 1935 and 1943. FSA photographers helped to invent and popularize the "documentary style," a type of photography in which pictures and their arrangement carry much of the information in a story. Book excerpt: From the late 1940s to the early 1970s, farmers in the Corn Belt transformed their region into a new, industrial powerhouse of large-scale production, mechanization, specialization, and efficiency. Many farm experts and implement manufacturers had urged farmers in this direction for decades, but it was the persistent labor shortage and cost-price squeeze following WWII that prompted farmers to pave the way to industrializing agriculture. Anderson examines the changes in Iowa, a representative state of the Corn Belt, in order to explore why farmers adopted particular technologies and how, over time, they integrated new tools and techniques. In addition to the impressive field machinery, grain storage facilities, and automated feeding systems were the less visible, but no less potent, chemical technologies--antibiotics and growth hormones administered to livestock, as well as insecticide, herbicide, and fertilizer applied to crops. Much of this new technology created unintended consequences: pesticides encouraged the proliferation of resistant strains of plants and insects while also polluting the environment and threatening wildlife, and the use of feed additives triggered concern about the health effects to consumers. In Industrializing the Corn Belt, J. L. Anderson explains that the cost of equipment and chemicals made unprecedented demands on farm capital, and in order to maximize production, farmers planted more acres with fewer but more profitable crops or specialized in raising large herds of a single livestock species. The industrialization of agriculture gave rural Americans a lifestyle resembling that of their urban and suburban counterparts. Yet the rural population continued to dwindle as farms required less human labor, and many small farmers, unable or unwilling to compete, chose to sell out. Based on farm records, cooperative extension reports, USDA publications, oral interviews, trade literature, and agricultural periodicals, Industrializing the Corn Belt offers a fresh look at an important period of revolutionary change in agriculture through the eyes of those who grew the crops, raised the livestock, implemented new technology, and ultimately made the decisions that transformed the nature of the family farm and the Midwestern landscape.

The farmers received free labor in return for providing room and board. Reformers, meanwhile, believed children learned lessons in family life, citizenry, and work habits that institutions simply could not provide. Drawing on institution records, correspondence from children and placement families, and state reports, Megan Birk scrutinizes how the farm system developed--and how the children involved may have become some of America's last indentured laborers. Between 1850 and 1900, up to one-third of farm homes contained children from outside the family. Birk reveals how the nostalgia attached to misplaced perceptions about healthy, family-based labor masked the realities of abuse, overwork, and loveless upbringings endemic in the system. She also considers how rural people cared for their own children while being bombarded with dependents from elsewhere. Finally, Birk traces how the ills associated with rural placement eventually forced reformers to transition to a system of paid foster care, adoptions, and family preservation.
