Book excerpt: Debates about public expenditure in the agricultural sector have reopened in many developing and emerging economies because of high budget deficits and changes in public opinion. As a result, agricultural policy in many of these countries is beginning to take a more market-oriented approach to agrarian problems, most notably through the introduction of contract farming. This book explores the policy issues around contract farming and its transformative potential and addresses the lack of empirical research on this topic by focusing on South Asia: principally India, Bangladesh and Nepal. The book first addresses the effects of contract farming (vertical coordination) on productivity, food security indicators (yield, consumption expenditures, prices), employment and input usage. Then it draws lessons from the South Asian case studies on the impact of institutional changes, like contract farming, on income and food security of smallholder households. The core of the book includes case study chapters on several commodities that are produced under contract farming, including vegetables and fisheries in Bangladesh, low-value crops in Nepal and coffee in India. Other chapters also explore contracts, storage, input usage and technical efficiency in these cases. Book excerpt: This paper analyzes the implication of economic structural change and dietary transformation on changing patterns of agri-food trade among 17 Asian development countries. Sub-regional trade in Central, South, and Southeast Asia is the focus of the paper, along with trade with other partners outside the sub-regions. The paper finds that Asian markets for total agri-food exports and exports of nutritious foods are generally more important than the markets outside of Asia and for many of them, the importance of Asian markets increases over time. While net exporters and importers co-exist in each sub-region, with a few exceptions, sub-regional trade is often less important. Many small countries trade only with one or two large neighbors and less so with each other. The dietary transformation impacts trade in nutritious foods in diverse ways. With income growth, increased domestic demand for nutritious foods seem to lead to more imports of these foods. While many South and Southeast Asian countries have a comparative advantage in exports of some nutritious food products, growth in these exports can be negatively affected by rising domestic demand. Although nutritious food exports continue to play important roles in total agri-food exports, export growth of nutritious food is often slower than overall growth of agri-food exports. The dietary transformation also seems to lead to increases in demand for processed foods which many Asian countries meet through imports, often, accounting for a large component of total agri-food imports. On the other hand, processed foods generally account for a small portion of agri-food exports. However, there are a few countries where processed food export growth is rapid. In these cases, the sub-regional market is expanding, but with few exceptions, it is still less important than trade with countries outside the sub-regions. The paper also finds that agri-food exports and imports are highly concentrated, and a small group of commodities dominate most countries export and import portfolios and remain unchanged over time. The main markets for these important commodities are generally not in the sub-regions and this mismatch between demand and supply of agri-food commodities within sub-region is a natural barrier for promoting regional trade. The modified trade complementary index developed in this paper is based on Michaely (1996) and shows that trade complementarity measures are positively correlated with actual bilateral trade. Small countries tend to enjoy higher levels of complementarity with one or two large trading partners than with other small countries in the same sub-region. This implies that small countries could be better off from bilateral trade arrangements with large partners compared to a regional trade agreement within the sub-region. Because the sub-regional market is oftentimes not large enough to meet large countries’ import demand or consume their export supply, regional trade agreements within sub-regions may be less likely to serve their needs for trade expansion than negotiating with large trading partners outside the sub-regions. While many Asian developing countries’ governments have been pushing for trade diversification and want to reduce export dependencies concentrated on one or two large trading partners, this paper shows the challenges to achieve this policy goal. For small countries, focusing on bilateral trade arrangements with their dominant trading partners seems to be a more practical and effective strategy than regional trade agreements within sub-regions. Long-term trade arrangements, consistent trade policies, and various preferential trade arrangements should be pursued by small countries with their larger trading partners to promote agri-food exports.

This report partly fills this knowledge gap by summarizing the key characteristics in SEA region of the agricultural development, as well as changes in related outcomes, such as nutrition, natural resource endowments, and the labor movement into non-farm economies. In doing so, the report gathers secondary cross-country data on key aspects of the agricultural modernization and diversification. Overall, the SEA region has seen a relatively fast movement of labor out of the agricultural sector into non-farm sectors including trade, restaurants and hotel industries in the last few decades, leading to higher labor productivity growth than land productivity growth. Despite the important roles of trade, the agricultural production within the region and in each country continues to account for important sources of food and nutrition. The modern production technologies and inputs have spread constantly within the region, but with considerable time lags across countries. The growth of vegetable oils and aquaculture production have been considerable, and contrast with South Asia (SA)where similar patterns have been observed for vegetables and milk production. The public sector has played important roles in agricultural research and development (R&D)on genetic improvements, and infrastructure development, while keeping the nominal assistance to the sector through market interventions to a relatively modest level, which has been accompanied by the significant growth of the private-sector participation in the provisions of inputs, services and agricultural finance. The agricultural modernization in SEA region has, however, been also associated with some negative outcomes, including continued degradation of natural resources like water and forest areas in which SEA has been relatively rich historically, and gradual increases in certain types of malnutrition including overweight and diabetes.

Farming vegetable commodity from upstream to downstream is very challenging for the millennial generation to develop. The demand in the horticultural sector, especially vegetable products, is increasing during the covid-19 pandemic. It is a business opportunity in itself, especially for young agricultural entrepreneurs. Millennial characteristics, adaptive to technology, full of innovation, make young agricultural entrepreneurs have the potential to increase the income and develop their business in horticultural commodities. Covid-19: Issues and Challenges in Vegetables for Resilience during PandemicThe Covid-19 pandemic is a momentum for the revival of the horticultural sub-sector. A balanced nutritional intake, especially vegetables, is highly recommended. People are increasingly aware that vegetables accompanied by a proper and healthy diet are beneficial for increasing body immunity. People are also encouraged to practice a healthier lifestyle to maintain endurance. Therefore, they will get infected by the disease. This change in mindset has influenced people’s interest in finding healthy food sources, such as vegetables that are good for health.

Book excerpt: Over the past few decades, the agricultural sector of Southeast Asia has experienced robust growth and undergone a structural transformation albeit differentially across the countries in the region. The main aims of this paper are to understand the process of transformation and sources of growth in agriculture in the broader context of economy-wide changes in domestic and international markets, and to suggest technological, institutional and policy measures for faster, efficient and sustainable growth. Our findings show faster growth in agriculture in comparatively low-income countries, with technological change, area expansion and diversification being the main drivers. On the other hand, agricultural growth in high-income countries has been relatively slow, and driven by price increases, mainly of the export-oriented commercial crops, such as oil-palm, rubber and coconut; and also, by area expansion. In view of the fixed supply of land and high volatility in global food prices, area and price driven growth is unlikely to sustain in the long-run. For efficient, sustainable and inclusive growth, the recourse has to be with exploiting potential of (i) existing and frontier technologies, by investing more in agricultural research and extension systems, and (ii) diversification of production portfolio towards higher-value food commodities by strengthening institutions that link farmers to remunerative markets; and investing in post-harvest infrastructure for food processing.

Book excerpt: The mainstream agri-food system in Thailand has been shaped to aid capital accumulation by domestic and transnational hegemonic forces, and is currently sustained through hegemonic agri-food production-distribution, governance structures and ideational order. However, sustainable agriculture and land reform movements have to certain extents managed to offer alternatives. This book adopts a neo-Marxist and Gramscian approach to studying the political economy of the agricultural and food system in Thailand (1990-2014). The author argues that hegemonic forces have many measures to co-opt dissent into hegemonic structures, and that counter-hegemony should be seen as an ongoing process over a long period of time where predominantly counter-hegemonic forces, constrained by political economic structural conditions, may at times retain some hegemonic elements. Contrary to what some academic studies suggest, the author argues that localist-inspired social movements in Thailand are not insular and anti-globalisation. Instead, they are selective in fostering collaborations and globalisation based on values such as sustainability, fairness and partnership. Providing new perspectives on polarised politics in Thailand, particularly how cross-class alliances can further or frustrate counter-hegemonic movements, the book points to the importance of analysing social movements in relation to established political authority. It will be of interest to academics in the field of Politics and International Relations, Sociology, Development Studies and Asian Studies.
