The end of one war is frequently the beginning of another because the cessation of conflict produces two new challenges: a contest between the winners and losers over the terms of peace, and a battle within the winning party over the spoils of war. As the victors and the vanquished struggle to establish a new political order, incidents of low-level violence frequently occur and can escalate into an unstable peace or renewed conflict. Michael J. Boyle evaluates the dynamics of post-conflict violence and their consequences in Violence after War. In this systematic comparative study, Boyle analyzes a cross-national dataset of violent acts from 52 post-conflict states and examines, in depth, violence patterns from five recent post-conflict states: Bosnia, Rwanda, Kosovo, East Timor, and Iraq. In each of the case studies, Boyle traces multiple pathways through which violence emerges in post-conflict states and highlights how the fragmentation of combatants, especially rebel groups, produces unexpected and sometimes surprising shifts in the nature, type, and targets of attack. His case studies are based on unpublished data on violent crime, including some from fieldwork in Kosovo, East Timor, and Bosnia, and a thorough review of narrative and witness accounts of the attacks. The case study of Iraq comes from data that Boyle obtained directly from U.S. Central Command, published here for the first time. Violence after War will be essential reading for all those interested in political violence, peacekeeping, and post-conflict reconstruction.

Pushing beyond Trible, Texts after Terror offers a new framework for reading biblical sexual violence, one that draws on recent work in feminist, queer, and affect theory and activism against sexual violence and rape culture. In the Hebrew Bible as in the contemporary world, sexual violence is frequently fuzzy, messy, and icky. Fuzzy names the ambiguity and confusion that often surround experiences of sexual violence. Messy identifies the consequences of rape, while also describing messy sex and bodies. Icky points out the ways that sexual violence fails to fit into neat patterns of evil perpetrators and innocent victims. Building on these concepts, Texts after Terror offers a number of new feminist strategies and approaches to sexual violence: critiquing the framework of consent, offering new models of sexual harm, emphasizing the importance of relationships between women (even in the context of stories of heterosexual rape), reading biblical rape texts with and through contemporary texts written by survivors, advocating for "unhappy reading" that makes unhappiness and open-endedness into key feminist sites of possibility. The end of a war is generally expected to be followed by an end to collective violence, as the term ‘post-conflict’ that came into general usage in the 1990s signifies. In reality, however, various forms of deadly violence continue, and sometimes even increase after the big guns have been silenced and a peace agreement signed. Explanations for this and other kinds of violence fall roughly into two broad categories – those that stress the legacies of the war and those that focus on the conditions of the peace. There are significant gaps in the literature, most importantly arising from the common premise that there is one, predominant type of post-war situation. This ‘post-war state’ is often endowed with certain generic features that predispose it towards violence, such as a weak state, criminal elements generated by the war-time economy, demobilized but not demilitarized or reintegrated ex-combatants, impunity and rapid liberalization. The premise of this volume differs. It argues that features which constrain or encourage violence stack up in ways to create distinct and different types of post-war environments. Critical factors that shape the post-war environment in this respect lie in the war-to-peace transition itself, above all the outcome of the war in terms of military and political power and its relationship to social hierarchies of power, normative understandings of the post-war order, and the international context. This book will of much interest to students of war and conflict studies, peacebuilding and IR/Security Studies in general.

In this remarkable and wide-ranging study, activist and historian V. Geetha unpacks the meanings of impunity in relation to sexual violence in the context of South Asia. The State's misuse of its own laws against its citizens is only one aspect of the edifice of impunity; its less-understood resilience comes from its consistent denial of the recognition of suffering on the part of victims, and its refusal to allow them the dignity of pain, grief and loss. Time and again, in South Asia, the State has worked to mediate public memory, to manipulate forgetting, particularly in relation to its own acts of commission. It has done this by refusing to take responsibility, not only for its acts but also for the pain such acts have caused. It has denied suffering the eloquence, the words, the expression that it deserves and papered over the hurt of its people with routine government procedures. The author argues that the State and its citizens must work together to accord social recognition to the suffering of victims and survivors of sexual violence, and thereby join in what she calls 'a shared humanity'. While this may or may not produce legal victories, the acknowledgment that the suffering of our fellow citizens is our collective responsibility is an essential first step towards securing justice. It is this that in a fundamental sense challenges and illuminates the contours and details of State impunity, and positions impunity as not merely a legal or political conundrum, but as resolute refusal on the part of State personnel to be part of a shared humanity.
